Dissernet noted that such large-scale borrowings are rare. “Actually, there is still a rather rare case here. In Dissernet’s internal jargon, this is called a “carbuncle”: this is when the dissertation is blown away entirely, from the first to the last letter, from one source. In essence, this means that a person simply took someone else’s work glued to her title page with his own name and passed it as if it was his own,” Sergey Parkhomenko, one of the founders of the anti-plagiarism community, explained on his Facebook page.

On February 2, 2016, Manokhin was appointed Acting Rector of MSLU (the former Moscow State Pedagogical Institute foreign languages named after Maurice Thorez) head of the Ministry of Education and Science Dmitry Livanov. The ex-rector of the university, Irina Khaleeva, was dismissed from her post due to her age. In 2008-2015, Manokhin was vice-rector for educational and methodological work at MSLU. Silence Month

On March 21, students became aware of the results of the MSLU state certification, which took place on January 11-15, 2016. Several areas of the university did not receive the state "blessing": theology, economics and management, service and tourism, and postgraduate studies in law. Two months before graduation, about two hundred students learned that they would not receive MSLU diplomas. A stormy meeting was held with the participation of acting. Rector Igor Manokhin and the university administration with students and their parents. Despite the fact that the rector forbade the use of a voice recorder at the meeting, the students "recorded" the meeting and posted the recording on the Web. It shows how, for an hour and a half, students tried to get an answer from the acting rector to a simple question: will the university support them in obtaining diplomas from other educational institutions? Students want to get a university degree equal to MSLU in terms of level. Speech, from the point of view of graduates, can be about MGIMO, Russian University of Economics. Plekhanov and Moscow State University, but so far no one has offered them such a choice.

The case of MSLU is certainly not the first when a university does not receive accreditation. But to two months before graduation! This, in my opinion, has never happened before. As a result, there were pickets of students and their parents near MSLU and the Ministry of Education.

The main question that is now of interest to everyone is: why, if it was decided to remove the "non-core" areas, could not this be done in the summer, at the end of the academic year, and let those who entered these areas finish their studies?

Another mystery is why the university learned about this only on March 21, if the certification itself took place on January 11-15, and the order on non-accreditation was issued by Rosobrnadzor on February 26? Why were the "responsible persons" silent for a whole month?

Now the administration of the university tells us that there are two options for the development of events. The first is that we stay at the university, but we get a non-state diploma. This means that we will not be able to enter most of the master's programs of other institutions, the path to public service, and some employers may even find fault with the document itself. The second way is to transfer to other universities while maintaining the form of education, payment, course. — This whole story with accreditation unfolds against the backdrop of changes taking place at the university. On February 5, 2016, in accordance with the amendments made to the university charter in the fall, according to which the rector is now not elected, but appointed, an order was issued to appoint Igor Manokhin as acting rector; the day before, on February 4, on the day of her 70th birthday, Irina Khaleeva, rector of Moscow State Linguistic University since 1986, was notified that she was fired, the teachers say.

The new rector does not meet the job qualification requirements: the head of the university must have academic title associate professor, at least Igor Manokhin is not one. Who is guilty?

In comments and meetings with students, Igor Manokhin blames the previous leadership for what happened. We met with Irina Khaleeva, former rector of MSLU, and asked her to comment on these claims.

— During the period of preparation for accreditation, Manokhin served as Vice-Rector for academic work, but shortly before the certification he received an extraordinary vacation and urgently quit after his graduation, without starting work. Meanwhile, preparation for accreditation was his official duty, - says Irina Khaleeva. - Manokhin calls the reason for non-accreditation a sudden change curricula. But there were no such changes.

When we changed the name from an institute to a university, we conceived it as an international institution that develops programs related to intercultural communication, and all our specialists graduated with two foreign languages. The competition for these specialties reached 40 people per place. Economics students listened to lectures by world-class foreign economists. I believe that students and their parents should sue, not against the university, but against the organization that conducted the examination. The non-accreditation order is illegal, because the administration of the university was not notified of what shortcomings the examination revealed.

After the appointment of Manokhin acting. the rector, a group of his new deputies from law enforcement agencies came to the university. One was in charge of the police school, the other was the former general director of MegaFon, the third was a lieutenant colonel who had not yet retired from the Armed Forces.
