ON APPROVAL OF THE PROCEDURE FOR ADMISSION OF CITIZENS FOR EDUCATIONAL PROGRAMS OF PRIMARY GENERAL, BASIC GENERAL AND SECONDARY GENERAL EDUCATION
1. Approve the attached procedure for the admission of citizens to study in educational programs of primary general, basic general and secondary general education.
2. Recognize as invalid the orders of the Ministry of Education and Science Russian Federation:

2. Admission of foreign citizens and stateless persons, including compatriots abroad, to the LLC for training in general education programs at the expense of the budget allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets is carried out in accordance with the international treaties of the Russian Federation, Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation" (Collected Legislation of the Russian Federation, 2012, N 53, item 7598; 2013, N 19, item 2326; N 23, item 2878; N 27, item 3462; N 30, item 4036; N 48, item 6165) and by this Procedure.
3. The rules for admission to a particular LLC for general education programs (hereinafter referred to as the rules for admission) are established in the part not regulated by the legislation on education, the LLC is independently established.<1>
Admission of citizens for training in the branch of OOOD is carried out in accordance with the rules for admission to study at OOOD.
Organization of individual selection for admission to state and municipal educational organizations for basic general and secondary general education with in-depth study of individual subjects or for specialized training allowed in cases and in the manner provided for by the legislation of the subject of the Russian Federation<4>.
7. LLC is obliged to familiarize the applicant and (or) his parents (legal representatives) with its charter, with a license to exercise educational activities, with a certificate of state accreditation, with educational programs and other documents regulating the organization and implementation of educational activities, the rights and obligations of students.<6>
State and municipal educational organizations place the administrative act of the body local government municipal district, city district (in cities of federal significance - an act of the body determined by the laws of these constituent entities of the Russian Federation) on fixing educational organizations for specific territories of a municipal district, urban district, issued no later than February 1 of the current year (hereinafter referred to as the administrative act on the assigned territory).
8. For the purpose of conducting an organized admission of citizens to the first class, a state or municipal educational organization places it on an information stand, on the official website on the Internet, in mass media(including electronic) information about:
the number of seats in the first classes no later than 10 calendar days from the date of issuance of the administrative act on the assigned territory;
the availability of free places for the reception of children who do not live in the assigned territory, no later than July 1.
9. Admission of citizens to LLCD is carried out upon a personal application of the parent (legal representative) of the child upon presentation of the original document proving the identity of the parent (legal representative), or the original document proving the identity of a foreign citizen and stateless person in the Russian Federation in accordance with Article 10 federal law dated July 25, 2002 N 115-FZ "On the legal status of foreign citizens in the Russian Federation" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2002, N 30, art. 3032).
LLC may accept the said application in the form of an electronic document using public information and telecommunication networks.
The following information shall be indicated in the application by the parents (legal representatives) of the child:
a) surname, name, patronymic (the last one, if any) of the child;
b) date and place of birth of the child;
c) surname, name, patronymic (the last - if any) of the parents (legal representatives) of the child;
d) the address of the place of residence of the child, his parents (legal representatives);
e) contact numbers of the parents (legal representatives) of the child.
An exemplary application form is posted by the LLC on the information stand and (or) on the official website of the LLC on the Internet.
For admission to the LLC:
parents (legal representatives) of children living in the assigned territory, in order to enroll the child in the first class, additionally present the original birth certificate of the child or a document confirming the relationship of the applicant, a certificate of registration of the child at the place of residence or at the place of stay in the assigned territory or a document containing information about the registration of the child at the place of residence or at the place of stay in the assigned territory;
parents (legal representatives) of children who do not live in the assigned territory additionally present a birth certificate of the child.
Parents (legal representatives) of children who are foreign citizens or stateless persons, additionally present a document confirming the applicant's relationship (or the legality of the representation of the rights of the child), and a document confirming the applicant's right to stay in the Russian Federation.
Foreign citizens and stateless persons submit all documents in Russian or together with a duly certified translation into Russian.
Copies of the documents presented at the time of admission are stored in the LLC for the duration of the child's education.
10. Parents (legal representatives) of children have the right to submit other documents at their own discretion.
11. Upon admission to the LLC for secondary general education, a certificate of basic general education of the established form is submitted.
12. The requirement to provide other documents as a basis for admitting children to the LLC is not allowed.
13. The fact that the parents (legal representatives) of the child are familiarized with the license to carry out educational activities, the certificate of state accreditation of the LLC, the charter of the LLC is recorded in the application for admission and is certified by the personal signature of the parents (legal representatives) of the child.
The consent to the processing of their personal data and the child's personal data in the manner prescribed by the legislation of the Russian Federation is also recorded by the signature of the parents (legal representatives) of the child.<7>.
14. Acceptance of applications for the first class of the LLC for citizens residing in the assigned territory begins no later than February 1 and ends no later than June 30 of the current year.
Enrollment in LLCD is made out by the administrative act of LLCD within 7 working days after receipt of documents.
For children who do not live in the assigned territory, the acceptance of applications for the first grade begins on July 1 of the current year until the vacant places are filled, but no later than September 5 of the current year.
LLCs that have completed the admission to the first grade of all children living in the assigned territory, accept children who do not live in the assigned territory, earlier than July 1.
15. For the convenience of the parents (legal representatives) of the children of the LLC, a schedule for receiving documents is established depending on the address of registration at the place of residence (stay).
16. When admitting children who do not live in the assigned territory to vacant places, the priority right is given to the children of citizens who have the right to priority provision of a place in the LLC in accordance with the legislation of the Russian Federation and regulatory legal acts subjects of the Russian Federation.
17. Children with handicapped health students are accepted to study according to an adapted basic general education program only with the consent of their parents (legal representatives) and on the basis of the recommendations of the psychological, medical and pedagogical commission.<8>
19. Regulatory acts of the LLC on the admission of children to study are posted on the information stand of the LLC on the day of their publication.
20. For each child enrolled in the LLC, a personal file is opened, in which all submitted documents are stored.

1. The procedure for admission of citizens to study in educational programs of primary general, basic general and secondary general education (hereinafter
The procedure) regulates the admission of citizens of the Russian Federation (hereinafter referred to as citizens, children) in organizations that carry out educational activities in educational programs of primary general, basic general and secondary general education (hereinafter, respectively - OOD, general education programs).
2. The admission of foreign citizens and stateless persons, including compatriots abroad, to the LLC for training in general education programs at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets is carried out in accordance with international treaties of the Russian Federation, Federal Law No. December 29, 2012 N 273-FZ "On education in
of the Russian Federation" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2012, N 53, art. 7598; 2013, N 19, art. 2326; N 23, art. 2878; N 27, art. 3462; N 30, art. 4036; N 48 , item 6165) and this Procedure.
3. The rules for admission to a specific LLC for general education programs (hereinafter referred to as the rules for admission) are established in the part not regulated by the legislation on education, the LLC independently * (1). Admission of citizens for training in the branch of OOOD is carried out in accordance with the rules for admission to study at OOOD.
4. The rules for admission to state and municipal educational organizations for training in basic general education programs should ensure the admission to an educational organization of citizens who have the right to receive general education of the appropriate level and live in the territory to which the specified educational organization is assigned (hereinafter referred to as the assigned territory) * (2).
5. Admission to a state or municipal educational organization may be refused only due to the lack of vacant places in it, with the exception of cases provided for by parts 5 and 6 of Article 67 and Article 88 of the Federal Law of December 29, 2012 N 273-FZ "On education in the Russian Federation" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2012, N 53, art. 7598; 2013, N 19, art. 2326; N 23, art. 2878; N 27, art. 3462; N 30, art. 4036; No. 48, item 6165). In the absence of places in the state or municipal educational
organizations parents (legal representatives) of the child to resolve the issue of his placement in another educational organization apply directly to the executive authority of the constituent entity of the Russian Federation, carrying out public administration in the field of education, or the local self-government body exercising management in the field of education*(3).
6. Admission to study in basic general education programs at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets is carried out on a public basis, unless otherwise provided by the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2012, N 53, art. 7598;
2013, N 19, art. 2326; No. 23, Art. 2878; No. 27, Art. 3462; No. 30, Art. 4036; No. 48, art. 6165).
The organization of individual selection for admission to state and municipal educational organizations for obtaining basic general and secondary general education with in-depth study of individual subjects or for specialized education is allowed in cases and in the manner prescribed by the legislation of the subject of the Russian Federation.

Organization of a competition or individual selection for the admission of citizens to receive general education in educational organizations that implement educational programs of basic general and secondary general education, integrated with additional pre-professional educational programs in the field physical culture and sports, or secondary education programs vocational education in the field of arts, integrated with the educational programs of basic general and secondary general education, is carried out on the basis of an assessment of the ability to engage in a particular type of art or sport, as well as in the absence of contraindications to engage in the relevant
sport*(5).
7. LLC is obliged to familiarize the applicant and (or) his parents (legal representatives) with its charter, with a license to carry out educational activities, with a certificate of state accreditation, with educational programs and other documents regulating the organization and implementation of educational activities, rights and obligations students*(6).
State and municipal educational organizations place an administrative act of the local self-government body of the municipal district, urban district (in cities of federal significance

8. 18. Documents submitted by the parents (legal representatives) of children are registered in the register for accepting applications. After registering the application, the parents (legal representatives) of the children are issued a receipt for receiving documents containing information about the registration number of the application for admission of the child to the LLC, about the list of submitted documents.
The receipt is certified by the signature of the official of the LLC, responsible for receiving documents, and the seal of the LLC.
19. Regulatory acts of the LLC on the admission of children to study are posted on the information stand of the LLC on the day of their publication.
20. For each child enrolled in the LLC, a personal file is opened, in which all submitted documents are stored.

Application
1. The procedure for the admission of citizens to study in educational programs of primary general, basic general and secondary general education (hereinafter referred to as the Procedure) regulates the admission of citizens of the Russian Federation (hereinafter referred to as citizens, children) in organizations engaged in educational activities in educational programs of primary general, basic general and secondary general education (hereinafter respectively - OOOD, general education programs).

8. For the purpose of conducting an organized admission of citizens to the first class, a state or municipal educational organization shall place on the information stand, on the official website on the Internet, in the media (including electronic) information about:
the number of seats in the first classes no later than 10 calendar days from the date of issuance of the administrative act on the assigned territory;
the availability of free places for the reception of children who do not live in the assigned territory, no later than July 1.
9. Admission of citizens to LLCD is carried out upon a personal application of the parent (legal representative) of the child upon presentation of the original document proving the identity of the parent (legal representative), or the original document proving the identity of a foreign citizen and a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law No. 115-FZ of July 25, 2002 "On the Legal Status of Foreign Citizens in the Russian Federation" (Sobranie Zakonodatelstva Rossiyskoy Federatsii, 2002, No. 30, Art. 3032).
LLC may accept the said application in the form of an electronic document using public information and telecommunication networks.
The following information shall be indicated in the application by the parents (legal representatives) of the child:
a) surname, name, patronymic (the last one, if any) of the child;
b) date and place of birth of the child;
c) surname, name, patronymic (the last - if any) of the parents (legal representatives) of the child;
d) the address of the place of residence of the child, his parents (legal representatives);
e) contact numbers of the parents (legal representatives) of the child.
An exemplary application form is posted by the LLC on the information stand and (or) on the official website of the LLC on the Internet.
For admission to the LLC:
parents (legal representatives) of children living in the assigned territory, in order to enroll the child in the first class, additionally present the original birth certificate of the child or a document confirming the relationship of the applicant, a certificate of registration of the child at the place of residence or at the place of stay in the assigned territory or a document containing information about the registration of the child at the place of residence or at the place of stay in the assigned territory;
parents (legal representatives) of children who do not live in the assigned territory additionally present a birth certificate of the child.
Parents (legal representatives) of children who are foreign citizens or stateless persons additionally present a document confirming the relationship of the applicant (or the legality of the representation of the rights of the child), and a document confirming the applicant's right to stay in the Russian Federation.
Foreign citizens and stateless persons submit all documents in Russian or together with a duly certified translation into Russian.
Copies of the documents presented at the time of admission are stored in the LLC for the duration of the child's education.
10. Parents (legal representatives) of children have the right to submit other documents at their own discretion.
10.1. When enrolling in state-accredited educational programs of primary general and basic general education, the choice of the language of education studied mother tongue from among the languages of the peoples of the Russian Federation, including the Russian language as a native language, state languages republics of the Russian Federation is carried out at the request of the parents (legal representatives) of children.

1. The procedure for the admission of citizens to study in educational programs of primary general, basic general and secondary general education (hereinafter referred to as the Procedure) regulates the admission of citizens of the Russian Federation (hereinafter referred to as citizens, children) in organizations engaged in educational activities in educational programs of primary general, basic general and secondary general education (hereinafter respectively - OOOD, general education programs).
2. The admission of foreign citizens and stateless persons, including compatriots abroad, to the LLC for training in general education programs at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets is carried out in accordance with international treaties of the Russian Federation, Federal Law No. December 29, 2012 N 273-FZ "On Education in the Russian Federation" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2012, N 53, Art. 7598; 2013, N 19, Art. 2326; N 23, Art. 2878; N 27, 3462; N 30, item 4036; N 48, item 6165) and by this Procedure.
3. The rules for admission to a particular LLC for general education programs (hereinafter referred to as the rules for admission) are established in the part not regulated by the legislation on education, the LLC is independently established. 1
Admission of citizens for training in the branch of OOOD is carried out in accordance with the rules for admission to study at OOOD.
4. The rules for admission to state and municipal educational organizations for training in basic general education programs should ensure the admission to an educational organization of citizens who have the right to receive general education of the appropriate level and live in the territory to which the specified educational organization is assigned (hereinafter referred to as the assigned territory). 2
5. Admission to a state or municipal educational organization may be refused only due to the lack of vacant places in it, with the exception of cases provided for by parts 5 and 6 of Article 67 and Article 88 of the Federal Law of December 29, 2012 N 273-FZ "On education in the Russian Federation" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2012, N 53, art. 7598; 2013, N 19, art. 2326; N 23, art. 2878; N 27, art. 3462; N 30, art. 4036; No. 48, item 6165).
