The procedure for issuing and approving a passport for an architectural and planning solution and landscaping
1. The passport of the architectural and planning solution and landscaping (hereinafter referred to as the passport) is a set of documents defining the boundaries of the landscaping object, the main tasks and requirements for landscaping work.
2. The form of the passport of the architectural and planning solution and the improvement of the territory was approved by the decision of the Council of Deputies of the city of Belgorod. (On amendments to the decision of the Council of Deputies of the city of Belgorod dated April 30, 2013 No. 720 "On approval of the Rules for the improvement of the territory of the urban district" City of Belgorod "
3. The passport is not the basis for registration of land relations, but the definition of the boundaries of the object of improvement should be carried out taking into account the requirements of the unified urban policy of the city.
4. The passport developed for new construction, reconstruction, as well as existing facilities is integral part project documentation, fixes the main provisions of the improvement project, is developed according to the approved passport form and submitted for approval to the Department of Architecture and Urban Planning of the city of Belgorod and to the relevant district management committee.
5. Passport of objects is carried out by the appropriate district management committee. Planning decisions for objects can be developed by design organizations.
6. Additional information necessary for keeping records on the improvement object can be included at the request of the balance holder (land user, tenant) in the passport.
7. Registration and assignment of numbers for all passports is carried out by the appropriate district management committee.
8. Coordination of passports of objects is carried out by the Department of Architecture and Urban Planning, committees for managing districts on the basis of verification of the materials included in the passport.
9. The passport is developed in 2 copies (to the Customer and the relevant district management committee).
10. Landscaping and subsequent operation of facilities are carried out on the basis of a passport and in accordance with applicable law.
11. If conditions arise that entail significant changes in the nature, architectural design of the building, the level of improvement, as well as requiring changes established boundaries object, the balance holder (land user, tenant) must order the correction of the passport from the relevant district management committee.

An inventory of the territories of the green fund of the city of Moscow is carried out in order to:

Obtaining reliable data on the state of green spaces, species, age composition, quantitative and areal characteristics of natural communities, elements of integrated improvement for urban management at all levels of management, operation and financing;

Obtaining information about the location of green spaces, elements of integrated landscaping on the territory of the green fund of the city of Moscow, indicating the right holders of land plots of the territory responsible for its safety and condition;

Determining the compliance of the activities carried out by the right holders of land plots of the territory of the green fund of the city of Moscow at the landscaping facilities, the established purpose of the territories;

Conducting an analysis of the state of the green fund of the city of Moscow;

Definition of land plots occupied by various types of plantations, infrastructure or other elements in their composition;

Information support for the preparation of planning projects for natural, specially protected natural areas (hereinafter - SPNA) (for which there are no planning projects), specially protected green areas (hereinafter - SPNA), green areas and other areas occupied by green spaces, the city of Moscow;

Development of measures for the conservation and restoration of natural communities and recommendations for managing the land plots; infrastructure and improvement elements at specially protected natural and other natural areas for the revision period for managing the economy of the GPBU "Moscow City Administration of Natural Territories";

Determining the effectiveness of reforestation work, the quality of the created forest plantations, their compliance with current standards and specifications. These materials make it possible to determine measures to improve the condition of crops;

Development of proposals for adjusting the draft planning of protected areas, natural, green areas and other areas occupied by green spaces, the city of Moscow, territorial schemes for the development of protected areas in the city of Moscow;

Regulation of work and determination of costs for the preservation and maintenance of natural communities, green spaces, landscaping elements and integrated landscaping and overhaul on the territory of the green fund of the city of Moscow (based on the obtained characteristics of the state of landscaping elements and integrated landscaping);

Drawing up a title list for green spaces, elements of gardening and integrated landscaping to calculate natural indicators for the territories of the green fund of the city of Moscow;

Collection of information about repair work;

Collection of additional information (date of the last repair or reconstruction, mode of urban development);

3.Holding office work on the inventory of green areas:

Creation of an inventory plan of the M1:500 object, with registration in accordance with the Decree of the Government of Moscow dated 04.10.2005 No. 770-PP “On methodological recommendations for the preparation of dendrological plans and transfer statements”;

Drawing on the plan of tree and shrub vegetation with the assignment of serial numbering in accordance with the list of green spaces;

Calculation of the total area of ​​the object, and entering data into the statement;

Drawing flower beds on the plan, calculating their areas and entering them into the statement;

Drawing buildings and structures on the plan, calculating their areas and entering them into the statement;

Calculation of the operational area of ​​the facility and entering data into the statement;

Drawing planar structures on the plan, calculating their areas and entering them into the statement;

Drawing up a topographic plan in in electronic format with reference to the Unified State Cartographic Basis of the City of Moscow in formats that provide free import of data into geographic information systems;

Drawing up an inventory plan in accordance with the existing requirements of M1:500;

Approval of the Territory Improvement Passport in electronic form in the Department of Housing and Communal Services and the Department of Nature Management and Protection environment.

In order to increase the efficiency of generating and using data contained in the automated control system "Joint Dispatch Service of the Department of Housing and Communal Services and Improvement of the City of Moscow", to ensure electronic certification of urban facilities, the Moscow Government decides:

1. Approve:

1.1. The form of the passport for the improvement of the courtyard area (Appendix 1).

1.2. The procedure for developing, coordinating and approving a passport for the improvement of the courtyard area (Appendix 2).

2. Determine that:

2.1. Passports "Planning decision and landscaping of the territory", made for courtyard areas on paper and approved in the prescribed manner before September 15, 2014, are valid until the approval of the passport for the improvement of the courtyard territory in the manner prescribed by this resolution, but no later than December 31, 2014 G.

2.2. Passports for the integrated improvement of the territories of Moscow, made in the form approved by the Decree of the Mayor of Moscow dated December 31, 1999 N 1559-RM "On improving the operation and safety of objects of improvement of courtyard territories", are considered invalid from September 15, 2014.

2.3. 7. Amend the Decree of the Government of Moscow dated July 31, 2013 N 499-PP "On the automated control system" Unified Dispatch Service of the Department of Housing and Communal Services and Improvement of the City of Moscow ":

7.1. Paragraph 2.3 of the resolution shall be stated in the following wording:

"2.3. ACS ODS is the only source information, including those used to maintain other information systems of the city of Moscow, about the objects of the ACS UDS: vehicles, designed to perform work on the maintenance of road facilities and courtyard areas, the removal of solid waste, and on urban facilities, including:

- road facilities, including all structurally distinguished elements and engineering networks located at the road facility;

- yard areas;

- lifting devices for the disabled in apartment buildings;

- container sites for garbage and waste;

- other territories and facilities, the maintenance of which is carried out at the expense of the budget of the city of Moscow and is provided by the prefectures of the administrative districts of the city of Moscow and the Department of Housing and Communal Services and Improvement of the City of Moscow.

7.2. Paragraph 2.4 of the resolution shall be stated as follows:

"2.4. The conclusion of state contracts and civil law contracts in order to ensure the maintenance, improvement and current repair of urban facilities, as well as the approval of state assignments for state institutions that maintain courtyard areas, is carried out only on the basis of information about urban facilities specified in paragraph 2.3 of this resolution contained in the ACS UDS.

Settlements under state contracts and civil law agreements concluded in order to ensure the maintenance, improvement and current repair of urban facilities, as well as the provision of subsidies for financial support for the fulfillment of state tasks by state institutions of the city of Moscow that maintain courtyard areas, are carried out using ACS UDS. ".

7.3. The Resolution shall be supplemented with paragraph 2.5 as follows:

"2.5. Information about the objects of the municipal economy specified in paragraph 2.3 of this resolution, contained in the ACS of the UDS, are the basis for calculating the cost of integrated maintenance, current repairs, landscaping and ennoblement of these objects.".

7.4. In paragraph 4 of the resolution, the words "acting" shall be deleted.

7.5. Paragraph 1.2 of the appendix to the resolution shall be stated as follows:

"1.2. ACS UDS is a state information system of the city of Moscow, containing information on road facilities, including all structurally distinguished elements and engineering networks, courtyard areas, lifting devices for the disabled, container sites for garbage and waste, landscaping facilities and other territories and facilities, the maintenance of which is carried out at the expense of the city budget Moscow and is provided by the prefectures of the administrative districts of the city of Moscow and the Department of Housing and Communal Services and Improvement of the City of Moscow (hereinafter referred to as the objects of the ACS UDS), and provides automation of the processes of planning, reporting, accounting, monitoring, analysis of the maintenance of the objects of the ACS UDS.

7.6. Appendix to the Resolution shall be supplemented with clause 1.6.10 as follows:

"1.6.10. Preparation of passports for the objects of the automated control system of the ODS, specified in paragraph 1.2 of this Regulation, in electronic form (electronic certification).".

7.7. In clause 1.12 of the appendix to the resolution, the words "provider of information in the ACS of the ODS" should be deleted.

7.8. Paragraph 2.3.6 of the appendix to the resolution shall be stated as follows:

"2.3.6. Organization of information interaction with other information systems of the city of Moscow in order to receive and transmit information necessary to achieve the goals and objectives of the ACS UDS, including with:

2.3.6.1. Automated information system "Register of green spaces".

1. General Provisions

The procedure for developing, coordinating and approving a yard territory improvement passport (hereinafter referred to as the Procedure) determines the procedure for creating, adjusting (updating), agreeing and approving a yard area improvement passport in the automated control system "United Dispatch Service of the Department of Housing and Communal Services and Improvement of the City of Moscow" ( hereinafter - ACS UDS) in order to optimize the process of transition to electronic certification of courtyard areas and elements located on it.

2. Terms and definitions

2.1. Yard territory - the territory of the city of Moscow adjacent to one or more apartment buildings, which is in the primary use of the persons living in them and includes, among other things, the territory on which green spaces are located, entrances and approaches to these apartment buildings. The yard area may include leisure, sports and recreation and household areas, including parking spaces and container sites.

2.2. Intra-block passage - a public road within the boundaries of the block.

2.3. Passport for the improvement of the courtyard territory (hereinafter referred to as the Passport) is an electronic document (electronic passport) in the ACS of the UDS of the established form, containing inventory data on the territory and the elements located on it, design solutions carried out as part of the maintenance of the territory and in cases established by the legislation of the city of Moscow, improvement of the territory, as well as a list of work performed.

3. The procedure for the development, approval and approval of the Passport. Updating the Passport

3.1. The passport is being developed for all domestic territories located in the city of Moscow.

The inventory of yard territories, the development and updating of the Passports is provided by the Department of Housing and Communal Services and Improvement of the City of Moscow at the expense of budgetary appropriations provided for by the said Department by the Law of the City of Moscow on the budget of the City of Moscow for the corresponding financial year and planning period for these purposes. The implementation of work on the inventory of yard territories, the development and updating of Passports is carried out by a state institution of the city of Moscow, subordinate to the Department of Housing and Communal Services and Improvement of the City of Moscow, on the basis of a state task.

3.2. The boundaries of the territories for which the Passports are being developed are established by the administrations of the districts of the city of Moscow or the executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow, together with the Department of Housing and Communal Services and Improvement of the City of Moscow, taking into account the following features:

3.2.1. It is not allowed to cross the borders of the territories indicated in the Passports.

3.2.2. It is not allowed to establish the boundaries of the territories indicated in the passports, leading to the formation of ownerless objects, determined by the Decree of the Government of Moscow of June 14, 2011 N 262-PP "On the procedure for maintaining individual landscaping objects on the territory of the city of Moscow."

3.3. The passport is not the basis for registration of land relations.

3.4. The passport is developed based on the results of a field survey of the territory and the elements located on it (hereinafter referred to as the inventory).

3.5. Inventory work is carried out on the basis of up-to-date data of the Unified State Cartographic Base of the City of Moscow in electronic form with drawing the boundaries of the territory for which the Passport was developed on the Unified State Cartographic Base of the City of Moscow in formats that ensure the free introduction of data into geographic information systems.

3.6. The passport is subject to approval by the Department of Nature Management and Environmental Protection of the city of Moscow, the prefectures of the administrative districts of the city of Moscow (with the exception of the prefecture of the Troitsky and Novomoskovsk administrative districts of the city of Moscow) or the executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow. Wherein:

3.6.1. The Department of Nature Management and Environmental Protection of the city of Moscow approves the Passport in terms of the compliance of the Passport data with the actual state of green spaces in courtyard areas.

3.6.2. The prefectures of the administrative districts of the city of Moscow (with the exception of the prefecture of the Troitsky and Novomoskovsk administrative districts of the city of Moscow) or the executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow agree on the Passport in terms of the compliance of the data of the Passport with the actual state of the elements located in the courtyard areas, with the exception of green areas plantations.

3.7. The passport is approved by the Department of Housing and Communal Services and Improvement of the City of Moscow.

3.8. The period of coordination and approval of passports cannot exceed 20 calendar days from the day following the day of registration of the application for consideration of the Passport.

3.9. Refusal to agree and approve the Passport and the procedure for eliminating comments:

3.9.1. If there are comments, the persons who coordinate or approve the Passport in accordance with paragraphs 3.6-3.8 of this Procedure, make a reasoned decision to refuse to agree or approve the Passport, indicating the reasons for such refusal and send it to the person who submitted the Passport for approval.

3.9.2. The Passport must be finalized within thirty days from the date of the decision to refuse approval of the Passport and re-submitted for approval and approval to the person who made the decision to refuse approval or approval of the Passport.

3.9.3. The term for re-examination of the Passport cannot exceed 20 calendar days from the day following the day of registration of the application for re-examination of the Passport.

3.9.4. Coordination and approval of the Passport is carried out in the ACS UDS using an electronic signature.

3.10. Creation and updating of the Passport:

3.10.1. A new passport is developed in the event of the formation of a new courtyard territory, the division of an existing courtyard territory into several courtyard territories, the merger of several courtyard territories, and also in the absence of an approved Passport for a courtyard territory. In all other cases, the existing passport is updated.

3.10.2. The actualization of the Passport is carried out in case of changes in the data on the courtyard area and the elements located on it, specified in the Passport.

3.10.3. The prefectures of the administrative districts of the city of Moscow (with the exception of the prefecture of the Troitsky and Novomoskovsk administrative districts of the city of Moscow) or the executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow are obliged to inform the Department of Housing and Communal Services every month before the 10th day of the month following the reporting one and improvement of the city of Moscow on the need to carry out work to create a new Passport or update the Passport with documents confirming changes in the data on the courtyard area and the elements located on it.

3.10.4. The creation of a new Passport or the updating of the Passport is carried out in the ACS of the ODS within 20 days after the Department of Housing and Communal Services and Improvement of the City of Moscow receives information about the need to carry out work to create a new Passport or update the Passport.

3.10.5. Passports approved in accordance with this Procedure are subject to updating.

3.10.6. Coordination and approval of passports during updating is carried out in accordance with paragraphs 3.6-3.9 of this Procedure.

3.10.7. Changes to the data of the Passport are made to the ACS of the UDS in accordance with paragraphs 3.2-3.5 of this Procedure.

3.10.8. To simplify the procedure for updating the Passport in the ACS ODS, it is possible to make changes only to those sections of the Passport in which changes have occurred, without filling in the remaining sections with the automated generation of a new version of the Passport.

3.10.9. The data of the Passport is updated as they change.

3.11. The validity of the Passport is 1 year from the date of approval. At the end of the validity period of the Passport, it is updated in accordance with this Procedure.

3.12. In the case of an adjoining intra-quarter passage to only one courtyard area, it is necessary to include this intra-quarter passage in the Passport developed for the courtyard territory.

4. Project proposals

4.1. Improvement and beautification of courtyard areas are carried out on the basis of the terms of reference for the performance of works on the improvement and beautification of courtyard areas (hereinafter referred to as the terms of reference), unless otherwise established by regulatory legal acts of the Moscow Government.

4.2. Prefectures of administrative districts of the city of Moscow, executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow or government agencies the cities of Moscow, providing the maintenance of the yard territory, ensure the performance of work on the development of technical specifications.

4.3. The terms of reference necessarily include a section of project proposals, which is an integral part of the Passport and consists of sections:

- "Planning decision of the courtyard territory" (scale 1:500), developed on a geo-based basis, which displays the boundaries of works on the improvement and beautification of the territory, elements of improvement objects and their location;

- a list of ongoing works on the improvement and beautification of courtyard areas.

4.4. The terms of reference are made in triplicate on paper.

4.5. The terms of reference are approved by the prefectures of the administrative districts of the city of Moscow, the executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow or state institutions of the city of Moscow that ensure the maintenance of the courtyard territory, and are entered into the ACS of the ODS.

4.6. For the performance of works on the improvement and beautification of courtyard areas, a technical opinion of the State Unitary Enterprise of the City of Moscow "Moscow City Trust for Geological, Geodetic and Cartographic Works" on project proposals is required.

5. Final provisions

The executive authorities of the city of Moscow, the executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow or state institutions of the city of Moscow that ensure the maintenance of the yard territory, have the right to prepare a copy of the Passport from the ACS UDS on paper and certify with their seal.
