The bidder must be able to speak. This skill is required everywhere: in negotiations with a customer, at a conference with partners, with officials, with representatives of antimonopoly authorities, when interacting with the procurement department, with the technical department. First of all, one must be able to maintain a conversation about the laws governing procurement, the practice of the Federal Antimonopoly Service and the courts. General erudition is also important. The more a person understands big topics, the faster communication with the right person will be set up.
