Road construction in the Russian capital does not stop for a day. And, despite the fact that sometimes it seems that all the reserves for improving the transport situation are already close to exhaustion, the city authorities, designers and builders manage to find new solutions to make life easier for motorists and passengers public transport. The commissioning of the system of chord roads and rocades will additionally relieve the load on the center and the main ring roads of the city.

Initially, Moscow turned out to be a hostage to the radial-ring transport system. And at a time when motorization was relatively slow, this state of affairs suited everyone. However, the capital was not ready for a sharp increase in the city's population and the number of cars at the turn of the 20th and 21st centuries. Analysts of the Monarch and B construction company, which is part of the Monarch Group of Companies, came to this conclusion.

The actions taken then by the city authorities did not keep pace with the pace of its development - new and reconstructed streets instantly turned into places of traffic congestion.


It became clear that building more and more new rings is a solution that does not give a serious effect and improves the traffic situation only for a short period of time. But it was obviously impossible to abandon the existing radial-annular system. Under these conditions, the city authorities, together with the best engineering and design minds, had to figure out how to make sure that the city does not get stuck in giant traffic jams in the near future.


The main idea was the redistribution of flows. In order to get from one sleeping area to another, located at the opposite end of the city, there were two travel options: through the Moscow Ring Road and through the center. Alternative routes were either inconvenient or too time consuming. New routes were needed. This is how the project for the construction of a system of chords and rocades appeared.


NORTH EASTERN CHORD

This highway will pass The North-Eastern chord 35 kilometers long will run from the new M11 Moscow-St. The chord will connect the Moscow Ring Road, Entuziastov Highway, Izmailovskoye, Shchelkovskoye, Otkrytoye, Yaroslavskoye, Altufevskoye and Dmitrovskoye Highways. It will reduce the traffic load on the center, the Third Transport Ring, the Moscow Ring Road and outbound highways.


The other day, Moscow Mayor Sergei Sobyanin opened traffic on overpasses at the junction of the North-Eastern Expressway with Entuziastov Highway and Budyonny Avenue. In August, an overpass was opened at the intersection of the new highway and Shchelkovskoye Highway. The main work on the construction of the North-Eastern Expressway is planned to be completed in 2019, said the head of the city's construction complex Marat Khusnullin.


In addition to the section from Entuziastov Highway to Izmailovsky Highway, two more have already been built - from Businovskaya Interchange to Festivalnaya Street and from Izmailovsky Highway to Schelkovskoye Highway. Currently, work is underway on sections from the Entuziastov Highway to the Moscow Ring Road and from Festivalnaya Street to Dmitrovskoye Highway.


NORTHWESTERN CHORD

The task of this city highway is to provide a diagonal connection between the northeastern and southwestern districts of the capital, bypassing the city center, to relieve the Third Transport Ring, the Moscow Ring Road, the Garden Ring, Leningradskoye, Volokolamskoye highways and other highways. The new highway will run from Skolkovo to Yaroslavl highway.


The reconstructed Bolshaya Akademicheskaya Street, together with the Alabyano-Baltic Tunnel, formed the main part of the highway, which, in the area of ​​​​Dmitrovskoye Highway, joined the North-Eastern Expressway and through the Businovskaya interchange got access to new track in the direction of Sheremetyevo airport.


Thanks to the Mikhalkovsky tunnel, it became possible to remove traffic light objects. Traffic has already been launched on the overpass at the intersection of Skolkovskoye highway with Vyazemskaya and Vitebskaya streets, along the turning overpass with Ryabinovaya and the bridge over the Setun River.


It is planned to complete all construction work on the North-Western Chord and launch the entire highway in 2018.

SOUTHERN ROKADA

The road will connect the Moscow Ring Road through Rublevskoye Highway, Balaklavsky Prospekt, Varshavskoye Highway, Kantemirovskaya Street, Kashirskoye Highway and Borisovskie Prudy Street. Rokada will become a backup for the Moscow Ring Road and the southern section of the Third Ring Road. Its task is to redistribute traffic flows and unload the Kashirskoye and Varshavskoye highways, as well as Proletarsky Prospekt. The new highway will include existing roads, which will be reconstructed and expanded.


According to the plans of the city authorities, the Southern Rokada will pass from Balaklavsky Prospekt through a tunnel under Varshavskoye Highway, then cross the railway tracks through the overpass, cross the Chertanovka River and connect with Kantemirovskaya Street near Proletarsky Prospekt. Further through the tunnel, drivers will be able to get to Borisovskie Prudy Street in the direction of Maryino. Next, the road will go along Verkhniye Polya Street, from where the transport will head towards the Moscow Ring Road through Kapotnya.


To date, the section from Rublevsky Highway to Balaklavsky Prospekt has already been put into operation. Overpasses and pedestrian crossings were built here. The plans of the city authorities include the construction of a junction at the intersection of Varshavskoye Highway and Balaklavsky Prospekt. A tunnel, overpass, U-turn ramps and side driveways will appear in this place. In addition, an overpass will be built under the paths of the Paveletsky direction, a bridge across the Chertanovka River and an underground pedestrian crossing. And the section from the intersection with Proletarsky Prospekt to the Moscow Ring Road will be formed at the expense of existing streets.


Total length of chord roads will be about 243 kilometers. Over a hundred transport structures will be erected on them - tunnels, flyovers, bridges and overpasses. The launch of traffic on new high-speed routes will make it possible to actually create a new ring, but with exits to the Moscow Ring Road, which will unload the last and the Third Ring Road. The plans are to connect the North-Western and North-Eastern chords in the area of ​​Festivalnaya Street with access to the road to the Businovskaya interchange and further to the Moscow-St. Petersburg toll highway. The Southern Rocade will intersect with the North-Western Chord in the Krylatskoye area.

At present, work is underway in the capital on the construction of three new highways: the North-Western and North-Eastern chords, as well as the Southern Rokada ..

Northeast Chord

Length Northeast chord will be about 29 kilometers. It should, bypassing the center of the capital, urban areas in the north and southeast of Moscow, which are considered the most densely populated.

The chord will pass through the major highways in the north-east of the capital - Dmitrovskoye, Altufevskoye, Otkrytoe, and Izmailovskoye highways, allowing them to significantly relieve them. The chord is laid from the toll road Moscow - St. Petersburg from the western side of Oktyabrskaya railway, along the Small Ring of Moscow Railways to a new interchange on the Moscow Ring Road at the intersection with the Veshnyaki-Lyubertsy highway.

There will be a railway overpass on the section of the North-Eastern chord from Festivalnaya Street to Dmitrovskoye Highway. It is necessary for placing on it branch No. 2 of the Moscow railway junction, which connects the Khovrino and Likhobory stations.

It is also planned to build 4 car overpasses, two overpasses over the railway tracks and additional ramps to them on this section. This will allow residents of nearby areas to significantly save time on the road to Dmitrovskoye Highway. Currently, in order to get on the highway, you have to make a detour. The opening of this section will allow access to the highway directly in the vicinity of the Petrovsko-Razumovskaya metro station.

The northeastern chord is divided into sections:

  • From Businovskaya Interchange to Festivalnaya Street (commissioned in 2014);

  • From Festivalnaya Street to Dmitrovskoye Highway (under construction);

  • From Dmitrovskoye Highway to Yaroslavskoye Highway (projected);

  • From Yaroslavskoe to Otkrytoye shosse (routing not defined);

  • From Otkrytoye to Schelkovskoye Highway (projected);

  • From Shchelkovskoye Highway to Izmailovskoye Highway (everything has been built except for the tunnel over Shchelkovskoye Highway);

  • From Izmailovsky highway to Enthusiasts highway (under construction);

  • From the Enthusiasts highway to the interchange at the 8th kilometer of the Moscow Ring Road Veshnyaki - Lyubertsy (projected).

Next year, a section of the "Northern Rokada" from the Entuziastov highway to the Moscow Ring Road. More than 12 kilometers of roads will be built here, including six overpasses with a total length of more than 3.7 kilometers. In addition, this section provides for the construction of an underground pedestrian crossing and the reconstruction of two existing ones.

Also, by the end of next year, a section of the chord from Schelkovskoye to Otkrytoye Highway. Here, work is underway to build new exits, as well as an entrance to the industrial zone.

An overpass will be built on this section for movement towards the Shchelkovskoye Highway, an overpass for the exit to the Open Highway, an exit from the North-Eastern Chord to the Open Highway and a section of the exit from the Schelkovskoye Highway to the Severnaya Rokada.

But the construction of two sections of the chord - Izmailovskoe highway - Schelkovskoe highway and Izmailovskoe highway - Entuziastov highway - is planned this year. Moreover, work on the Enthusiasts Highway has already reached the finish line.

This section of the North-Eastern Expressway will run along the MCC tracks and cross the Entuziastov Highway near the metro station of the same name. Construction work is underway on the main course of the Northern Rokada, Entuziastov Highway, Budyonny Avenue, Perovskaya Street, Anosova Street, Elektrodny Proyezd and other adjacent sections of the road network. 5 pedestrian crossings and more than 7 kilometers of tram lines will be equipped here.

At present, construction has been completed and 5 overpasses, 3 pedestrian crossings, as well as the Lefortovo MCC station have been completed and put into operation. Work on this site is 85 percent complete.

The construction of temporary storage warehouses is planned to be completed in two years.

The construction of the North-Eastern Expressway is designed to provide a diagonal connection between the north, east and south-east of the capital, reducing the traffic load on the city center, the Third Ring Road, the Moscow Ring Road and outbound highways.

The North-Eastern Chord will provide transport services for the reorganized industrial zones in the East and South-Eastern Administrative Districts, will allow organizing traffic without traffic lights due to the construction of a road section from the Moscow Ring Road to Otkrytoe Highway, which will reduce the average travel time by more than 15 percent and unload the ring road by 20-25 percent, reduce air pollution in residential areas of Bogorodsky, Sokolniki, Basmanny by about 10 percent, and will also make the acoustic regime in these areas more comfortable.

Northwest Chord

The chord will stretch from Skolkovo to Yaroslavskoe Highway and unload the central part of the city, providing a diagonal connection between the northeastern and southwestern regions of Moscow. This will help unload the Third Transport Ring, the Moscow Ring Road, the Garden Ring, the Leningrad and Volokolamsk highways, as well as other highways.

The length of the chord will be about 29 kilometers. Traffic on it is planned to be made without traffic lights.

The following facilities will be built along the North-Western Chord:

  • Alabyano-Baltic tunnel (built);

  • Mikhalkovsky tunnel (allowed to remove the traffic light at the intersection of Bolshaya Akademicheskaya and Mikhalkovskaya streets);

  • Left-turn tunnel on the highway Moscow - St. Petersburg;

  • Tunnel Yartsevskaya/Molodogvardeiskaya (along Molodogvardeiskaya);

  • Tunnel Yartsevskaya/Elninskaya (along Elninskaya);

  • Left-turn tunnel on Rublevskoe highway;

  • U-turn tunnel along Rublevsky highway (south side of the chord);

  • An overpass in front of Rublevsky Highway, which will connect Krylatskiye Holmy Street and 3rd Krylatskaya Street;

  • Bridge-understudy of Krylatsky;

  • Bridge across the canal near Karamyshevsky;

  • Overpass across Dmitrovskoe highway;

  • Trestle interchange near Gostinichnaya street;

  • Overpass across the Small Ring of the Moscow Railway near the metro station "Vladykino";

  • Overpass interchange near the metro station "Botanichesky Sad";

  • Left turn overpass on the Yaroslavl highway;

  • 35 overground and underground pedestrian crossings;

  • Tunnel at the intersection of Berzarin and People's Militia streets.

Construction work has become one of the most difficult in the North-Western Chord. It passes under Leningradsky Prospekt, two transport tunnels (Volokolamsky and Leningradsky), Zamoskvoretskaya metro line, Podmoskovnaya station of the Moscow railway, and also connects Alabyan and Bolshaya Akademicheskaya streets.

The northwestern chord will increase the Aminyevskoye Highway by 25–30 percent. A part of Vitebskaya Street and Bolshaya Akademicheskaya Street have already been built. Five more complex objects are in the works, including the connection of Mosfilmovskaya street with Aminevsky highway, Generala Dorohova street.

In addition, it is planned to build 30 new and reconstruct 15 existing ones on the North-Western Chord. In total, 12 overhead and 18 underground crossings will appear on the new highway, which will make it possible to organize traffic without traffic lights on a significant part of the chord.

The section from Rublevsky Highway to Balaklavsky Prospekt has already been put into operation: two overpasses on Rublevsky Highway and pedestrian crossings have been built there.

Among the plans is the construction of a multi-level interchange at the intersection of Warsaw highway with (three lanes in each direction). A tunnel under the Varshavskoye Highway, an overpass towards the Varshavskoye Highway, two U-turn ramps and side passages for passing turning public transport flows, an overpass under the Paveletsky direction of the Moscow Railways, as well as a bridge over the Chertanovka River and an underground pedestrian crossing will be built on this section.

At the same time, the construction of a railway overpass on the Paveletsky direction of the Moscow Railways will begin this year. According to the project, the first and second tracks will pass through one overpass, the third operating track and the fourth promising one will pass through the second.

And here is the 790-meter flyover at the intersection of Varshavskoye Highway with Balaklavsky Prospekt in 2018. As part of the project, two pedestrian crossings are being built across Kantemirovskaya Street: one above ground - at the intersection with 1st Kotlyakovsky Lane, and the second underground - near house No. 58. Double-glazed windows with soundproof valves are installed in nearby houses. In total, builders will replace more than 1.8 thousand window blocks.

The new North-Eastern chord will run from the side of the Oktyabrskaya railway (western) and will provide an entrance to the capital of the Moscow-St. Petersburg toll highway. The plan for the construction of new ones was approved in 2012. At the same time, the projects of both chords - both western and eastern - were agreed. At the same time, among other activities, the reconstruction of the intersection of Leningradsky Prospekt and Ul. Trade union with MKAD.

Highway location

Along the periphery, the North-Eastern chord should connect the northern and south-eastern parts of the capital, that is, the most densely populated areas.

In the east, in one part, it will go along the Moscow Ring Road. This road will connect such major highways as Schelkovskoye, Altufevskoye, Izmailovskoye and Otkrytoye. From the Businovskaya interchange, motorists will leave in two directions - to the northwest and northeast. At the same time, the Moscow Ring Road in the south will have to be expanded if the authorities decide to extend both chords to it. It is also possible that these highways will be connected by the Southern Rokada. This was announced back in 2012 by the deputy mayor for urban planning

The north-eastern chord, firstly, will connect the capital with the western bypass of Odintsovo, and secondly, it will descend in the east to the Veshnyaki-Lyubertsy interchange. After that, it is planned to build a highway along which it will be possible to drive to Noginsk.

The project of the section of the chord from the sh. Enthusiasts to MKAD

A feature of the project of the North-East Chord is that it is being developed in parts.

In 2012, projects for sections were approved - from the Businovskaya interchange to the street. Festivalnaya and the overpass at the intersection of the street. Taldomskaya from the Oktyabrskaya railway. In 2013, the following competitions were announced:

  1. On the site from sh. Enthusiasts to the ring road.
  2. On the site from sh. Izmailovsky to sh. Shchelkovsky.

In the first case, the following activities were planned:

  1. Construction of an interchange at the intersection of the chord with the street. Kuskovskaya.
  2. The construction of a flyover at the intersection with the street. Youth.
  3. Construction of a pedestrian crossing in the place where the North-Eastern Expressway will approach the Moscow Ring Road.
  4. Reconstruction of the railway tracks of the Kazan and Gorky directions.
  5. The connection of the chord with the Veshnyaki-Lyubertsy interchange in the area of ​​​​the station "Highway of Enthusiasts" on the 8th kilometer of the Moscow Ring Road.

The plan also provided for the construction of pedestrian crossings in the following areas:

  1. Between Vostrukhina and Krasny Kazanets streets.
  2. Between the first Kazan glade and the alley of the First Mayevka.
  3. At the platform and exits (south and north) of the Vykhino metro station.
  4. Between Kuskovskaya glade and Maevok street.
  5. Between Karacharovsky highway and Kuskovskaya.

The length of this section was more than 8.5 km.

Project Schelkovskoye - Izmailovskoye Highway

The project included such activities as the construction of congresses:

  1. On Schelkovskoe highway towards the center.
  2. Through Tkatskaya Street to Okruzhnaya Proezd.
  3. On Okruzhnoy proezd in the direction of sh. Enthusiasts.
  4. From Shchelkovo highway towards Otkrytoye highway along the chord.

As already mentioned, it is possible that the two new highways North-East and North-West will be connected by the South Rokada. The latter will begin at the exit to New Riga, and then to the Aminevskoe highway. However, other projects are in development. In the event that the chords are stretched to the Moscow Ring Road, instead of the CTK, a triangle will turn out. The decision in this case will depend on which project will be cheaper. The disadvantage of transverse highways is that in Lately is clearly manifested in such a large metropolis as Moscow. For this very reason, the North-Eastern chord will be stretched through the entire city.

Travel on two overpasses of the exit, as well as on the railway overpass through the sh. Enthusiasts opened back in 2012. Among other things, a section of the main road was built, almost 2 km long. In total, the project covers about 25 km of roadway. The section of the CCT between sh. Enthusiastov and Izmailovsky should be put into operation in 2015.

Approximate cost of the project

It is assumed that the construction of the North-Eastern Expressway will cost the Moscow authorities 70 billion rubles. Khusnullin said back in August last year that the costs could amount to no more than 30-35 billion rubles.

The authorities had to find the optimal balance between the cost and capacity of the future highway. In the event that it is built a large number of various kinds of artificial objects, the track will become faster, but also more expensive.

Competition: section from Shchelkovsky highway to Otkrytoye

At the beginning of this year, two overpasses were opened on the interval from the Entuziastov highway to Izmailovsky. The tender for the construction of the next section was announced in December 2013. Its results were summed up in early March of this year. It is planned to build at least three or four lane highways in one direction only. The road will run along the MK MZhD from Schelkovo highway to the street. Losinoostrovskaya. The length of the section will be 3.2 km. This is approximately 10% of the total. According to the project, the following activities will also be carried out on this site:

  • construction of a transport interchange in the area of ​​​​the intersection of the chord with the Open Highway;
  • construction of two ramps to Otkrytoye Highway from the outside of the highway;
  • arrangement of passage under the Mytishchi overpass with the possibility of a U-turn.

In order for motorists to have the opportunity to exit the Shchelkovo highway onto the chord towards the center, an overpass will be built. There are plans to build another one in the future. A right-turn exit will also be organized to Losinoostrovskaya Street.

After the construction is completed, the North-Eastern Chord, the scheme of which is presented a little higher, will connect many important areas of the city. In 2014, 90 billion rubles were allocated for road construction in the capital. At the same time, it is planned to put into operation 76.6 km of newly built and reconstructed roads.

However, this local chord is so little known that it doesn't even have a common name! Previously, it was called the "northern understudy of the Moscow Ring Road." An unfortunate choice: the corridor will connect the local streets, which will remain traffic lights, what kind of understudy is the Moscow Ring Road? In the Targeted Investment Program of Moscow for 2013-2015. this road is called "the highway from the street. Festivalnaya to Altufevskoe Highway. But this is not true either: the corridor does not end with Altufevskoye Highway, but goes to Bibirevskaya, Shirokaya and Malygina streets, with the prospect of extending to Malyginsky passage. In general, for clarity, I propose to call it highway from Festivalnaya street to Malyginsky proezd.

This corridor will be created by 3 overpasses with interchanges - through the Oktyabrskoye, Savelovskoye and Yaroslavskoye directions of the railway. The diagram below shows the current state of affairs.

The first of them, between Festivalnaya and Taldomskaya, is already under construction.

I wonder what it's building within the Northeast chord(more precisely, by the title of the Northern Rocade, as it used to be called). Some opponents of chords do not like to remember this: this fact does not fit into the ideologeme "the chord breaks the local connection." As you can see, in this case, the traffic-free North-Eastern chord not only does not break the local connectivity, but even increases it! In the AIP of Moscow for 2013-2015 this interchange is called "Section of the motorway Moscow - St. Petersburg (Northern Rokada), transport interchange at the intersection with Festivalnaya Street." 4100 million rubles were allocated for its construction. The second overpass will be built under a separate title "Magistral from the street. Festivalnaya to Altufevskoe highway with an overpass with the Savelovsky direction of the Moscow Railways. 200 million are allocated for design in the Targeted Investment Program, the design time is 2014-2016. 2685 million were allocated for the construction, the terms are 2015-2016. There are no plans yet.

There is no third overpass (through the Yaroslavl direction of the railway) in the AIP yet. But the overpass across Malyginskiy proezd, which is now being completed as part of the reconstruction of the Yaroslavl Highway, creates all the prerequisites for the inclusion of this overpass in the AIP in the coming years. This would put an end to the isolation of the Yaroslavl region from the rest of the North-Eastern district and unload the Yaroslavl highway from those who need not to the center, but to the North-Eastern Administrative District or the Northern Administrative District.

What other new links will appear in SVAO?

What's next?
The extension of the local chord Festivalnaya - Malyginsky to the west, to the North-Western District, which is actually isolated from the rest of Moscow, suggests itself. Traditionally, Moscow is considered to be a city, as you know, of a radial-circular layout. It looks nice and pleasant on the map, but it has its long-known disadvantages.

The idea of ​​building chords in the city appeared in the last century. In the thirties, Anatoly Yakshin, who at that time was a well-known planner, began to talk about them. A few decades later, his students returned to this idea again.

Despite the fact that in the last century there were not as many cars on the roads as they are now, it was clear that over the years the flow of cars would increase. The concept of building chords was laid down in 1971. In addition to the Moscow Ring Road and the Garden Ring, two new rings were included in the project, and the construction of four high-speed routes was envisaged.

But at that time the project did not receive the necessary funding. Part was built in the nineties. Over time, as far as possible, sections where the construction of chords was supposed to be built up were built up, and the money was not used to build the third and fourth rings. It turned out to return to the old plans only seven years ago.

I had to almost completely change the concept of the new metropolitan rings. As a result, the city government decided to abandon the construction of the fourth ring, which was previously part of the master plan. All because of the high cost, since the cost of construction, according to preliminary estimates, amounted to about a trillion rubles. Instead, they decided to build new chord highways.

The importance of building a new transport corridor is very high. It is he who connects Asia and Europe. This is the road from St. Petersburg to Finland. The last sections of the chord line will be completed in the coming years.

Note that the chord highways are considered part of a large-scale urban road construction program. Over the next five years, four hundred and eighty-five kilometers of roads, about a hundred bridges, overpasses and tunnels are going to be built in the capital.

Currently, Moscow is considered the only city in the world where the pace of road construction far exceeds the construction of residential buildings. Over the past eight years, eight hundred and fifteen kilometers of roads have been built in the city. At the cost per kilometer and the speed of construction, metropolitan roads can compete with European ones.
