The rules that are currently in force in our country establish that no one is entitled to complete exemption from physical education. One can only count on a change in the nature of mastering this academic discipline.

Issues of exemption of students (schoolchildren or students, as well as lyceum students, gymnasium students, etc.) from physical education classes are regulated in our country today at different levels. This is, first of all, the level of the entire country, that is, federal, national legislation. In this sense, we mean such documents as federal laws, government regulations and orders of ministries (primarily, of course, the Ministry of Education). In addition, exemptions from physical education are addressed in more detail at the regional as well as local levels. In this case, if we talk about specific documents in which the relevant norms are recorded, then it is necessary to mention the documentation of regional governments, as well as legislative acts of the constituent entities of the Russian Federation. Finally, one cannot fail to mention local regulations relating to specific educational institutions. These are, first of all, the charters of educational institutions, orders of the heads of relevant educational institutions.

These documents more or less clearly indicate the following. The educational process in any educational institution of the Russian Federation is built on the basis of approved programs that are mandatory for mastering. These programs consist of academic disciplines, each of which must be properly studied and mastered by each individual student. Moreover, there is a certain list of compulsory academic disciplines that must be taught in all educational institutions. There are also disciplines that are not required to be studied, but are still included in the training programs of some educational institutions.

Physical education is one of those academic disciplines that are compulsory. This means that physical education is a compulsory subject. Liberation from physical education as a subject, from an academic discipline, is thus impossible. No one can ever guarantee that he will study at a university, school or any other educational institution, and as a result of this study, the subject “physical education” will be absent from the program.

Nevertheless, the concept of “exemption from physical education” has its place. What does it mean? What is the content of this term if formal liberation cannot be organized in the full sense?

Today, exemption from physical education can only be limited and partial. Complete and final exemption from physical education is allowed only for persons with limited legal capacity, who, in fact, cannot undergo training on a general basis within standard educational institutions. They must study in specialized educational institutions. For everyone else, getting an exemption from physical education is only possible in a limited sense.

Actually, now exemption from physical education is actually granted only for health reasons. In this sense, in order to get exemption from physical education, . It is typical that for this you will have to undergo a medical examination. Not every disease provides grounds for obtaining an exemption from physical education and issuing medical certificates of the appropriate type. Minor illnesses and non-serious health problems, according to the norms, can provide exemption from physical education for a short period. The longest exemption from physical education is possible if you obtain a KEK medical certificate.

The KEC Commission is officially authorized to exempt students from physical education for a whole year (but no more). To do this, of course, you will have to undergo not just a medical examination, but a serious medical examination with the participation of a whole board of specialists in the field of medicine.

Note that in different cases, exemption from physical education may involve different forms of facilitating classes, starting with the abolition of some exercises and ending with the transition to theoretical mastery of the subject. It all depends on the severity of the diagnosis and the current state of health of the student. In general, to divide those involved in physical education, taking into account their health, so-called health groups are formed in all educational institutions. There are three of them in total: the main group, where everyone is healthy, the preparatory group, which includes those who are allowed to exercise with some relaxations, and also a special group that unites those who are allowed to perform only a narrowly limited range of exercises.

Regulatory documents also suggest that those who at this stage are completely prohibited from performing physical exercises of any type, temporarily abandon physical education in its classical presentation. In such situations, a system is provided for assessing knowledge using theoretical tests, essays, oral answers, etc.

Any citizen of the Russian Federation who tries to organize the exclusion of physical education for himself or his children from the list of compulsory subjects, or to organize the cancellation of the inclusion of this subject in a diploma or certificate, violates the law. Forgery of medical certificates granting exemption from physical education, bribery of teachers, etc. - This is a grossly illegal action. It is worth taking this into account, since liability for violations can ultimately be very serious.

Students are a special category of people. They are busy with mental work, while devoting little time to physical activity. It would seem that this is who should be happy to attend physical education classes. But your state of health does not always allow you to perform exercises. In this case, students may benefit from a year's exemption from physical education.

In what cases is a year's exemption from physical education given?

This group includes all diseases that do not allow physical exercise or can lead to various complications. These include diseases:

    respiratory system - chronic or recurrent bronchitis, bronchiectasis, bronchial asthma;

    organs of the gastrointestinal tract - erosive gastritis, gastric ulcer;

    heart and blood vessels - developmental anomalies, arrhythmias, mitral valve prolapse;

Any medical document, including exemption from physical education for a year, is issued based on a doctor’s examination. First of all, you should contact a doctor who will monitor you and carry out rehabilitation measures.

The doctor will appoint a day when the medical commission - KEC - will meet. If you have not seen a doctor for a long time, you will need to take some tests and undergo a minimal examination. The list depends on the diagnosis.

This way you get an exemption from physical education at the university. The certificate must be supported by the signatures of doctors, the seal and stamp of the medical institution.

Where can I get an exemption from physical education?

If you are looking to get a year off from physical education, there are two options.

    By contacting the local clinic. This method has one significant drawback - to obtain liberation, you will have to run around a lot, stand in lines, and “fray” your nerves.

    By contacting private clinics. This way you will receive a certificate-protocol without going through the state clinic.

The KEC MedProfi24 commission will help you get exemption from physical education in the areas of Prospekt Mira (Koltsevaya), Kuntsevskaya (Filevskaya), Kotelniki, Tretyakovskaya (Kaluzhsko-Rizhskaya), Krylatskoye.

It’s sad to realize, but physical education and sports in general educational institutions (schools, technical schools and universities) are often not beneficial. For the most part, physical education lessons are a constant process of passing standards, which not everyone can pass without proper and regular physical training.

Exemption from physical education for students and schoolchildren can be issued for different periods and be represented by various forms of medical documents.

First option- the simplest, and therefore the most frequent case of exemption from physical education, can be presented in the form of a certificate of temporary incapacity for work (certificate of form 095/u) with additional recommendations from the attending physician to grant the student or schoolchild exemption from physical education for a period of up to 1 (one) month. A certificate of form 095/у is issued to students and schoolchildren after an illness, and in order for the treatment to take hold and a recurrence of the disease does not occur, the attending physician makes a note in the certificate 095/u about the need to grant the student an exemption from physical education after an illness for a short period.

Second option– rare, but it does occur. If a student has been ill for more than 14 days, then at the end of treatment, the doctor must provide him, in addition to certificate 095/u (certificate of temporary disability), certificate 027/u (medical extract from the medical history). The standard form 027/u provides a column “therapeutic and work recommendations”, in which the attending physician can write that for final recovery, the patient needs exemption from physical education after illness for a period of 1 (one) to 3 (three) months, and in exceptional cases up to six months.

Third option– the most difficult, but it will be possible to get an exemption from physical education after illness for the entire academic year! A medical decision on exemption from physical education after illness or on transfer of a patient to a special physical education center. group for a period of six months or more, should not be taken only by the attending physician. Such a decision is made by the medical commission (MC) collectively, at a meeting of the MEC. Consequently, exemption from physical education for a long period is issued in the form of a KEK certificate (KEK conclusion).

We will not delve into the intricacies of the work of the clinical expert commission (CEC), but we will say right away that when making a decision to exempt a student from physical education classes at school, college, institute or university for a long period of time, the clinical expert commission (CEC) is guided by the current state the patient’s health and a general list of indications for exemption from physical education.

Here is a short list of diseases (diagnoses) for exemption from physical education. Diseases for which physical education and physical activity are prohibited include:

— Diseases of the cardiovascular system;

— Respiratory diseases;

— Peptic ulcer of the stomach and duodenum, other chronic diseases of the digestive system;

— All acute illnesses with elevated body temperature (exemption from physical education is provided until complete recovery);

— Diseases of the nervous system;

— Injuries that impair movement or create a risk of bleeding;

— Purulent processes (phlegmon, otitis media, etc.);

— Diseases of the urinary system.

Only the main diagnoses that provide exemption from physical education are listed here. Of course, the list of diseases for exemption from physical education can be expanded by the decision of doctors.

Since, when released from physical education for different periods, different forms of medical documents are drawn up, there cannot be a specific sample for filling out a certificate from physical education. Although for any medical document there is a certain set of mandatory data that must be provided. This is your full name. the patient, the name of the medical institution, data about the disease (diagnosis, conclusions of examination by doctors, data from examinations and laboratory tests), a recommendation for exemption from physical education for a certain period (according to the list of diagnoses of the Ministry of Health), date and signatures of doctors, corner stamp and seal of the medical preventive institution.

As you know, according to doctors themselves, there are no absolutely healthy people in principle, there are only poorly examined ones. Therefore, you can obtain a certificate of exemption from physical education on completely legal grounds.

Physical education lessons: benefit or harm? Well, how long can you take these crosses?

There is no doubt that for our distant ancestors, good physical shape was the only way to survive. Movement brought life! Those who could not move quickly could not hunt, could not get food, and therefore could not survive. For those who found prey, tomorrow came, which brought new food and new strength, and therefore life.

Today everything is different. We uncontrollably consume high-calorie foods saturated with chemical additives, taste stabilizers and preservatives. To survive, we don't need to hunt, we don't need to move at all. Increasingly complete automation of production and everyday life, an increase in the number of people engaged in intellectual work, a developed transport system, the desire to do as much as possible and save time on movement. All these are the causes of hypokinesia - a forced decrease in a person’s motor activity. The consequences are an imbalance in the activity of all body systems, disruption of the functioning of internal organs, high morbidity, and the onset of premature aging. Conclusion - regular physical activity and sports are necessary. This will greatly help maintain health, and, as a result, prolong life.

Sports and physical activity stimulate the functioning of all organs and systems of the human body, especially cardiac activity and blood circulation, improve the body's supply of oxygen and accelerate metabolic processes. But there is one very important “but”: the benefits of playing sports will only be provided that physical activity is strictly dosed and the body’s reaction to it is controlled. Classes should be regular, but not exhausting.

Physical education at school, technical school, institute.

In schools, technical schools and universities, physical education is presented as part of the educational process. Schoolchildren and students spend many hours without moving. Over time, the load increases, students, having gone home, continue to do their homework, there is no time to run and jump. It would seem that the need for physical education lessons at school and college is obvious. Moreover, even these hours allotted, as they say, are not enough for health. We need morning exercises, walking, and active leisure. But all this is useful only for absolutely healthy children.

At a press conference dedicated to the preparation of schools for the new academic year, the chief sanitary doctor of Russia, Gennady Onishchenko, presented statistical data on the health of Russian schoolchildren. “Only 34% of children can be considered practically healthy. 16% of schoolchildren suffer from chronic diseases. The remaining 50% of schoolchildren suffer from one or another functional impairment, which risks developing into pathology.”

Physical education at school should solve not only the problems of preserving and strengthening health, but also increase the level of sociability and social activity of children. In combination with other academic disciplines, to educate a full-fledged and holistic personality of a person. But in practice, physical education lessons involve passing endless standards - long, medium and short distance running, long and high jumps, pull-ups, etc. Who the requirements of these standards are intended for is a big question. Even with every desire, passing the standards without proper and regular physical training is not a task that everyone can do.

More and more often, newspapers scare us with terrible headlines of schoolchildren dying during physical education lessons: a tenth-grader died in physical education while running a hundred meters, in Moscow a seventh-grader died during a physical education lesson after a cross-country race, a 12-year-old girl felt unwell while doing running exercises, and there was no way to save her. succeeded, etc. And how many cases, fortunately, did not end in death, did not become public (severe injuries, fractures, fainting, etc.)?

These are far from the only cases of schoolchildren dying from sudden physical exertion.

However, as you can see, the increased mortality rate in physical education does not frighten officials of the Ministry of Education. At the very least, they are not going to change anything radically, and all their directives are advisory in nature. Experts say that the increase in deaths in physical education classes is due to improper organization of the educational process. First of all, because of the physical education assessment system that continues to operate in Russia. As a result, in order not to get a bad grade in physical education, schoolchildren are forced to perform difficult exercises literally with all their strength. Every year it becomes more and more difficult for an ordinary schoolchild to survive a regular physical education lesson. According to doctors, the health and physical condition of the average young Russian is only getting worse, and so far no one is going to adjust the standards to the withering generation. Schoolchildren themselves and their parents practically do not pay attention to physical improvement. Therefore, physical education often becomes a life-or-death test in the literal sense of the word.

Today, physical education lessons are a huge physical and psychological burden. They do not fulfill their main task - to heal, but rather the opposite - they overload and exhaust the body. Sudden physical activity is a huge harm to a person in general, and especially to a child’s body. And the fear of a physically unprepared child to hear ridicule from classmates pushes him to the idea of “getting” an exemption from physical education at any cost.

Indeed, many parents, wanting to protect their children from injuries (both physical and moral) and improper physical activity, come to the same conclusion - it is urgent to buy an exemption from physical education.

Buying any medical certificates, including certificates from physical education, regardless of the presence/absence of relevant diseases, is not a problem. At first glance, everyone wins! Is this really the case? After all, a purchased medical certificate from physical education does not solve the main problem - the problem of teaching methods for this subject. Of course, none of the parents sets themselves such global and seemingly insoluble tasks. Everyone solves this problem in their own way, locally, and most importantly, quickly and efficiently. It’s quite difficult to say today where we will come, and where we will lead our children with such methods of solving problems...

FORMS OF MEDICAL CERTIFICATES:

Physical training or Physical Culture- an important subject at school or university. It is true that sometimes, due to health reasons, physical activity is not recommended for a student, or the child needs to limit it. The capabilities of a person, both an adult and a child, directly depend on his health, so the first thing you need to do is undergo an examination by a doctor. In elementary, middle and high school schools, medical examinations are usually carried out at the beginning of the school year, and scheduled visits to primary doctors (surgeon, ophthalmologist, ENT specialist, psychotherapist, etc.) in the middle of the school year, but these examinations will not help identify accurate results. It is advisable to undergo examination at a clinic or medical facility annually until the child reaches adulthood, since during school years the body of a small person begins to form, develop and undergo hormonal changes.

In order to obtain an exemption from physical activity for a school or university, you must obtain medical certificate(a document that contains information about your health status). It can be obtained at the clinic at your place of residence after examination and detection of any diseases.

Exist 3 groups health:

  • Main group. This includes children without deviations in health and physical development.
  • Preparatory group. This includes children at risk of developing pathology and having chronic diseases. In this group, the child’s physical activity will be limited.
  • Special group. This includes children with chronic diseases or defects. Complete or partial restriction of physical activity.

  • Partial exemption from classes.

The type of certificate depends on the person’s health status.

  • a stamped certificate from the school doctor confirming your unhealthy condition.

Exemption from physical education for 1 - 2 weeks. Such a certificate will be issued by a local pediatrician at the clinic after treatment for influenza, ARVI, etc. After receiving the certificate, you need to go to the school doctor so that the release is recorded.

  • suffered serious illnesses;
  • Have physical abnormalities or disabilities.

Physical education is a useful and mandatory subject. Physical education lessons at school teach you to stay in shape from childhood. The basics of the subject must be mastered in primary school, because this is the basis for good health.

Physical education in primary school is a subject that children love. There is often no other opportunity to run and play, especially in winter. However, there are children for whom physical activity is absolutely not indicated. These children receive a certificate of exemption from physical education.
The reasons for release may be various factors:

  • diseases with complications;
  • various types of injuries;
  • postoperative recovery;
  • diseases of a chronic or congenital nature;
  • rehabilitation period after a protracted illness.

Exemption from physical labor is a certificate of strict accountability, so obtaining it is not at all easy. This will require some time, visiting doctors, collecting tests and, possibly, a special medical commission.

The form of a medical certificate of exemption from physical education differs depending on the period for which it is issued.

There are several types of certificates of exemption from physical education:

  • Certificates issued for a short period of time. Usually for 10 -14 days. A two-week medical certificate is filled out using form 095/у.
  • Certificates issued for an average period. This is a period of up to 3 months. This medical certificate is filled out according to form 027/у.
  • Certificates issued for a long period. Most often, such a certificate gives an exemption from physical education for a year. The illness indicated on the certificate must permit long-term release. Such diseases are classified according to a strict list approved by the Ministry of Health. Therefore, obtaining this type of certificate is not an easy matter.

Any type of certificate has certain data that must be indicated. These include:

  • general information about the patient (last name, first name, patronymic; date of birth; place of actual residence and registration);
  • name of the institution that issues the certificate;
  • accurate diagnosis of the patient;
  • copies of tests and laboratory tests;
  • seal and signature of the attending physician.

Certificate - exemption is approved and certified with a special seal. Afterwards it must be submitted to the school doctor’s office.
The Ministry of Health has approved a list of diseases that require a certificate of exemption from physical education. Such diseases include: meningitis, tuberculosis, ulcers, hepatitis, diabetes mellitus. If a child has had complex fractures or injuries, a damaged spine or a diagnosed concussion, these conditions guarantee a certificate of release. The listed conditions are extremely dangerous because they entail irreversible consequences. Even minimal physical activity is strictly prohibited.
Parents need to know that long-term release is possible only after a clinical expert commission. The resulting conclusion is certified by the signatures of the attending physician, the head of the clinic and the chief physician.
