And only if the requirement is not met, the media will receive a warning. Now Roskomnadzor manually monitors more than 5 thousand media outlets.

As explained in Roskomnadzor, the replacement of some letters of the obscene term with ellipsis does not relieve responsibility. However, such, for example, wording is acceptable: “The word with the letter “b”.

Other swear words are allowed, in the press and on websites - with the age limit "16+", on radio and television - after 21.00. Roskomnadzor explained the details of the linguistic policy to Izvestia.

Izvestia has at its disposal a response from the Institute of the Russian Language of the Russian Academy of Sciences to a request from the supervisory authority.

“Among specialists, the idea prevails that obscene words and expressions include three well-known swear words and a word ... (in the document, the term with the letter “b” is given in full. - “Izvestia”), as well as words formed from these four words , and expressions containing obscene words. Further, linguist experts note that “indecent and rudely colloquial words (such as the word zh ... a (the term is also given in full. - “Izvestia”)) and expressions containing them do not belong to obscene words and expressions.”

In one of the documents of Roskomnadzor, the list of obscene words is explained more precisely. "The obscene designation of the male genital organ, the obscene designation of the female genital organ, the obscene designation of the process of copulation and the obscene designation of a woman of dissolute behavior, as well as all language units formed from these words."

The executive authority cannot classify some words as obscene, establish a list of such words, says Sergey Kopylov, head of the legal department of the Coordinating Center for the national Internet domain. It's just about recommendations. The issue of holding the media accountable should be decided on a case-by-case basis. At the same time, Roskomnadzor can refer to the conclusion of the Institute of the Russian Language of the Russian Academy of Sciences. The defendant will be able to challenge this conclusion and offer his list of "bad words".

Vitaly Chelyshev, a member of the "grand jury" of the Union of Journalists of Russia and a member of the editorial board of the journal "Journalist", recalls that the news agency "Rosbalt" received two warnings and lost its license for links to YouTube videos with strong expressions placed on the site.

There are people who speak this language. Roskomnazor has received a tool that can deal with anyone. As a result, people will go to read Western media, - the expert believes. - I am against swearing in the media, but in the folk language it sounds regularly. This is a folk style that has become a language fashion.

As Izvestia wrote, in two years (from July 30, 2011 to July 30, 2013) Russian media and information projects, in which user-generated content is published along with editorial content, used swear words 1,133 times, an average of three swear words per day.

Roskomnadzor has compiled a list of 4 obscene words and their derivatives, for the use of which the media can, after several warnings from the supervisory authority. The rules apply not only to content created directly by the editors of the media, but also apply to comments and blogs of users.

According to the text from the Rospotrebnadzor document, it is forbidden to use: "The obscene designation of the male genital organ, the obscene designation of the female genital organ, the obscene designation of the process of copulation and the obscene designation of a woman of dissolute behavior, as well as all language units formed from these words," Izvestia quotes. The restriction does not apply to other obscene words. However, it is permissible to speak in hints: "a word with the letter "b"," for example, Roskomnadzor allowed.

The law has nothing to do with the culture of speech

Sergey Kopylov, head of the legal department of the Coordinating Center for the national Internet domain, believes that the executive authority has no right to attribute some words to swear words, and even more so, to compile a list of such words. Recommendations are possible, but the issue of involvement with should be decided on a case-by-case basis. Roskomnadzor may refer to the conclusion of the Institute of the Russian Language of the Russian Academy of Sciences, the defendant has the right to challenge this conclusion and provide its own versions of "bad words".

“There are people who speak this language. Roskomnazor has received a tool that can deal with anyone. As a result, people will go to read Western media,” said Vitaly Chelyshev, member of the Grand Jury of the Union of Journalists of Russia and member of the editorial board of the Journalist magazine. I am against the use of swear words in the media, but in the folk language it sounds regularly. This is a folk style that has become a language fashion." The expert cites the Rosbalt news agency as an example, which is responsible for the links to YouTube videos with obscene language posted on the site.

"Russia has such a long history of bans that the appearance of another one is unlikely to lead to anything worthwhile," Gasan Huseynov, doctor of philology, says in an interview with "lookatme". “It is enough to look at how it works in other countries to understand the whole pointlessness of the idea in the proposed form. In the mid-1990s, there was a big campaign in the USA to remove the so-called “seven dirty words” from Internet communication (American swearing is somewhat richer than Russian) "The discussion turned out to be useful for society. Partly in the wake of American "political correctness", many publications around the world went - due to the convenience of voluntary civilized behavior. There is a movement in Russia. But not from the State Duma. Due to the peculiarities of the "election" two years back, The State Duma now has neither moral authority nor competence (even when it hires good experts), and against police repression, the language community always comes up with something very effective. And blasphemy is always the answer to empty holiness.

And even without this order or law, serious media do not allow themselves to use obscenities as their own means of communication. But to quote some particularly cynical and burrowing politician is just terribly useful. So this law itself, or rather, the administrative decision to ban four words and their derivatives in public discourse, is a useless thing. More precisely, it is useful only to those who would like to have grounds for repression for any reason. This law certainly has nothing to do with the culture of speech," the expert believes.

It's only the beginning?

IN in social networks ironic comments immediately appeared in response to this initiative. Tatyana Tolstaya wrote: "Ah! What shame! The word with the letter "b"! To be lost in conjecture! .. Reminds me of an old joke from the Brezhnev era: "It starts with "b", ends with "b", it needs men. " Solution: Baikal-Amur Mainline. “I’m waiting for the whole of Russia to be finally banned next year,” Egor Mostovshchikov tweeted. Mikhail Lipskerov notes on his Facebook page that it is not far from a ban on four words to a ban on anything, because, in general, any word or sign can turn out to be a "semantic reference" to something either forbidden or extremely sacred . "On the one hand, it is possible that the level of wit will now increase significantly: lovers of strong words will have to somehow mask their self-expression. On the other hand, it is not clear whether, for example, the vague wording "**poison*" or even more toothless "**me**" - go and prove that in the latter case I meant "the word with the letter B", and not, for example, the concept of "dirt". But, one way or another, you still have to restrain yourself : "The sack crept up unnoticed", "What a woman of easy virtue!", "Yes, you went to where it is now forbidden to send by Roskomnadzor!", "Pumped all the polymers," ironically tsarev_alexey in his blog.

"It is curious that the list of forbidden words was compiled at the Institute of the Russian Language of the Russian Academy of Sciences. This is the first clear result of the reform of the Russian Academy of Sciences. Will there be more roofing felts? Gentlemen, academicians of Russian literature, probably know that in the rural outback the words forbidden by them are not perceived as curses. Peasants simply call things in their own names," notes Valery Rodikov on the Internet portal "forum-msk".
Meanwhile, on the pages of which obscene expressions somehow slip through, they have already found a way to circumvent the law. "Snob" simply refused the media registration certificate, "Afisha" began to encrypt obscene words.

On Monday, April 23, Roskomnadzor fined the online newspaper Znak for publishing a video containing a swear word. Later, the RKN sent a protocol listing five swear words that should not be written or spoken in the media. Thus, the department has clearly indicated what refers to the obscenities for which it can ban the media. Medialeaks has compiled them into one list.

One of the latest victims of Roskomnadzor's struggle for the purity of the Russian language was the online newspaper Znak. On Monday, April 23, the publication received a notification from the supervisory authority. The RKN accused the newspaper of publishing a video containing obscenities and imposed an administrative fine. Znak deputy editor Dmitry Kolezev told about this on the official page of the publication in Telegram.

A few days later, on April 27, the RKN supplemented the notification with an official protocol, in which he told what words journalists were not allowed to write (and speak). The document in colors listed everything that the media should know about the mats, so it is better for moralfags to refrain from viewing it. For the same reason, we cannot publish it, but it is our duty to warn you about taboo words.

The task is complicated by the fact that for the partial censorship of these words with the help of asterisks, lines or any other signs, the publication will also be fined, and there is not far off and a ban. This was announced on the newspaper's Telegram channel by the same Kolezev.

The RKN refers to the opinion of the doctor of philological sciences I. A. Sternin, who considers five words of the Russian language, as well as their derivatives, to be obscene. Medialeaks tried to list these words without abusing the freedom of the media.

The first of these obscene expressions was the most common colloquial version of the word for the male sexual organ. This expression can be found in such a product of folk art as a saying mentioning the writer Leo Tolstoy, indicating to a person an excessive exaggeration own capabilities: "In words you are Leo Tolstoy, but in deeds ...". Of course, we present an unfinished version of the expression.

In second place is a similar five-letter name of the female genital organ. In the RKN swearing list, it is used in two versions - the most colloquial and well-known (and in some circles serves as an answer to the question “Yes?”), As well as another one, which in its sound and spelling is very similar to the word “mandate”, however does not contain deaf consonants and at the same time rhymes perfectly with the first (more familiar and traditional version).

The next obscene word refers to what dads and moms do behind closed doors. The most colloquial version of this action, which you are unlikely to use with your parents, is the very mat.

The last swear word, marked by the RKN, is often used by Russian-speaking people as an interjection in moments of deep mental distress. In addition, according to the version proposed by Roskomnadzor in the protocol, it means "a woman of dissolute behavior." This swear word also causes controversy among young spelling fans who cannot decide whether it ends with "y" or "t".

Media that do not censor these five words, as well as all variants derived from them, will receive notifications from Roskomnadzor. At the same time, the list of forbidden words includes swear words that are formed incorrectly or with errors. A word is considered obscene if it contains the root of a forbidden word.

They also tried to understand the Russian mate in the States. Buzzfeed journalists diligently translated and described for their compatriots. But it turned out that they are not so easy to understand. As a result, Russian readers explained to journalists why one should not confuse female organs with male ones in a mat.

And in Canada, chocolate makers directly named their products with the word SHYTE, which in Old English means exactly what you definitely won’t eat. But, as it turned out, .
