For almost ten years now, in our country, the USE has become not only the main form of final certification of graduates' knowledge, but also a passing score for admission to other educational establishments.
According to the Ministry of Education of Russia, this form of certification allows:
- Unbiasedly assess the quality of the student's knowledge.
- Remove from them excessive psycho-emotional stress.
- To provide the opportunity to enter educational institutions based on the final scores of the Unified State Examination, not in the territory of residence of the applicant.
Despite the fact that this form of graduate certification has been used for almost ten years, there are still plenty of questions about its implementation and filing an appeal. In this article, we will try to answer in as much detail as possible all the questions one way or another related to the appeal, we will talk about the existing rules for filing it.
When and where can I apply for an appeal of USE scores - deadlines
Many parents ask the same question: “When is it better not to try to defend your case and not file an appeal?”
We would like to note right away that it is not worth filing an appeal only when your work has been evaluated by the commission for one hundred points. In all other cases (in case of disagreement), it is necessary to file a protest!
What is a conflict committee?
- All disputes are resolved by territorial conflict commissions specially created for this purpose.
- The commission consists of: the chairman, his deputy, experts.
- The number of members of the CC directly depends on the number of graduates in a given educational institution. For the purpose of record keeping, a technical secretary is involved.
- All experts undergo a detailed briefing beforehand.
- After consideration of the appeal, a decision is made by voting.
- The right of the second (decisive) vote belongs to the chairman.
How to appeal the USE scores: instructions
- Take 2 appeal forms from the technical secretary.
- Write a claim.
- Assure them.
- Take one form for yourself, give the second to the secretary.
- Clarify information about the place and time of the meeting of the appeal commission.
- It is advisable to take the contact phone of KK and leave your number.
Types of appeals of the results of the exam
There are only two types:
- By procedure conducting the exam . The appeal is submitted immediately after the exam, without leaving the PES.
- According to the result of the exam . Within 2 business days.
To avoid any misunderstandings in many schools during USE time volunteer observers are present. School management is not against their presence. Complaints related to the content and structures of KIM are not considered.
- Specify in which PES and when the complaint will be considered.
- Don't be late and have proper appearance. You must have your passport and pass with you.
- Carefully check the copies of the forms, and confirm their authenticity in the protocol.
- Argue your claims clearly and concisely.
- After the decision of the CC to sign the protocol.
- Timely (3 days) to receive a written conclusion of the QC.
Where, who and how much time considers an application to challenge the results of the exam
- The powers, composition and terms of work of the territorial CCs are established by the local department of education, information is communicated to all interested parties 14 days before the exam.
- A complaint about a violation of the rules for conducting the exam must be considered within 2 working days.
- The term for consideration of a complaint about disagreement with the points assigned by the commission is 4 working days. Saturday is considered a working day.
What can be the result of the appeal - options
There are two options - to reject or grant the appeal.
- In the first case, the applicant who has filed an appeal and is personally present at the commission will be able to make sure that there were no technical errors or failures. Therefore, the points are calculated correctly. Together with the student, his parents may also be present at the QC.
- In case of detection of violations, the certification results are canceled. The results of the decision of the appeal commission become known on the day of consideration.
- In no case will there be any reprisals for filing an appeal.
- An appeal is not a re-examination.
- The decision of the CC can only be reviewed at the Federal level.
So, if the CC decided to satisfy the appeal, then the previous results of the exam are canceled. The applicant is given the opportunity to retake the subject.
How should the applicant behave on the commission? But what if, even after the arguments of the experts, you do not agree with their verdict? Calmly thank them and ask where you need to go to have your work rechecked by experts federal level?
When sending an appeal to the federal level for verification, it must be taken into account that the experts of this link are not aware of the initial scores. They will evaluate the work from scratch. It is possible that their result will be lower than the previous one. But if you are confident in the bias of the assessment, why not take a chance? To file an appeal for a violation of the procedure for conducting an exam, you must write a statement to a member of the state examination committee. He works at every point of the exam - PES. Contact any organizer: during the exam, one of them is always sitting in the corridor and will be able to take you to the right person.
The commission will review the recordings from surveillance cameras and interview the organizers. If there are no surveillance cameras or they do not work, this is also a reason for appeal.
If the commission recognizes your correctness, the work will be canceled, and the exam will be allowed to be retaken. The retake usually takes place two weeks after the exam, at the end of June or early July. This reserve days when the USE is taken by graduates of previous years. If the appeal is rejected, the submitted work will not be allowed to be completed, so it is better to complete it despite the noise and other circumstances.
An appeal for violation of the order of conduct must be filed before going beyond the boundaries of the PES. The border is the frame of the metal detector or the place where the guard sits, usually in the hallway after the cloakroom and hallway.
Exam violation appeals are very rare and even rarer. When I was preparing for the appeal, I read 15 reports of subject commissions on the USE in 2015 and 2016. Usually there are no such appeals, or they are rejected - and they write about the reasons in general terms. Therefore, it is worth filing an appeal for violation of the exam procedure only if you are completely sure that you are right.
Most often, in emergency situations, the exam is canceled without appeal. For example, a friend of mine had a fire at school during the Unified State Examination, and the exam was postponed to a reserve day, two weeks later. The printer in my classroom broke down and the organizers couldn't print the assignments. The exam was supposed to start at 10:45, and the papers were printed at 10:42.

Another appeal option is to challenge the exam results after they have been announced. It happens that the computer does not recognize the form - then in personal account it is not there or in its place is a blank slate. It happens that the computer does not recognize some answers correctly. Experts can be wrong too. If you disagree with the results, this is a reason to contact the conflict commission so that the work is re-evaluated.
I filed an appeal against the results of the exam in social studies - in the second part I did not agree with the deducted score. The essay had to give examples from at least two sources, and the experts decided that Theresa May, Adolf Hitler and Orwell's 1984 were one and the same.
How the commission checks the work
The conflict commission checks the work completely, even if you disagree with one issue. Remember that points can not only increase, but also decrease, so only file an appeal if you are completely sure that you are right. To reduce the risk, first consult with a teacher or tutor and retell them all the tasks as accurately as possible.

It is useless to complain about the structure and content of tasks and about the assessment of the first part, if it is not a recognition error. If the exam was not credited due to incorrect paperwork or bad behavior, this also cannot be challenged. Also, during the exam, you cannot write your first and last name on the form: the answers will not be checked and the appeal will not be accepted. But you can ask to explain each point.
If you want to prove to the commission that you are right, you need serious sources: laws, scientific works and textbooks approved by the Ministry of Education. Therefore, it is usually pointless to refer to Baranov's reference book on social science, and a school textbook on history or the Constitution of the Russian Federation will do.
How to file an appeal
Score disagreement appeals are accepted within two days after the official date of publication of the results, excluding Sundays and holidays. Most often, the results are posted earlier, but the days are still counted from the official date. For example, in 2018, the results of the exam in literature and physics appeared on the second of July, and the fourth was the official date. The appeal could have been filed on the fifth or sixth.
An application for appeal can be written directly to the commission, or you can ask the school for help. Before the exam, they gave me the phone number of an employee who works with the conflict commission. When I decided to appeal, it turned out that she had gone on vacation. So I went to the head teacher. He gave me the address of the commission and offered to come with me, but I decided that I could handle it myself.
The commission registered the application, appointed the day and time of the appeal, told about the procedure, signed my copy. I was also asked to choose the form of the appeal: in the presence of the appellant, in the presence of a legal representative, or in absentia. It was explained to me that a parent or teacher could come in with the appellant and help him prove his case. I did not take advantage of this opportunity, because the error of the experts seemed obvious.
The appeal is considered for four business days, during which time it can be withdrawn. On the fifth day there is usually a meeting.
How is the meeting
My appeal was considered in the same place where the application was accepted. Before the meeting, you need to register and find an audience, so it’s worth arriving ten to fifteen minutes before the appointed time. Don't forget your passport. If you are late, the appeal will be considered in the nearest free time, if you do not come - in absentia. The results will appear on the website with the results of the exam.
Under the rules, each appellant is given 20 minutes to prove their case. But in my experience, if you don't meet that deadline, you're unlikely to be kicked out: the man in front of me spoke to the commission for almost half an hour. Therefore, it may turn out that you have to wait a bit. Here, how lucky: everyone is assigned the exact time for consideration, but I waited for my turn for almost half an hour. At the same time, I myself and another person in front of me kept within 10 minutes.
The head of the commission called me into the audience. They checked my passport again, showed printouts of my forms and asked if they were mine. After that, they were asked to check the forms that were evaluated by the computer. This is a formality, but I carefully compared the answers anyway - and found that in one of them the computer read "15" instead of "25". Unfortunately, the computer error fell on the wrong answer, so this did not add points to me.
With another mistake, it was easier: the commission admitted that the experts got excited with the sources, and returned the deducted score.
Both corrections were included in the protocol. The chairman of the commission read the decision and asked to sign it. The signature in the decision of the commission confirms your presence, and not agreement with the outcome of the appeal. If you refuse, the commission will draw up an act, and the decision will still come into force.
If you disagree with the conflict commission, its decision can be challenged in Moscow. The terms and conditions are the same: an application must be submitted within two working days, and it will be considered within four. I didn't dispute anything, and my exam results were updated two days after the meeting.
The conflict commission works with the primary USE scores - these are preliminary scores that are obtained by simply adding the scores for the correct answers. Primary scores are converted into test scores - this is the final result of the exam, which is published on websites and accepted at universities.
Test scores usually higher than the primary one and a half to two times. The one primary score I returned on appeal added two points to the official exam result, and instead of 83 points, I got 85.
Unfortunately, this was still not enough to enter my university on a budget. But at least I tried.
Briefly: how to appeal the results of the exam
- If something prevents you from taking the exam, you can file an appeal about the violation of the procedure for conducting the exam. This must be done before leaving the PES, but it is better to turn in the work first: if the appeal is rejected, it will not be possible to complete it.
- If you disagree with the scores, you can file a score disagreement appeal. This must be done within two days after the official announcement of the exam results. The application is accepted by the conflict commission.
- The application is considered for four days. During this time, you can still change your mind.
- The meeting takes 20 minutes. During this time, the commission will check the forms, listen to you and announce a decision. It can be challenged in Moscow by filing a second appeal.
- If you have to prove your case, it is better to rely on textbooks approved by the Ministry of Education - or call a teacher with you.

A few years ago, on appeal for USE scores it was better not to interfere. It was more than problematic to look at your own work properly; accompanying persons, even if they were the parents of the appellant, were ruthlessly cut off from attending the commission.
And in order to finally discourage children from complaining about injustice, the appeal commissions were allowed not only to refuse to increase points, but these points lower. And in a number of cases they did just that, after which the movement of the appellants did not quite, according to Radishchev, “get into a stump”, but noticeably subsided for several years.
The new appeal rules are more comfortable for children. Now in Moscow, you can see your work in your personal account, analyze it, consult with the teacher and parents, and only then decide whether to appeal. In addition, for the second year now, public observers have been present at the appeal. However...
Writing an appeal for violations of the procedure is not difficult: the main thing to remember is that this can only be done immediately, without leaving the exam. This is exactly what, we note, during the current campaign, the guys who did not have enough additional forms for the exam in literature did. And their appeals were granted.
But with an attempt to increase the score, the situation is more complicated. Especially in the humanities with their inevitable interpretative bias: “In the exact sciences,” teachers of mathematics and physics assured “MK”, “there are no problems with evaluating works, including during appeals, because a number is a number, and a formula there is a formula - either they are correct or they are not.
The bulk of this year's appeals are yet to come. However, a couple of typical situations can be considered using the example of last year.
This is a very nervous and unpleasant procedure: the children do not understand why they were lowered the score, and sob, and the members of the commission sit with stone faces, do not listen to explanations and insist on their own, - Olga, mother of a graduate of last year, told MK. - Parents they are sure that they have an unspoken order not to raise their grades: they say that in this case they are deprived of bonuses.
And this is very similar to the truth: my daughter, for example, was lowered her score for using not two quotes, but five in her mini-essay in the Unified State Examination in Russian. And at the appeal they said: “You will download the rights, we will count one more quote and generally lower the score.” In general, they behaved very harshly. The baby started crying and we left.
I filed an appeal in the Russian language, - says a graduate of last year, an excellent student Liza. - I wrote samples for 100 points, but received only 82.
In particular, it seemed unfair to me to reduce the score for the speech turnover “listen to persuasion” (it was about the dialogue between Lopakhin and Ranevskaya in The Cherry Orchard. - "MK"). But they didn’t add a single point to me: the members of the appeals commission said that they “didn’t hear such a turn of phrase,” although I consulted with the teachers, and they confirmed that it was quite possible. At the same time, there was not a single public observer at the appeal - only two members of the commission ...
Nikita's problem at last year's USE in the Russian language turned out to be typical. He, like many other graduates, had his marks lowered for incorrect, according to the inspectors, definition of the problem and topic of the texts they received.
So, in the case of Nikita, it was believed that the correct answer was "ecology of speech", and not just "ecology", as he wrote. True, the members of his appeal commission were polite and friendly. And they even recognized the reason in the reference of Nikita's mother to the phrase from the keys to the task, which allows interpreting the ecology, which was discussed, in the literal sense of the word. But the appeal was nevertheless rejected, advising to file a complaint with Rosobrnadzor. Mom did just that. And there the rating, although partially, was raised.
However, this happened only at the end of July, when Nikita, with his initial scores, was already forced to enter Moscow State University for paid education ...

Possible solutions to the conflict commission:
rejection of the appeal due to the absence of technical errors in the processing of the USE forms and errors in assessing answers to tasks in free form by experts and saving the points set;
satisfaction of the appeal and the issuance of other points.
An appeal is filed for disagreement with the results of the exam as a whole. Which part is not specified in the application. The USE participant who filed the appeal is given the opportunity to make sure that his examination paper checked and evaluated in accordance with the established requirements.
Notes:
When considering an appeal, instead of the USE participant or together with him, his parents (legal representatives) may be present, who must also have passports with them (the legal representative must also have other documents confirming his authority).
If the USE participant or his parent (legal representative) did not appear for the consideration of the appeal, the correctness of the recognition of the answer forms is confirmed by the members of the conflict commission.
Drafts as materials of the appeal are not considered.
A scanned image of the examination paper can be presented to the USE participant (legal representative) only during the appeal procedure. He is given the opportunity to make sure that his examination paper is checked and evaluated in accordance with the established requirements. Work is not handed out.
The USE procedure provides for the USE participant the opportunity to file an appeal in two cases.
Appeal for violation of the established procedure for conducting the exam
Such an appeal is submitted on the day of the exam immediately after its completion. If the USE participant wants to appeal, he must do this before he leaves the PES (exam point).
You must inform the exam organizer of your intention to appeal and receive an appeal form.
The appeal is written in two copies and handed over to an authorized representative of the SEC (state examination commission), who must affix both copies with his signature, after which one copy should be given to the USE participant and the other transferred to the conflict commission.
The result of the consideration of the appeal must be provided to the graduate no later than 3 calendar days after its submission. When filing an appeal, you need to find out where you can get an answer about its consideration. Usually, the result of the appeal can be found in your PO (educational institution) or in the MOEA (local education authority).
The appeal is under investigation. If violations of the established procedure for conducting the exam are confirmed and it is recognized that they could have a significant impact on the result of the graduate's work, then the appeal is satisfied.
Attention:
An appeal is not accepted if the violation of the examination procedure and the established rules was committed by the USE participant.
What is the outcome of an appeal if it is successful?
The USE result is canceled and the participant is given the opportunity to take the USE in this subject on another day. The other day is a reserve day for taking the exam in this subject. The date and place of retaking the exam are determined for all persons taking the exam on a reserve day.

How and when is an appeal filed?
Such an appeal can be filed within two working days after the official announcement of the results of the exam and familiarization with the result of the work.
If the USE participant does not agree with the result and intends to file an appeal, then within two working days he needs to draw up an appeal in any form or in the form received from the head of his educational institution (educational institution) - for graduates of the current year, or the executive secretary of the conflict commission - for former graduates.
The appeal is drawn up in two copies and submitted to the persons indicated above, who must accept it, certifying both copies with their signature. After that, one copy is returned to the USE participant, and the other is transferred to the conflict commission.
The USE participant must receive information about the time and place of consideration of his appeal.
How is an appeal handled?
The USE participant has the right to be present at the procedure for considering his appeal. You must have a passport and a pass with the stamp "Unified State Exam Forms passed" (or a PES stamp).
Attention:
If the USE participant is under the age of 18, instead of him or together with him, his parents or legal representatives may be present during the consideration of the appeal, who must have passports with them (legal representatives must have documents confirming their authority).
Teachers or tutors of the USE participant are not allowed to consider the appeal.
The USE participant confirms in the minutes of the appeal that copies of the forms have been presented, the answers in the forms are recognized correctly, and signs the minutes of the appeal.
If the USE participant or his parent (legal representative) did not appear for consideration of the appeal, then the correct recognition of the forms is confirmed by the members of the conflict commission.
Attention:
- Appeals on the content and structure of KIMs are not accepted for consideration.
- Drafts cannot be material for appeal.
During the appeal process, subject matter experts show the participant USE job, explain what points are awarded or not awarded for.
Remember:
When considering an appeal, only the participant's performance will be taken into account. USE tasks parts C (compositions).
Only technical claims are possible for the test part.
As a result of consideration of the appeal by the conflict commission, the assessment may be changed in better side only 1-2 points. Since the work is re-checked during the consideration of the appeal, a situation is not ruled out in which the experts consider it necessary not to increase, but to reduce the points for the work.
