Ecosystem of innovations. The Innovation Ecosystem in Sochi is being transformed to meet the objectives of the National Technology Initiative. Track "Projects and Technologies"

More than 300 guests, including ITMO University representatives, attended the Innovation Ecosystem forum, which took place on December 5 and 6 in Sochi. The Forum was attended by representatives of federal and regional authorities, innovation clusters, business incubators, technology parks, universities, and venture funds.

ITMO University's "Desant" traditionally visits the Ecosystem of Innovation forum in an expanded format. Participation in the expert discussions of the Forum allows you to demonstrate how the university is effectively transforming into University 3.0 at all levels, creating an infrastructure for entrepreneurship, project-based learning and training that are in demand in modern conditions and prepared for the challenges of the future.

This time, the forum discussed the formation of an innovative infrastructure in the regions as an ecosystem for the emergence and development of new markets within the framework of the National Technology Initiative (NTI). According to the participants of the event, such markets will become growth drivers for the Russian economy in the next 15-20 years.

The main objective of the Innovation Ecosystem Forum is to highlight the key topics from which the development of the country's innovation ecosystem is based. Within the framework of the forum, the results of the work done are announced and certain vectors of activity for the next year are set. It is also important that the forum attracts all representatives of the country's innovation infrastructure.

Following the results of the plenary session of the forum, Director of the Department of Innovative Development of the Ministry of Economic Development of Russia Artem Shadrin outlined the main priorities for the development of innovations in universities for the near future. It is necessary to build a system of business accelerators and innovation ecosystems, transform corporations towards greater openness and development of Open Innovation mechanisms. Universities should also become drivers and centers of competence within the framework of the National Technology Initiative and bring their startups to the international level.

"The university is open structure, actively interacting with the external environment, affecting the surrounding territory and region. In no case should it be isolated from society and exist only for students and teachers., says the Rector of ITMO University Vladimir Vasiliev.

Another proof that the university is on the right track was the award of the Business Incubator of ITMO University, like in Russia, whose work has changed dramatically over the past six months. According to the head of the Department of design and innovation activities of the St. Petersburg university Nina Yanykina, an unexpected interest among the forum participants was caused by programs for the development of women's leadership and entrepreneurship, which can become another product in the university's lineup of the Interregional Network Program of Startup Schools.

“This year's forum, in my opinion, finally confirmed the status of one of the most correct communication platforms on the issues of Russia's innovation ecosystem. Several factors are combined: time, place, ideas of RVC on topics for discussion and the talent of the organizing team. First day of the Forum will be devoted to the joint search for solutions that can build an effective model for the development of an innovation ecosystem for the tasks of NTI at the level of universities, regional infrastructure and a regional venture ecosystem, the application of an open innovation model in corporations and the development of medium-sized technology businesses. Forum participants will take part in the presentation and discussion of roadmaps for 7 promising markets and cross-market areas of the National Technology Initiative, such as:

    HealthNet (market of personalized medicine);

    EnergyNet (smart energy market),

    NeuroNet (market of human-machine communications);

    Advanced manufacturing technologies;

    SafeNet (new personal security systems);

    Circle movement (development of viable communities based on competencies and technologies that are relevant for new markets;

    AeroNet (market distributed systems of unmanned aerial vehicles).

The discussion block of the first day of the forum is divided into tracks.

Track "University Ecosystem" is dedicated to determining the place and role of universities in the formation of new markets, finding an effective model for attracting new managerial personnel to develop universities into global technology hubs, ensuring interaction between universities, as suppliers of technologies and services for the economy, and corporations.

In the track "Regional Infrastructure" will be discussed best practics management of innovative ecosystems of the regions and a system of cooperation between objects of innovative infrastructure and business in the interests of forming new markets.

Track "Industrial Ecosystem" develops a discussion about the use of “open innovation” tools by Russian companies to provide competitive advantages in the Russian and global markets and project consortiums that can create and bring to the market complex technological products of a new generation. Special attention will be paid to discussing the potential of medium-sized technology businesses as a possible driver of new economic growth.

In the track "Regional Venture Ecosystem" the results of a study of the Russian venture capital market in 2015 will be presented, and trends for 2016 will be determined. For Forum participants - representatives of regional innovation ecosystems - it will be interesting to discuss the issue of improving the mechanisms for supporting projects in new markets.

An important part of the first day of the Forum will be a reportJames Mawson, Founder and Editor-in-Chief Global Corporate Venturing , a recognized international expert on university and corporate venture funds, who will share his vision of the impact of venture capital tools on the development of regional innovation ecosystems, as well as their global integration.

Second day of the Forum will start with the plenary session "Innovation Ecosystem for Creating New Markets". Authoritative representatives of development institutions, ministries involved in the implementation of the NTI will present their vision of the tools for the formation of new markets, the necessary changes in the Russian innovation ecosystem to ensure leadership positions in the markets of the future and the role of participants in the innovation ecosystem in the new conditions.

The second day of the Forum will include panel discussions and round tables in cross-thematic directions, such as:

    protection and protection of the results of intellectual activity, transfer of technologies and their commercialization; creation of industry funds to support projects in the later stages, the relevance of industry funds for new markets;

    clusters as a tool for searching and implementing innovative projects;

    mass development technical creativity as a potential source of qualified engineering personnel, new competencies, products, markets, business models;

    Building a system of productive scientific communications in Russia, creating a "Communication Laboratory" in 2016;

Following the results of the forum, the solutions and projects developed by the participants will become the basis for the preparation teaching materials, legislative initiatives and practical development at the level of regional, university and corporate innovation ecosystems. The forum has been held since 2014 and annually covers the most relevant topics of technological entrepreneurship development, regional innovation infrastructure, venture market and the National Technology Initiative. RVC is the organizer of the Forum.

The key agenda of the Innovation Ecosystem forum in 2017 was summing up the results of the outgoing year and identifying the most relevant industry trends. More than 250 experts and investors invited by RVC to the dialogue formed their vision of the venture market strategy, which will be sent to the Ministry of Economic Development.

The main trend, which is associated with the expectations of all forum participants, is the involvement of corporations in the venture capital industry. Among other important trends, there was an increase in interest in working on international markets, an increase in expectations for attracting funds from institutional investors. Among the main problems are the lack of quality projects and regulatory imbalances.

Goals, objectives and directions for implementing the venture market development strategy were outlined by Oleg Fomichev, Secretary of State - Deputy Minister of Economic Development of the Russian Federation, at the plenary session of the forum. The goals of the strategy are to ensure the availability of venture financing and develop venture support tools. The strategy will include three areas - the formation of sustainable institutions of the venture market, the expansion of the supply of venture capital, the development of technological entrepreneurship.

On December 5-6, 2016 Krasnaya Polyana (Sochi) will host the 3rd Innovation Ecosystem Forum organized by RVC. The forum participants will take stock of the Russian venture capital market in 2016 and design effective algorithms for adjusting universities and regional innovation ecosystems to the tasks of the country's technological development and ensuring the competitiveness of Russian technology companies at the global level.

At the end of the third quarter of 2016, the number of transactions with a known volume in the venture investment market reached 80% of the level of 2015 and over 70% in terms of volume. At the same time, observations show that the last quarter of the year is usually characterized by particularly high activity, which makes it possible to predict the strengthening of market positions. At present, the Russian innovation ecosystem is facing the challenges of a wave of a new technological paradigm. A special place in the architecture of the world economy belongs to markets that are just emerging and will become drivers of economic growth over the next 10-15 years. The success of Russian technology companies in them directly depends on how high-quality their personnel base will be, how a working model for generating and commercializing breakthrough technological solutions will be built, how the system for searching, accelerating and bringing new technology startups to a competitive level will function, on what infrastructure and financial support mechanisms will count on advanced technology development teams to what extent the innovation ecosystem will be adaptive to a rapidly changing external environment.

Tasks of the Innovation Ecosystem Forum in 2016:

  • Track "Universities": jointly determine the path of transformation Russian universities to universities 3.0, innovation hubs that accumulate knowledge and technologies and transfer them to technology companies. The result of the track will be a joint plan for the development of the ecosystem of universities in 2017;
  • form a common vision for the development of a system for the search and development of talents, as a personnel basis for successful technology companies;
  • Track "Regional innovation ecosystem": to identify the most effective forms of involvement of the constituent entities of the Russian Federation in the implementation of the technological development agenda and the interaction of participants in the regional innovation ecosystem;
  • Track "Regional investment activity": discuss ways and tools to reload regional venture funds for the tasks of rapid economic development. Consider the issues that fund managers face in the process of investment activity;
  • Track "Communications and Communities": to study effective tools for promoting science and technology and involving an external audience of experts, scientists, representatives of the education system, science, technology entrepreneurs, public figures, means mass media including new media. The result of the track will be the creation of groups ready to continue working on the formation of a communication system in 2017.

Within the framework of the Forum, the results of a number of studies of the work of participants in the innovation ecosystem in 2016 will be presented:

  • review of the private equity and venture capital market for the nine months of 2016, published annually by the Russian Venture Investment Association, as well as preliminary data for the entire 2016;
  • presentation of the methodology for determining the effectiveness of innovative activities of Russian universities and the results of monitoring in 2016;
  • study of the behavioral and institutional prerequisites for the technological development of the regions of the Russian Federation;
  • rating of the most successful Russian incubators and accelerators. The rating is based on the results integrated assessment(more than 40 KPIs) of Russian incubation and acceleration programs. The study was conducted by experts from the world rating of business incubators UBI Global together with RVC and the National Research University Higher School of Economics;
  • rating of the most active business angels in Russia in 2016. The rating is based on a study conducted by the Russian magazine Firrma together with the National Association of Business Angels (NABA) with the support of RVC;
  • rating of venture, seed, corporate funds in 2016. The rating is compiled by RVC together with Firrma with the support of Ernst & Young.

The forum was organized by RVC JSC in partnership with NUST MISIS and Financial University under the Government of the Russian Federation. The key theme of the event is the development of innovative ecosystems of universities and scientific organizations, the creation of Universities 3.0., as well as discussion of their participation in the National Technology Initiative.

Within the framework of the forum, a meeting of the working group "Territorial organization of research, development and production" was held as part of the development of the Strategy for Scientific and Technological Development of the Russian Federation until 2035, in which Yu. In recent decades, the role of universities and scientific organizations in the world has been changing. The usual functions (educational and scientific) are supplemented by the entrepreneurial function. Such universities and scientific organizations (the so-called Universities 3.0) are becoming key actors in national and regional innovation ecosystems, as well as leaders and centers for the creation of new technological industries, making a significant contribution to the country's global competitiveness. The university becomes not only a forge of personnel and an R&D performer, but also a generator, coordinator and creator of new technological innovations in the global market.

According to the international expert community in the field of education, only Universities 3.0 will be able to be competitive in the future, as they have great opportunities for development.

The goals and objectives of the forum were to promote the development of a modern innovation ecosystem at universities and scientific organizations of the Russian Federation, as well as to develop the competencies of interaction between all ecosystem players. This event is held for the second year and is a continuation of the annual RVC Innovation Ecosystem Forum, which is traditionally held in Krasnaya Polyana (Sochi).

The program included 16 practical panel discussions and 8 master classes by representatives of the top 100 universities in the world, including Oxford, National University Singapore Technical University Eindhoven and the University of California.
