This Federal Law establishes the days of glory of Russian weapons - the days of military glory (victorious days) of Russia (hereinafter referred to as the days of military glory of Russia) in commemoration of glorious victories Russian troops, which played a decisive role in the history of Russia, and memorable dates in the history of the Fatherland, associated with the most important historical events in the life of the state and society (hereinafter - the memorable dates of Russia).

Article 1. Days of military glory of Russia

IN Russian Federation the following days of military glory of Russia are established:

April 18 - Victory Day of the Russian soldiers of Prince Alexander Nevsky over the German knights on Lake Peipus (Battle on the Ice, 1242);
September 21 - Victory Day of the Russian regiments led by Grand Duke Dmitry Donskoy over the Mongol-Tatar troops in the Battle of Kulikovo (1380);
November 7 - Day of the military parade on Red Square in the city of Moscow to commemorate the twenty-fourth anniversary of the Great October Socialist Revolution (1941);
July 10 - Victory Day of the Russian army under the command of Peter the Great over the Swedes in the Battle of Poltava (1709);
August 9 - Day of the first Russian history the naval victory of the Russian fleet under the command of Peter the Great over the Swedes at Cape Gangut (1714);
December 24 - Day of the capture of the Turkish fortress Izmail by Russian troops under the command of A.V. Suvorov (1790);

Article 1.1. Memorable dates in Russia

The following memorable dates for Russia are established in the Russian Federation:

January 25 - Day of Russian students;
April 12 - Cosmonautics Day;
June 22 - Day of memory and sorrow - the day of the beginning of the Great Patriotic War(1941);
September 3 - Day of Solidarity in the fight against terrorism;
November 7 - Day October revolution 1917;
December 9 - Day of Heroes of the Fatherland;
December 12 - Constitution Day of the Russian Federation.

Article 2. Forms of perpetuating the memory of Russian soldiers

The main forms of perpetuating the memory of Russian soldiers who distinguished themselves in battles associated with the days of Russian military glory are:
  • the creation and preservation of memorial museums, the establishment and improvement of monuments, obelisks, steles, other memorial structures and objects that perpetuate the days of Russia's military glory, the organization of exhibitions, the installation of memorial signs at places of military glory;
  • preservation and development of territories historically associated with the exploits of Russian soldiers who distinguished themselves in battles associated with the days of Russia's military glory;
  • publications in media mass media materials related to the days of military glory of Russia;
  • assigning the names of national heroes who distinguished themselves in battles associated with the days of Russia's military glory, settlements, streets and squares, physical and geographical objects, military units, ships and vessels.
By decision of the state authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation and bodies local government other measures may also be taken to perpetuate the memory of Russian soldiers who distinguished themselves in battles associated with the days of Russia's military glory.

Article 3

The Government of the Russian Federation organizes:
  • development of plans and programs for military history work;
  • holding events aimed at perpetuating the memory of Russian soldiers who distinguished themselves in battles associated with the days of Russia's military glory; propaganda of the days of military glory of Russia;
  • installation of memorial structures and objects, creation of memorial museums and exhibitions of federal significance, dedicated days military glory of Russia;
  • development of draft international treaties of the Russian Federation to ensure the safety of memorial structures and objects commemorating the days of Russia's military glory, which are located on the territories of foreign states, as well as participation in the implementation of these international treaties;
  • coordination with the relevant organizations of foreign states, on the territories of which the indicated memorial structures and objects are located, of measures for their preservation and improvement;
  • ensuring public order during the days of military glory of Russia.

Article 4. Procedure for conducting military rituals

The procedure for conducting military rituals in the Armed Forces of the Russian Federation and other troops is determined by the President of the Russian Federation.

The festive fireworks on May 9 and February 23 are held annually in the manner determined by the Ministry of Defense of the Russian Federation.

Article 5

On the days of military glory of Russia, established by Article 1 of this Federal Law, solemn events are held in the Armed Forces of the Russian Federation and other troops.

In connection with the memorable dates of Russia, established by Article 1.1 of this Federal Law, on the initiative government organizations and public associations may hold public events.

The procedure for holding days of military glory of Russia and events dedicated to memorable dates in Russia is established by the Government of the Russian Federation.

Article 6

Financial support for holding the days of military glory of Russia and events dedicated to memorable dates in Russia is carried out at the expense of the federal budget. Funds from the budgets of the constituent entities of the Russian Federation and local budgets, as well as extra-budgetary funds and voluntary (including targeted) contributions and donations from individuals and legal entities, may also be directed for these purposes.

Article 7. Entry into force of this Federal Law

This Federal Law shall enter into force on the day of its official publication.

This Federal Law establishes the days of glory of Russian weapons - the days of military glory (victorious days) of Russia (hereinafter referred to as the days of military glory of Russia).

The days of military glory of Russia are the days of glorious victories that played a decisive role in the history of Russia and in which Russian troops earned the honor and respect of their contemporaries, and the grateful memory of their descendants.

Article 1. Days of military glory of Russia

The following days of Russian military glory are established in the Russian Federation:

April 18th- Day of the victory of Russian soldiers of Prince Alexander Nevsky over the German knights on Lake Peipsi (Battle on the Ice, 1242);

September 21- Victory Day of the Russian regiments led by Grand Duke Dmitry Donskoy over the Mongol-Tatar troops in the Battle of Kulikovo (1380);

A comment.The current Federal Law "On the days of military glory (victorious days) of Russia" No. 32-FZ of March 13, 1995 established 15 days of military glory. The law also establishes the forms of perpetuating the memory of Russian soldiers, the organization and procedure for holding the days of military glory of Russia, the financing of these events "at the expense of the federal budget and extrabudgetary funds, as well as at the expense of voluntary (including targeted) contributions and donations from individuals and legal entities" .

The authors of the draft law No. 110048-3 proposed adding another 10 victorious days and financing activities for their implementation not only from the federal budget, but also from the budgets of the subjects of the Russian Federation and local self-government. The State Duma rejected the bill.

S. N. Yushenkov suggested that the words "Victory Day of the Red Army over the Kaiser's troops of Germany (1918)" be excluded from the name of the victory day on February 23. they do not correspond to historical truth. The State Duma rejected his bill.

The Federation Council Committee on Defense and Security considered, in accordance with Articles 105 and 106 of the Regulations of the Federation Council, the Federal Law "On Amendments to the Federal Law "On the Days of Military Glory (Victory Days) of Russia", adopted by the State Duma on July 6 this year.

In accordance with Article 106 of the Constitution of the Russian Federation, the Federal Law "On Amendments to the Federal Law "On the Days of Military Glory (Victorious Days) of Russia" is subject to mandatory consideration in the Federation Council. The law supplements the current Federal Law of March 13, 1995 No. 32-FZ " On the days of military glory (victory days) of Russia" in the article "Memorable dates of Russia".

The name of the federal law and the preamble to it have been changed taking into account the said addendum. The law began to be called "On the days of military glory and memorable dates in Russia."

During the consideration of the law, the study of the law, its consideration by the committee, discussions with colleagues in the Federation Council, a discussion arose on two positions: regarding September 3, the Day of Solidarity in the Fight against Terrorism. There was an opinion to change it to the Day of Remembrance of the Victims ... I believe that the "Day of Solidarity in the Fight against Terrorism" is a broader, generalizing and uniting nation wording, and, from my point of view and in the opinion of the committee, the name should be kept in this form.

Regarding January 25, the Day of Russian Students, there were different opinions. Let me remind you that January 25 is not just Tatyana's Day and not just Students' Day, it is the date of the creation of the first university in Russia by decree of the Empress. I think that this date, this event is difficult to overestimate for any state, and for ours in particular.

Based on the foregoing, the Federation Council Committee on Defense and Security adopted a unanimous decision to recommend to the Federation Council to approve the Federal Law "On Amendments to the Federal Law "On the Days of Military Glory (Victory Days) of Russia", adopted by the State Duma.

I have been preparing for today's report here at the ward for a long time. And he prepared not from the point of view of studying the material, but prepared, first of all, morally. I was waiting for this question, to be honest. Especially since I am a member of the commission to investigate the events in Beslan, I know very well and feel the situation. I feel it with my heart, not just knowledge.

The question has the right to exist. But personally, I came to the conclusion, pondering this question for a day, that today (today - I emphasize this word) this law should be adopted. What convinced me here that it is necessary to take it in this form for the time being? The fact that you need to continue to think about it - I agree. We need to think and maybe find a more subtle solution. But, from my point of view, today it needs to be accepted. If, for example, we set the day of remembrance for the victims according to tragic event, according to Beslan, then we must remember "Nord-Ost", then we must remember Budyonnovsk, and so on and so forth. And we will get a lot of days of memory of the victims at the state level.

But we need to be with you, like this... Very much, of course, I respect, but I don’t really love the United States of America, but they managed to make September 11 a day of unity of the nation. They managed to arrange the work in such a way, including their legislative bodies, and public organizations, state structures, thus put that this day has become unifying. And it got the name, as in our law, the Day of Solidarity in the Fight against Terrorism.

We need this, and I think this is exactly in the spirit of what the President constantly talks about. We need the unity of the nation, we need solidarity. These events shocked the whole world, and therefore for us any day should be the Day of Solidarity in the fight against terrorism throughout the world, not only in our state.
