PAC STATE UNIVERSITY Admission Rules
I. General provisions
- 1. These Admission Rules for 2012/2013 academic year to the Federal State Budgetary Educational Institution of Higher Professional Education "Pacific State University"(hereinafter referred to as the Rules) are drawn up on the basis of the Procedure for the admission of citizens to educational institutions higher professional education, approved by order of the Ministry of Education and Science Russian Federation No. 2895 dated December 28, 2011 (hereinafter referred to as the Procedure).
- 2. These Rules regulate the admission of citizens of the Russian Federation (hereinafter referred to as citizens, applicants, applicants), foreign citizens, stateless persons (hereinafter - foreign citizens, persons entering, applicants) to the federal state budgetary educational institution of higher professional education "Pacific State University" (hereinafter - Pacific State University, PNU, higher educational institution, university) for training in basic educational programs of higher professional education at the expense of the federal budget and under contracts with payment of tuition fees with legal entities and (or) individuals (hereinafter referred to as the contract with payment of tuition fees).
- 3. Admission of citizens to a higher educational institution for the first year for study in undergraduate programs and specialist training programs is carried out:
- 3.1. Based on the results of the unified state exam (hereinafter referred to as the USE) in general education subjects corresponding to the direction of training (specialty) for which admission is carried out, unless otherwise provided by the legislation of the Russian Federation in the field of education, and based on the results of additional entrance tests of a creative orientation (in the areas of bachelor's degree "Architecture", "Design of the architectural environment" and "Journalism") - persons with secondary (complete) general or secondary vocational education.
- 3.2. Based on the results of entrance examinations, the form of which is determined by the university independently, the following categories of citizens (at their request) if they do not have the results of the Unified State Examination of the current year:
- - having a secondary (complete) general education received before January 1, 2009;
- - having a secondary vocational education - when admitted to study in undergraduate programs or training programs for a specialist of the relevant profile;
- - having a secondary (complete) general education received in educational institutions of foreign states.
- 3.3. Based on the results of entrance examinations, the form and list of which are determined by the university independently, the following categories of citizens:
- - having a secondary vocational education - upon admission to study under an abridged bachelor's program of the corresponding profile;
- - having a higher professional education - when applying for undergraduate studies, specialist training programs.
- 3.4. Admission of citizens with disabilities can be carried out both on the basis of the results of the Unified State Examination, and on the basis of the results of entrance examinations conducted by the university independently (in the absence of the results of the Unified State Examination), the specifics of which are established by Chapter VI of the Order.
- 4. The results of the Unified State Examination, recognized as the results of entrance examinations in general education subjects corresponding to the direction of training (specialty) for which admission is carried out, cannot be lower than the established Federal Service on supervision in the field of education and science of the minimum number of points according to the results of the Unified State Examination in such general education subjects, confirming the development general education program secondary (complete) general education in accordance with the requirements of the federal state educational standard.
- 5. University for each area of training (specialty):
- - has the right to establish a minimum number of points based on the results of the Unified State Examination, entrance examinations conducted by the university independently, confirming the successful completion of entrance examinations in general education subjects, exceeding the minimum number of points established by the Federal Service for Supervision in Education and Science, confirming the development of the general education program of the secondary (complete) general education;
- - establishes the minimum number of points, confirming the successful completion of additional entrance tests of a creative orientation.
- 6. Additional entrance tests of a creative orientation for admission to the first year in the areas of bachelor's degree "Architecture", "Design of the architectural environment" and "Journalism" are held in subjects for which the USE is not conducted.
- 7. Admission to PNU is carried out separately for undergraduate programs, specialist training programs and master's programs for education at the expense of the federal budget of the Russian Federation on a competitive basis, unless otherwise provided by the legislation of the Russian Federation, and in places with payment of the cost of education by individuals and (or) legal entities.
- 8. A higher educational institution transfers, processes and provides personal data received in connection with the admission of citizens to a university, received in accordance with the requirements of the legislation of the Russian Federation in the field of personal data, without obtaining the consent of these persons to the processing of their personal data.
- 9. Categories of citizens who have the right to enter state-accredited higher education institutions without entrance examinations, out of competition, subject to successful completion of entrance examinations, the preferential right to enter for education at the expense of the relevant budgets of the budgetary system of the Russian Federation, are determined by the legislation of the Russian Federation.
- 10. Admission to the second and subsequent courses is carried out on the basis of attestation tests conducted by the university independently.
- 11. Admission to study in master's programs is carried out on the basis of applications from citizens with higher professional education, based on the results of entrance examinations conducted by the university independently.
- 12. The target figures for the admission of citizens for training at the expense of the federal budget of the Russian Federation (hereinafter referred to as the KTsP) are set on a competitive basis in the areas of training (specialties) implemented at PNU.
- 13. Quantity budget places for the admission of students to the second and subsequent courses in the field of study or specialty is determined by the university as the difference between budget places for admission to the first year in this field of study or specialty of the corresponding year of admission and the actual number of students enrolled in the field of study or specialty of the corresponding course.
- 14. PNU has the right to carry out targeted admission of students within the KTsP in accordance with agreements concluded with state authorities, bodies local government in order to assist them in the training of specialists of the relevant profile, and to organize a separate competition for these places.
- 15. A higher educational institution has the right to carry out, in accordance with the legislation of the Russian Federation in the field of education, in addition to the established KTsP students, the training of specialists under the relevant agreements with the payment of the cost of education by legal entities and (or) individuals.
II. Organization of admission of citizens to the university
16. The organization of admission, including the organization of additional entrance examinations, competition and admission to the university is carried out by the selection committee.
Chairman admission committee is the rector of PNU.
- 16.1. The composition, powers and procedure for the activities of the selection committee are determined by the regulation on it, approved by the rector.
- 16.2. The work of the selection committee and office work, as well as the personal reception of applicants and their parents (legal representatives) is organized by the executive secretary of the selection committee, who is appointed by the rector.
- 16.3. To organize and conduct entrance examinations for citizens with disabilities and categories of citizens specified in subparagraphs 3.2 and 3.3 of paragraph 3 of these Rules, entrance examinations for training in master's programs, additional entrance examinations of a creative orientation, the chairman of the selection committee approves the composition of the examination and appeal commissions.
The powers and procedure for the activities of the examination and appeal commissions are determined by their regulations, approved by the chairman of the selection committee.
- 16.4. To organize and conduct attestation tests for admission to the second and subsequent courses at the university, attestation and appeal commissions are created. The procedure for the formation, composition, powers and procedure for the activities of attestation and appeal commissions, as well as the procedures for conducting attestation tests, are determined by the relevant provisions approved by the chairman of the selection committee.
- 17. Upon admission to a higher educational institution, observance of the rights of citizens in the field of education established by the legislation of the Russian Federation, publicity and openness of the work of the selection committee, objectivity in assessing the abilities and inclinations of applicants, accessibility of the management of the selection committee at all stages of the admission.
The selection committee is obliged to control the accuracy of the information provided by applicants. In order to confirm the accuracy of the specified information, the selection committee has the right to apply to the relevant state Information Systems, state (municipal) bodies and organizations.
18. PNU enters into the federal information system the information necessary for information support admission of citizens to educational institutions of higher professional education.
III. Organization of informing applicants
- 19. A higher educational institution announces the admission of citizens to study in the main educational programs of higher professional education only if there is a license to carry out educational activities these educational programs.
- 20. In order to familiarize the applicant and (or) his parents (legal representatives), the higher educational institution places on the official website: the charter; a copy of the license for educational activities (with attachments); a copy of the certificate of state accreditation of the university (with attachments); main educational programs higher professional education, implemented by a higher educational institution.
- 21. The admissions committee on the official website of the higher education institution and at the information stand before the start of accepting documents places the following information, signed by the chairman of the selection committee.
- 22. The information specified in paragraphs 20 and 21 of these Rules is posted on the information stand of the admission committee and on the official website of the higher educational institution. .
- 23. Information on the number of applications submitted, including a complete list of applicants by name, must be provided for each area of training (specialty), with the allocation of forms of education, separately for places under the CPC and for places under contracts with payment of the cost training and is posted on the official website of the university and at the information stand of the admissions committee.
IV. Acceptance of documents from applicants
- 24. Acceptance of documents for the first year begins on June 20 (with the exception of the acceptance of documents for study in reduced correspondence bachelor's programs).
- 25. Admission to the PNU for training in the main educational programs of higher professional education is carried out at the request of citizens.
- 26. An applicant for the first year for undergraduate or specialist training programs has the right to apply and participate in competitions at the same time to no more than five universities and no more than three areas of training (specialties) of PNU. At the same time, an applicant has the right to submit such an application simultaneously for various forms of education, according to which the main educational programs are implemented at the university, as well as simultaneously for places under the CPC and for places under contracts with payment of tuition fees.
- 26.1. Persons who, in accordance with the legislation of the Russian Federation, have the right to enter without entrance examinations, out of competition, subject to successful completion of entrance examinations, or the preferential right to enter state-accredited educational institutions of higher professional education for training at the expense of the relevant budgets of the budgetary system of the Russian Federation, can use the right granted to them by submitting an application for admission to one of the state-accredited educational institutions of higher professional education, respectively, for one direction of training (specialty) at the choice of the applicant. In other state-accredited educational institutions of higher professional education, these persons have the right to enter on a competitive basis in accordance with the legislation of the Russian Federation in the field of education.
- 27. When applying for admission to a higher educational institution, the applicant provides, at his own discretion:
- - original or photocopy of documents proving his identity, citizenship;
- - the original or a photocopy of a state-recognised document on education (except for the persons specified in paragraph 34 of these Rules);
- - 4 photographs 3x4 cm for persons entering the areas of training (specialty) for which additional entrance tests of a creative orientation are carried out or entrance tests conducted by the university independently.
- 28. For studying in master's programs, applicants provide a bachelor's degree, a specialist's diploma with a higher vocational education, specialist diploma or master's degree at the time of application.
- 29. The persons specified in paragraphs 9 and 9.1 of these Rules, upon admission to higher educational institutions, provide, at their discretion, the original or a photocopy of the relevant documents when submitting an application.
- 30. For the first year for study in the direction of undergraduate (specialty), applications are accepted from persons who have a state document on secondary (complete) general education, secondary vocational education or higher vocational education, as well as a document on primary vocational education, if it contains a record of receiving secondary (complete) general education.
- 31. For the second and subsequent courses, applications are accepted from persons who have a state-recognised diploma of incomplete higher professional education, an academic certificate of the established form or a state-recognized document of higher professional education.
- 32. In the application, applicants shall indicate the following mandatory information:
- 1) surname, name, patronymic (the last one - if any);
- 2) date of birth;
- 3) details of the document proving his identity, when and by whom it was issued;
- 4) information about the previous level of education and a certificate of education confirming it;
- 5) the direction of training (specialty), for which he plans to enter a university, indicating the form of education and the conditions of study (within the framework of the CPC, places under contracts with payment of tuition fees);
- 6) information about passing the USE and its results or the place of passing the USE (if there are several USE results that have not expired, the applicant indicates which USE results and in what general education subjects he uses);
- 7) on participation in the competition on the basis of entrance examinations conducted by the university independently (for citizens specified in subparagraph 3.2 of paragraph 3 of these Rules), if they do not have the results of the Unified State Examination of the current year;
- 8) the person has/does not have a diploma of the winner or prize-winner of the corresponding Olympiad for schoolchildren (if any, indicating the name of the Olympiad, details of the diploma of the winner or prize-winner of this Olympiad);
- 9) the presence / absence of a person's right to be classified as a person specified in paragraph 9 of these Rules (if any - indicating information about the document confirming the existence of such a right);
- 10) the need to provide a hostel.
The application also records the fact of familiarization (including through public information systems) with copies of the license to carry out educational activities, the certificate of state accreditation of the university and its annexes, or the absence of a copy of this certificate. The fact of familiarization is certified by the personal signature of the applicant.
- 33. When submitting documents, it is prohibited to charge fees from applicants, as well as requiring applicants to provide original state-recognised documents on education (except as provided for in paragraph 34 of these Rules), to provide other documents not provided for by these Rules.
- 34. Persons entering the target places, as well as the persons specified in subparagraph 26.1 of paragraph 26, along with the documents specified in paragraph 27 of these Rules, provide the original state document on education.
- 35. Applicants have the right to send an application for admission to the first year, as well as Required documents through public postal operators (hereinafter - by mail), as well as in electronic digital form.
- 36. When sending documents by mail, the applicant shall attach to the application for admission photocopies of documents proving his identity and citizenship, a photocopy of a state-recognized document on education, a photocopy of a military ID (for persons undergoing military service conscripted and dismissed from military service and using the results of the Unified State Examination, which they passed within a year before being called up for military service), as well as other documents provided for by these Rules.
- 37. A personal file is opened for each applicant, in which all submitted documents, materials for passing entrance examinations (including additional entrance examinations), attestation tests (including an extract from the protocol of the decision of the appeal commission of a higher educational institution) are stored.
- 38. Upon personal submission of documents, an applicant is issued a receipt confirming the acceptance of documents.
- 39. Upon written application, applicants have the right to take the original document of education and other documents provided by applicants. Documents must be returned by the university within the next business day after the application is submitted.
The organization of additional admission and enrollment is carried out in accordance with these Rules, while the deadlines for the submission by applicants of the original state document on education and the deadlines for enrollment of applicants are published on the official website of the university and at the information stand of the selection committee, while enrollment ends no later than August 15.
2. PRACTICAL PART

For eight days of work of the selection committee, 1379 applicants applied for admission to the Pacific State University. 3.4. Admission of citizens with disabilities can be carried out both on the basis of the results of the Unified State Examination, and on the basis of the results of entrance examinations conducted by the university independently (in the absence of the results of the Unified State Examination), the specifics of which are established by Chapter VI of the Order.
4. The results of the USE, recognized as the results of entrance examinations in general education subjects corresponding to the field of study (specialty) for which admission is carried out, cannot be lower than the minimum number of points established by the Federal Service for Supervision in Education and Science according to the results of the USE in such general education subjects , confirming the development of the general education program of secondary (complete) general education in accordance with the requirements of the federal state educational standard.
5. University for each area of training (specialty):
The right to establish a minimum number of points based on the results of the Unified State Examination, entrance examinations conducted by the university independently, confirming the successful completion of entrance examinations in general subjects, exceeding the minimum number of points established by the Federal Service for Supervision in Education and Science, confirming the development of the general education program of secondary (complete) general education ;
Sets the minimum number of points, confirming the successful completion of additional entrance tests of a creative orientation.
The established minimum number of points cannot be changed by the university until the completion of the enrollment procedure.
6. Additional introductory tests of a creative orientation upon admission to the first year in the areas of bachelor's degree "Architecture", "Design of the architectural environment", "Technology of artistic processing of materials", "Journalism" and "Decorative and applied arts and folk crafts" are held in subjects, in who do not pass the exam.

Admission to PNU is carried out separately for undergraduate programs, specialist training programs and master's programs for education at the expense of the federal budget of the Russian Federation on a competitive basis, unless otherwise provided by the legislation of the Russian Federation, and in places with payment of the cost of education by individuals and (or) legal entities.

9.1. Winners and prize-winners of Olympiads for schoolchildren held in the manner established by the Ministry of Education and Science of the Russian Federation are admitted to PNU for training in undergraduate programs and specialist training programs in areas of training (specialties) corresponding to the profile of the Olympiad for schoolchildren, in the manner established by the Ministry of Education and Science Russian Federation.
10. Admission to the second and subsequent courses is carried out on the basis of attestation tests conducted by the university independently.
11. Admission to study in master's programs is carried out on the basis of applications from citizens with higher professional education, based on the results of entrance examinations conducted by the university independently.

15. A higher educational institution has the right to carry out, in accordance with the legislation of the Russian Federation in the field of education, in addition to the established KTsP students, the training of specialists under the relevant agreements with the payment of the cost of education by legal entities and (or) individuals.

16.4. To organize and conduct attestation tests for admission to the second and subsequent courses at the university, attestation and appeal commissions are created. The procedure for the formation, composition, powers and procedure for the activities of attestation and appeal commissions, as well as the procedures for conducting attestation tests, are determined by the relevant provisions approved by the chairman of the selection committee.
17. Upon admission to a higher educational institution, observance of the rights of citizens in the field of education established by the legislation of the Russian Federation, publicity and openness of the work of the selection committee, objectivity in assessing the abilities and inclinations of applicants, accessibility of the management of the selection committee at all stages of the admission.
The selection committee is obliged to control the accuracy of the information provided by applicants. In order to confirm the accuracy of the specified information, the selection committee has the right to apply to the relevant state information systems, state (municipal) bodies and organizations.
18. PNU enters into the federal information system the information necessary for information support for the admission of citizens to educational institutions of higher professional education.
III. Organization of informing applicants
19. A higher educational institution announces the admission of citizens to study in the main educational programs of higher professional education only if there is a license to carry out educational activities in these educational programs.
20. In order to familiarize the applicant and (or) his parents (legal representatives), the higher educational institution places on the official website: the charter; a copy of the license for educational activities (with attachments); a copy of the certificate of state accreditation of the university (with attachments); the main educational programs of higher professional education implemented by a higher educational institution.
21. The admission committee on the official website of the higher educational institution and at the information stand before the start of accepting documents places the following information, signed by the chairman of the selection committee:
The list of areas of training (specialties) for which the university announces admission in accordance with the license to carry out educational activities (Appendix 1);
Annual rules for admission to a higher educational institution;
The list of entrance examinations in general education subjects for each area of training (specialty) in accordance with the List of entrance examinations to state-accredited educational institutions of higher professional education, approved by the Ministry of Education and Science of the Russian Federation (hereinafter - the List of entrance examinations) (Appendix 2);
The list and information on the forms of conducting additional entrance tests of a creative orientation in the areas of training (specialties) that require applicants to have certain creativity, physical and (or) psychological qualities, their programs, rules for their implementation;
List and information on the forms of conducting entrance examinations for persons with higher professional education, and the rules for their conduct;
List and information on the forms of conducting entrance examinations for training in master's programs and attestation examinations for admission to the second and subsequent courses and the rules for their conduct;
A list and information on the forms of conducting entrance examinations for persons with secondary vocational education and entering to study under an abbreviated bachelor's program of the corresponding profile, and the rules for their conduct;
Information on the forms of conducting entrance examinations for the categories of citizens specified in subparagraph 3.2 of paragraph 3 of these Rules, and the rules for their conduct;
Programs of entrance examinations conducted by the university independently, and the rules for their conduct;
Information on the forms of conducting entrance examinations for foreign citizens and the rules for their conduct;
Information on the possibility of accepting applications and necessary documents provided for by these Rules in electronic digital form;
Timing information conducting the exam for passing the exam by persons who do not have the results of the exam.
The total number of places for admission to the first year in each area of training (specialty), including various forms of education;
KTsP for admission to the first year in each area of training (specialty), including various forms of education;
KTsP allocated for targeted admission in each area of training (specialty), including various forms of education;
The number of places in each area of training (specialty) under contracts with payment of tuition fees;
The number of places allocated for admission to the first year for studying in an abbreviated undergraduate program of the corresponding profile;
CPC allocated for admission to study in master's programs;
Sample contract for applicants to places under contracts with payment of tuition fees;
The procedure for organizing a competition for places within the framework of the CPC and for places under contracts with payment of tuition fees;
Benefits provided to winners and prize-winners of Olympiads for schoolchildren of various levels, held in accordance with the Procedure for holding Olympiads for schoolchildren;
Rules for filing and considering appeals based on the results of additional entrance examinations, entrance examinations conducted by the university independently, and attestation tests;
Information about the availability of hostel(s) and the number of places in hostels for nonresident applicants.
The minimum number of points according to the results of the Unified State Examination, entrance examinations conducted by the university independently, confirming the successful completion of entrance examinations in general education subjects included in the list of entrance examinations for each area of study (specialty);
Deadlines for entrance examinations for training in master's programs and attestation tests for the second and subsequent courses;
The admissions committee is obliged to provide applicants who personally applied for admission and do not have the results of the Unified State Exam, information about the place of registration for passing the Unified State Examination in the additional terms of the Unified State Examination in the subject of the Russian Federation at the location of the university.
21.4. The number of vacant budget places for admission to the second and subsequent courses, financed from the federal budget, for each area of training (specialty) PNU announces twice a year at the beginning of each semester.
22. The information specified in paragraphs 20 and 21 of these Rules is posted on the information stand of the selection committee and on the official website of the higher education institution.
The admission committee of the university ensures the functioning of special telephone lines and a section of the university website for responding to requests related to the admission of citizens to the university.
23. Information on the number of applications submitted, including a complete list of applicants by name, must be provided for each area of training (specialty), with the allocation of forms of education, separately for places under the CPC and for places under contracts with payment of the cost training and is posted on the official website of the university and at the information stand of the admissions committee.
IV. Acceptance of documents from applicants
24. Acceptance of documents for the first year begins on June 20 (with the exception of the acceptance of documents for study in reduced undergraduate programs of part-time and part-time forms).
Graduates of past years, graduates of educational institutions of primary vocational and secondary vocational education, as well as citizens with secondary (complete) general education received in educational institutions of foreign states, who were not able to participate in the Unified State Examination during the period of the state (final) certification, have the right to apply application for participation in the Unified State Exam before July 5 in accordance with the Procedure for conducting a unified state exam, which is approved by the Ministry of Education and Science of the Russian Federation.
Acceptance of documents for the first year for undergraduate and specialist training programs (with the exception of applicants for correspondence courses) ends:
For persons entering the undergraduate programs "Architecture", "Design of the architectural environment", "Technology of artistic processing of materials", "Journalism" and "Decorative and applied arts and folk crafts", upon admission to which additional entrance tests of a creative orientation are carried out - 5'th of July;
For persons entering the PNU according to the results of entrance examinations conducted by the university independently - July 10;
Acceptance of documents for the first year for studying full-time master's programs, as well as for studying undergraduate and specialty programs of extramural studies ends on August 24.
Acceptance of documents for training in reduced full-time study programs ends on July 25.
Acceptance of documents for study under reduced part-time bachelor's programs begins on June 10 and ends on August 24.
Reception of documents for study under the shortened bachelor's programs of correspondence courses begins on March 1 and ends on August 24.
Acceptance of documents for admission to the second and subsequent courses is carried out during the academic year.
25. Admission to the PNU for training in the main educational programs of higher professional education is carried out at the request of citizens.
26. An applicant for the first year for undergraduate or specialist training programs has the right to apply and participate in competitions at the same time to no more than five universities and no more than three areas of training (specialties) of PNU. At the same time, an applicant has the right to submit such an application simultaneously for various forms of education, according to which the main educational programs are implemented at the university, as well as simultaneously for places under the CPC and for places under contracts with payment of tuition fees.
26.1. Persons who, in accordance with the legislation of the Russian Federation, have the right to enter without entrance examinations, out of competition, subject to successful completion of entrance examinations, or the preferential right to enter state-accredited educational institutions of higher professional education for training at the expense of the relevant budgets of the budgetary system of the Russian Federation, can use the right granted to them by submitting an application for admission to one of the state-accredited educational institutions of higher professional education, respectively, for one direction of training (specialty) at the choice of the applicant. In other state-accredited educational institutions of higher professional education, these persons have the right to enter on a competitive basis in accordance with the legislation of the Russian Federation in the field of education.
27. When applying for admission to a higher educational institution, the applicant provides, at his own discretion:
Original or photocopy of documents proving his identity, citizenship;
The original or a photocopy of a state-recognised document on education (except for the persons specified in paragraph 34 of these Rules);
4 photographs 3x4 cm for persons entering the areas of training (specialty) for which additional entrance tests of a creative orientation are conducted or entrance tests conducted by the university independently.
Persons who did military service by conscription and were dismissed from military service, within a year after their dismissal from military service, upon admission for training at the expense of the federal budget of the Russian Federation at the PNU, are given the right to use the results of the unified state exam, which they passed during the year before being called up for military service. These persons provide a military ID upon admission to higher educational institutions.
28. For master's programs, applicants provide a bachelor's degree, a specialist's diploma with a higher professional education, a specialist's diploma or a master's degree at the time of application.
29. The persons specified in paragraphs 9 and 9.1 of these Rules, upon admission to higher educational institutions, provide, at their discretion, the original or a photocopy of the relevant documents when submitting an application.
When submitting an application, persons with disabilities provide, at their discretion, the original or a photocopy of a document confirming limited opportunities their health.
Disabled children, disabled people of groups I and II, who at the time of enrollment in accordance with paragraph 3 of Article 16 of the Law of the Russian Federation "On Education" have the right to be admitted to higher educational institutions out of competition, subject to successful completion of entrance examinations, provide an opinion federal agency medical and social expertise on the absence of contraindications for training in the relevant educational institutions.
30. For the first year for study in the direction of undergraduate (specialty) training, applications are accepted from persons who have a state document on secondary (complete) general education, secondary vocational education or higher vocational education, as well as a document on primary vocational education, if it contains there is a record of receiving a secondary (complete) general education.
31. For the second and subsequent courses, applications are accepted from persons who have a state-recognised diploma of incomplete higher professional education, an academic certificate of the established form or a state-recognized document of higher professional education.
32. In the application, applicants shall indicate the following mandatory information:
1) surname, name, patronymic (the last one - if any);
2) date of birth;
3) details of the document proving his identity, when and by whom it was issued;
4) information about the previous level of education and a certificate of education confirming it;
5) the direction of training (specialty), for which he plans to enter a university, indicating the form of education and the conditions of study (within the framework of the CPC, places under contracts with payment of tuition fees);
6) information about passing the USE and its results or the place of passing the USE (if there are several USE results that have not expired, the applicant indicates which USE results and in which general education subjects he uses);
7) on participation in the competition on the basis of entrance examinations conducted by the university independently (for citizens specified in subparagraph 3.2 of paragraph 3 of these Rules), if they do not have the results of the Unified State Examination of the current year;
8) the person has/does not have a diploma of the winner or prize-winner of the corresponding Olympiad for schoolchildren (if any, indicating the name of the Olympiad, details of the diploma of the winner or prize-winner of this Olympiad);
9) the presence / absence of a person's right to be classified as a person specified in paragraph 9 of these Rules (if any - indicating information about the document confirming the existence of such a right);
10) the need to provide a hostel.
The application also records the fact of familiarization (including through public information systems) with copies of the license to carry out educational activities, the certificate of state accreditation of the university and its annexes, or the absence of a copy of this certificate. The fact of familiarization is certified by the personal signature of the applicant.
The signature of the applicant is also certified by the following:
Obtaining higher professional education of this level for the first time;
Confirmation of application to no more than five universities;
Familiarization (including through public information systems) with the date of submission of the original state document on education;
Familiarization (including through public information systems) with the rules for filing an appeal upon admission based on the results of entrance examinations conducted by the university independently, additional entrance examinations and attestation tests.
In the event that an applicant submits an application that does not contain all the information provided for in subparagraphs 1-10 of this paragraph, and (or) information that does not correspond to reality, the university returns the documents to the applicant.
33. When submitting documents, it is prohibited to charge fees from applicants, as well as requiring applicants to provide original state-recognised documents on education (except as provided for in paragraph 34 of these Rules), to provide other documents not provided for by these Rules.
34. Persons entering the target places, as well as the persons specified in subparagraph 26.1 of paragraph 26, along with the documents specified in paragraph 27 of these Rules, provide the original state document on education.
35. Applicants have the right to send an application for admission to the first course, as well as the necessary documents through public postal operators (hereinafter - by mail), as well as in electronic digital form.
Documents sent by the applicant by mail are accepted when they enter the university no later than the deadlines established by paragraph 24 of these Rules for completing the acceptance of documents.
36. When sending documents by mail, the applicant attaches to the application for admission photocopies of documents proving his identity and citizenship, a photocopy of a state-recognized document on education, a photocopy of a military ID (for persons who completed military service by conscription and dismissed from military service and using the results of the Unified State Examination handed over by them within a year before being called up for military service), as well as other documents provided for by these Rules.
37. A personal file is opened for each applicant, in which all submitted documents, materials for passing entrance examinations (including additional entrance examinations), attestation tests (including an extract from the protocol of the decision of the appeal commission of a higher educational institution) are stored.
38. Upon personal submission of documents, an applicant is issued a receipt confirming the acceptance of documents.
39. Upon written application, applicants have the right to take the original document of education and other documents provided by applicants. Documents must be returned by the university within the next business day after the application is submitted.
V. Entrance tests
40. When enrolling in the first year of bachelor and specialist training programs, the university establishes three entrance tests, including entrance tests in the Russian language and in the specialized general education subject specified in the List of entrance tests, as well as additional entrance tests of a creative orientation in the areas of bachelor's degree " Architecture", "Design of the architectural environment", "Technology of artistic processing of materials", "Journalism" and "Decorative and applied arts and folk crafts" (Appendix 2).
Entrance tests of a creative orientation for admission to the first year in the areas of bachelor's degree "Architecture", "Design of the architectural environment", "Technology of artistic processing of materials", "Journalism" and "Decorative and applied arts and folk crafts" are held as scheduled from July 6.
Entrance examinations conducted by PNU independently, when admitted to the first year of the full-time department, are held according to the schedule from July 16.
All entrance examinations conducted by the university independently upon admission to the first year, including additional entrance examinations, are completed no later than July 25 (with the exception of admission for correspondence courses, master's programs and certification tests).
Entrance tests conducted by PNU independently, upon admission to the first year correspondence department and are held in two streams: from July 16 and from August 26.
Entrance examinations for admission to the magistracy are held in two streams: from July 2 and from September 2.
41. The results of all entrance examinations are evaluated on a hundred-point scale.
41.1. Results of winners and prize-winners final stage All-Russian Olympiad schoolchildren, members of the national teams of the Russian Federation who participated in international Olympiads in general subjects and formed in the manner determined by the Ministry of Education and Science of the Russian Federation, are recognized as a higher educational institution as top results entrance examinations ("100" points) in these general education subjects for admission to areas of training (specialty) that do not correspond to the profile of the Olympiad.
42. Additional creative entrance tests are held in writing and in the form of viewing the submitted materials (if available - in the direction of the bachelor's degree "Journalism").
43. Entrance examinations conducted by the university independently are conducted in writing.
44. Additional entrance examinations may begin no earlier than the start of acceptance of documents and be carried out in several stages as the examination groups are formed from among the persons who submitted the necessary documents, may be carried out in parallel with passing the exam in additional terms of the USE by persons who do not have the results of the USE.
45. The entrance test for admission to study at the magistracy is carried out in writing according to the programs established by the PNU independently.
46. The university establishes the list, programs and form of certification tests for admission to the second and subsequent courses independently.
47. At entrance examinations (including additional entrance examinations, entrance examinations for master's programs), as well as at certification examinations, a calm and friendly atmosphere should be provided, and applicants should be given the opportunity to fully demonstrate their level of knowledge and skills.
During the entrance examinations, participants in these events and persons involved in their conduct are prohibited from carrying and using means of communication and electronic computing equipment (including calculators), with the exception of cases established by regulatory legal acts Russian Federation.
48. It is forbidden to count as entrance examinations (including additional entrance examinations) final examinations at preparatory departments, courses (schools) at universities.
49. The schedule of entrance examinations (including additional entrance examinations, entrance examinations for master's programs) and attestation examinations (subject, date, time, examination group and place of the examination, consultations, date of announcement of the results) is approved by the chairman of the selection committee or his deputy and be brought to the attention of applicants no later than June 20.
In the schedule of entrance examinations (including additional entrance examinations, entrance examinations for master's programs) and attestation examinations, the names of the chairmen of the examination committees and examiners are not indicated.
The schedule of entrance examinations (including additional entrance examinations, entrance examinations for master's programs) and attestation examinations must provide for an additional reserve day (days) for the persons specified in paragraph 53 of these Rules.
50. Applicants pass entrance examinations in Russian.
51. For applicants to the places under the KTsP (according to the general competition, according to targeted reception eligible for out-of-competition admission), as well as places under contracts with payment of tuition fees, for a certain area of training (specialty), for the corresponding course, the same entrance tests are established.
52. Persons who took the documents after the completion of the acceptance of documents or received at the entrance examinations (additional entrance examinations) a result below the established minimum number of points, confirming the successful completion of the entrance examinations (additional entrance examinations), are eliminated from the competition.
53. Persons who did not appear at the entrance test (additional entrance test) or attestation test for a good reason (illness or other documented circumstances) are admitted to them in parallel groups at the next stage of passing entrance tests (including additional entrance tests) or individually until their full completion.
54. When organizing the delivery of entrance examinations conducted by the university independently, additional entrance examinations for each direction of training (specialty) in several streams according to the appropriate form of education and (or) training conditions, the applicant is not allowed to re-participate in entrance examinations in another stream.
55. With the participation of an applicant in the competition on the basis of the results of the Unified State Examination, he is not allowed to pass the entrance examinations conducted by the university independently.
56. The results of entrance examinations for admission to full-time education are recognized by higher educational institutions as the results of entrance examinations for other forms of education and (or) conditions of study.
57. In case of non-compliance with the procedure for conducting entrance examinations conducted by the university independently, additional entrance examinations, members of the admissions committee, the examination committee conducting the entrance examination, have the right to remove the applicant from the place of the entrance examination with drawing up an act of removal. If an applicant is removed from the entrance examination, the university returns the accepted documents to the applicant.
VI. General Rules for Filing and Considering Appeals
58. Based on the results of an entrance examination conducted by the university independently, an additional entrance examination or certification test, an applicant has the right to file a written appeal with the Appeal Commission about the violation, in his opinion, of the established procedure for conducting the test and (or) disagreement with its (their) results ( hereinafter referred to as the appeal).
In the case of an entrance examination in writing, the applicant can familiarize himself with his work in the manner prescribed by the university.
The PNU appeal commissions do not accept appeals based on the results of entrance examinations in the form and according to USE materials. An appeal of disagreement with the results of the Unified State Examination is filed in an arbitrary written form addressed to the chairman of the conflict commission of the Khabarovsk Territory.
59. Consideration of an appeal is not a retake of the entrance test. During the consideration of the appeal, only the correctness of the assessment of the results of passing the entrance test is checked.
60. An appeal is filed by applicants in person the next day after the announcement of the assessment for the entrance test. At the same time, the applicant has the right to familiarize himself with his work, performed during the entrance examination, in the manner prescribed by the university. The Admissions Committee ensures the acceptance of appeals throughout the working day.
Consideration of appeals is carried out no later than the day after the day of familiarization with the work performed during the entrance examinations.
61. When considering entrance examinations (including additional entrance examinations), it is recommended to include in the appeal commission representatives of the executive authorities of the constituent entity of the Russian Federation that manage education in the field of education as independent experts.
62. The applicant has the right to be present during the consideration of the appeal. The applicant must have an identity document and an examination sheet with him.
63. With a minor applicant (under 18 years of age), one of the parents or legal representatives has the right to be present, except for minors recognized in accordance with the law as fully capable before reaching the age of majority.
64. After consideration of the appeal, a decision is made by the appeal commission on the assessment of the entrance test (both in the case of its increase, and decrease or leaving it unchanged).
65. If there are disagreements in the appeal commission, a vote is taken, and the decision is approved by a majority of votes.
The decision of the appeal commission drawn up by the protocol is brought to the attention of the applicant (against signature).
VII. The procedure for organizing targeted reception
66. PNU considers applications for targeted admission received from public authorities or local governments, and decides on the allocation of target places for each area of training (specialty) indicating their number within the CPC and within the quotas established by the founder.
PNU informs state authorities or local governments about the decision taken and concludes contracts with them for targeted admission, taking into account the competitive basis for admission to higher educational institutions.
The number of places for targeted admission for each area of training (specialty) is determined no later than one month before the start of acceptance of documents and should not exceed 15 percent of the total number of CPCs for each area of training (specialty), except as otherwise provided by the legislation of the Russian Federation. Applicants and the public are notified about this.
If it is necessary for the university to establish a higher proportion of applicants for targeted admission, it is agreed with the founder.
67. The number of target places cannot be increased during the acceptance of documents, entrance examinations and enrollment.
68. In the event that the parties contracting with the PNU do not provide competition for those sent to target places, the selection committee is obliged to reduce the number of allocated target places, inform the relevant state or municipal authorities about this and those entering the target places. All procedures for targeted admission are documented in the protocols of the selection committee.
69. Persons who did not pass the competition for target places may, on the basis of the available results of the Unified State Examination and the results of additional entrance examinations, participate in the general competition at this university for any form of education, if they indicated this when applying for admission to the university within the time limits established by paragraph 24 of these Rules.
70. Target places that remain vacant after passing the entrance examinations and enrollment are provided to persons participating in the general competition in the relevant areas of training (specialties).
VIII. Enrollment in an educational institution
71. The enrollment procedure is preceded by the announcement on July 27 on the official website of the university and on the information stand of the admissions committee approved by the chairman of the admissions committee, formed in the following sequence of complete surname lists of persons whose enrollment can be considered by the admissions committee for each area of training (specialty) for different conditions admission (for places within the framework of the CPC, including places allocated for admission to the first year for studying under an abbreviated undergraduate program, places under contracts with payment of tuition fees, places allocated for targeted admission) indicating the amount of points scored for all entrance tests (hereinafter - the complete list by surname):
Persons eligible for admission without entrance examinations;
Persons eligible for admission out of competition, subject to successful completion of entrance examinations, ranked in descending order of the number of points scored (with their indication);
Persons who have successfully passed the entrance examinations for places allocated for targeted admission, ranked in descending order of the number of points scored (with their indication);
Persons who have successfully passed the entrance examinations, ranked in descending order of the number of points scored (with their indication).
PNU daily, starting from July 31, updates on its official website full information on the provided original state documents on education by persons from the lists of persons recommended by the selection committee for enrollment in each area of training (specialty).
72. Persons with a higher number of points scored in entrance examinations, including additional entrance examinations, are enrolled in the direction of training (specialty), and with equal number points scored - persons with priority rights to enrollment; with an equal number of points scored in the entrance examinations, in the absence or presence of equal pre-emptive rights for enrollment - persons with more high score in a specialized general education subject (or an entrance test of a creative orientation for the undergraduate majors "Architecture", "Design of the architectural environment", "Technology of artistic processing of materials", "Journalism" and "Decorative and applied arts and folk crafts"), and in case of their equality - having a higher GPA education document.
73. Enrollment of applicants for study in the first year of undergraduate programs and specialist training programs, with the exception of applicants for education in correspondence form of study, is carried out in the following terms:
July 30 - announcement and placement on the official website of the university and at the information stand of the admission committee:
Order on enrollment from September 1 of the persons specified in subparagraph 26.1 of paragraph 26 of these Rules (with the exception of persons with a priority right), as well as persons entering the places allocated for targeted admission;
Lists of persons approved by the chairman of the admissions committee who have successfully passed the entrance examinations, ranked in descending order of the number of points scored (with their indication), with the allocation of lists of persons recommended by the selection committee for enrollment, for each area of training (specialty), taking into account the remaining number KCP;
August 4 - the completion of the provision of the original document of the state standard on education by persons who have successfully passed the entrance examinations, included in the lists of persons recommended by the selection committee for enrollment, for each area of training (specialty) upon admission to the places within the KTsP;
August 5 - publication, announcement and placement on the official website of the university and the information stand of the admissions committee of the order to enroll since September 1 persons from the list recommended by the admissions committee for enrollment in each area of training (specialty) who have successfully passed the entrance examinations for admission to places within the framework of the KTsP .
Persons included in the list of those recommended for enrollment and who have not submitted (withdrawn) the original state-recognized document on education within the time limits established by this paragraph are eliminated from the competition and are considered as refusing to be enrolled.
74. If there are vacancies, further enrollment is carried out from among the persons included in the complete list of persons by name, until the vacancies are completely filled according to the following schedule:
August 5 - announcement on the official website of the university and on the information stand of the selection committee approved by the chairman of the selection committee:
Surname lists of persons who have successfully passed the entrance examinations, ranked in descending order of the number of points scored (with their indication), with the allocation of lists of persons recommended by the admissions committee for enrollment in each area of training (specialty), taking into account the remaining number of places within the KTsP and (or) places within the framework of the CPC, vacated as a result of the return of documents to applicants who refused to enroll;
Surname lists of persons who have successfully passed the entrance examinations, ranked in descending order of the number of points scored (with their indication), with the allocation of lists of persons recommended by the selection committee for enrollment in each area of training (specialty) to places under contracts with payment of tuition fees;
August 9 - completion of the submission of the original document of the state standard on education by persons who have successfully passed the entrance examinations for admission to the places within the framework of the KTsP;
August 10 - publication, announcement and placement on the official website of the university and the information stand of the admissions committee of the order on enrollment from September 1 of persons who have successfully passed the entrance examinations for admission to the places under the CCP and submitted the original state document on education.
74.1. Enrollment of persons for study in undergraduate programs and specialist training programs under contracts with payment of tuition fees ends no later than 10 days before the start training sessions.
75. Enrollment for study in undergraduate programs and programs for training a specialist in correspondence form of study, for study in master's programs should be carried out after the completion of entrance examinations, including additional entrance examinations, and end no later than 10 days before the start of studies.
76. Upon a written application, the original state document on education and other documents previously provided by applicants must be returned by universities within the next working day after the application is submitted.
77. Applicants to the first year for undergraduate or specialist training programs, within the time limits established by these Rules, provide the university with:
When enrolling in places within the framework of the CPC - the original state document on education and 4 photos 3x4 cm (if they were not provided earlier);
When enrolling in places under contracts with payment of tuition fees, including when enrolling persons with higher professional education:
for studying as a student - the original state document on education and 4 photographs 3x4 cm (if they were not provided earlier);
for studying as a student - a certified photocopy of a state-issued document on education, 4 photographs 3x4 cm (if they were not provided earlier) and a certificate from the university where the applicant is a student.
78. An applicant who has sent documents by mail, upon providing the original state document on education, provides the original document proving his identity, a copy of which was sent to him by mail, and a military ID (if necessary).
79. Enrollment orders indicating the number of points scored in the entrance examinations both for places under the CPC and for places under contracts with payment of tuition fees, and the basis for admission (without entrance examinations, out of competition or targeted admission) are published on the official website university and at the information stand of the admission committee on the day of their publication and should be available to users until December 31 of the current year inclusive.
The order (orders) on admission to places for targeted admission must additionally contain information about the state authorities or local governments that sent the applicant for admission to the state or municipal university for targeted admission, indicating the existence of an agreement between the university and these bodies, with the exception of information , containing information constituting a state secret, and information containing scientific and technical information subject to export control, as well as, if available, information on the approval by the founder of the size of the quota for targeted intake.
80. Enrollment for study in undergraduate and extramural specialist training programs and for study in master's programs is made no later than 10 days before the start of studies, for study in the second and subsequent courses - during the academic year.
81. If there are places left vacant after enrollment based on the results of the competition or return of documents to applicants, the founder of the university, in exceptional cases, may grant the university the right to announce additional admission to areas of study (specialties) that are important for the development of the economy of the Russian Federation or a region, from among persons with USE results. At the same time, enrollment based on the results of additional admission must end no later than September 1.
The organization of additional admission and enrollment is carried out in accordance with these Rules, while the deadlines for the submission by applicants of the original state document on education and the deadlines for enrollment of applicants are published on the official website of the university and at the information stand of the selection committee, while enrollment ends no later than August 15.
IX. Features of the reception of foreign citizens
82. Admission of foreign citizens to higher educational institutions for undergraduate programs, specialist training programs and master's programs is carried out in the manner established by the Ministry of Education and Science of the Russian Federation, in accordance with international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the relevant budget budgetary system of the Russian Federation (including within the limits of the quota established by the Government of the Russian Federation), as well as under contracts with payment of tuition fees by individuals and (or) legal entities.
83. Admission of foreign citizens to PNU for training at the expense of the relevant budget is carried out:
83.1. Within the quota established by the Government of the Russian Federation, in accordance with the Decree of the Government of the Russian Federation of August 25, 2008 No. 638 "On cooperation with foreign countries in the field of education" (Collected Legislation of the Russian Federation, 2008, No. 35, Art. 4034; 2010 , No. 38, Art. 4825) (hereinafter - Resolution No. 638), - in the directions of the Ministry of Education and Science of the Russian Federation (hereinafter - the directions).
83.2. In accordance with the Agreement on Granting Equal Rights to Citizens of the States Parties to the Treaty on Deepening Integration in the Economic and Humanitarian Fields dated March 29, 1996, for admission to educational institutions, approved by Decree of the Government of the Russian Federation dated June 22, 1999 No. 662 (Collected Legislation of the Russian Federation, 1999, No. 27, Art. 3364), with the Agreement on Cooperation in the Field of Education, Tashkent, May 15, 1992 (Bulletin of International Treaties, 1994, No. 6, p. 9), with the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in the field of culture, science and education, approved by the Decree of the Government of the Russian Federation of February 2, 1994 No. 43 (Collected Acts of the President and Government of the Russian Federation, 1994, No. 6, Art. 465), and other international treaties Russian Federation.
83.3. Based on the participant's certificate State program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad who have become participants in the State Program for Assistance in the Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad, approved by Decree of the President of the Russian Federation of June 22, 2006 No. 637 (Collected Legislation of the Russian Federation , 2006, No. 26, article 2820; 2009, No. 11, article 1278; No. 27, article 3341; 2010, No. 3, article 275).
83.4. In accordance with the Federal Law of May 24, 1999 No. 99-FZ “On public policy of the Russian Federation in respect of compatriots abroad” (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 1999, No. 22, Art. 2670; 2002, No. 22, Art. 2031; 2004, No. 35, Art. 3607; 2006, No. 1, Art. 10; No. 31, article 3420; 2008, No. 30, article 3616; 2009, No. 30, article 3740; 2010, No. 30, article 4010) (hereinafter - Federal Law No. 99-FZ).
84. Admission of foreign citizens specified in subparagraphs 83.2 - 83.4 of paragraph 83 of these Rules to PNU for education at the expense of the federal budget is carried out on a competitive basis, unless otherwise provided by the legislation of the Russian Federation.
85. Admission of foreign citizens to PNU for training under contracts with payment of tuition fees by individuals and (or) legal entities is carried out on the conditions established by these Rules.
86. Admission of foreign citizens to PNU for training in basic educational programs that require a special procedure for the implementation of federal state educational standards in connection with the use of information containing scientific and technical information subject to export control is allowed only with the permission of the federal executive body, which is assigned founder functions.
87. Acceptance of documents for the first year is carried out in the following terms:
87.1. From foreign citizens specified in subparagraph 83.1 of paragraph 83 of these Rules, within the time limits established by the Ministry of Education and Science of the Russian Federation.
87.2. From foreign citizens specified in subparagraphs 83.2 - 83.4 of paragraph 83 of these Rules, within the time limits established by paragraph 24 of these Rules.
87.3. Acceptance of documents from foreign citizens entering for training under contracts with payment of tuition fees by individuals and (or) legal entities begins on May 1 and continues throughout the academic year.
88. When submitting an application (in Russian) for admission to a university, a foreign citizen provides the following documents:
A copy of the identity document of the applicant, or a document proving the identity of a foreign citizen in the Russian Federation in accordance with Article 10 federal law dated July 25, 2002 No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation” (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2002, No. 30, Art. 3032);
An original state-recognised document on education (or a duly certified copy thereof), or an original document of a foreign state on the level of education and (or) qualification recognized in the Russian Federation at the level of a state-recognised document on education (or a duly certified copy) , as well as in the case provided for by the legislation of the Russian Federation, a copy of the certificate of recognition of this document. The specified documents on education are provided in accordance with paragraph 89 and subparagraph 89.1 of paragraph 89 of these Rules;
A duly certified translation into Russian of a document of a foreign state on the level of education and (or) qualifications and annexes to it (if the latter is provided for by the legislation of the state in which such a document on education was issued);
Copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for in Article 17 of Federal Law No. 99-FZ;
4 photos 3x4 cm.
All translations into Russian must be made in the name and surname specified in the entry visa.
89. A foreign citizen enrolling in a bachelor's program or a specialist training program shall provide a state document on secondary (complete) general education or secondary vocational education, or a document of a foreign state on the level of education and (or) qualification recognized in the Russian Federation at the level of a state document on secondary (complete) general education or on secondary vocational education.
89.1. Foreign citizens who have a bachelor's degree, or a specialist's diploma with a higher professional education, or a specialist's diploma, or a document of a foreign state on the level of education and (or) qualification recognized in the Russian Federation at the level of a bachelor's diploma, or a specialist's diploma with a higher professional education, or a specialist diploma.
90. Foreign citizens entering within the quota established by Decree No. 638 also provide a referral.
91. Admission of foreign citizens to PNU for undergraduate and specialist training programs is carried out on the basis of the results of entrance examinations in the relevant general education subjects, the form of which is determined by the university independently (Appendix 2).
If foreign citizens took the Unified State Examination in the current year in the relevant general education subjects, the university takes into account the results of the Unified State Examination as the results of entrance examinations in such general education subjects and does not allow specified persons to entrance examinations, the form of which is determined by the university independently.
92. Foreign citizens entering the first year on the basis of entrance examinations, the form of which is determined by the university independently, have the right to apply to one university and participate in the competition simultaneously in three areas of training (specialties), in which the main educational programs are implemented at the university, as well as at the same time for places under the CPC and for places under contracts with payment of tuition fees.
Foreign citizens who have certificates of USE results are entitled to apply on the basis of the USE results and apply for admission at the same time to no more than five universities, in three areas of training (specialties), for various forms of education, in which the main educational programs are implemented, and also simultaneously to places under the CPC and to places under contracts with payment of tuition fees.
93. Entrance tests for foreign citizens specified in subparagraphs 83.2 - 83.4 of paragraph 83 of these Rules are determined by the university in accordance with paragraph 40 of these Rules and are conducted in the form established by the university independently (Appendix 2).
94. The form and list of entrance examinations for foreign citizens specified in paragraph 85 of these Rules are determined by the university independently (Appendix 3).
95. If the foreign citizens specified in subparagraphs 83.2 - 83.4 of paragraph 83 and in paragraph 85 of these Rules provide the results of the Unified State Examination in general subjects included by the university in the list of entrance examinations for the corresponding area of training or specialty, the university takes into account the results of the Unified State Examination as the results of entrance examinations in such general subjects.
96. Foreign citizens who are eligible for admission for education at the expense of the federal budget and are winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren are admitted without entrance examinations to PNU in areas of training (specialties) corresponding to the profile of the All-Russian Olympiad for schoolchildren.
The results of the winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren are recognized by PNU as the highest results of entrance tests (“100” points) in these general education subjects when admitted to areas of training (specialty) that do not correspond to the profile of the Olympiad.
Foreign citizens - winners and prize-winners of Olympiads for schoolchildren are admitted to PNU in accordance with the Procedure for holding Olympiads for schoolchildren, which is approved by the Ministry of Education and Science of the Russian Federation.
97. Foreign citizens specified in subparagraph 83.1 of paragraph 83 of these Rules are admitted to PNU without entrance examinations in directions.
98. Enrollment of foreign citizens specified in subparagraphs 83.2 - 83.4 of paragraph 83 of these Rules to places financed from the relevant budget is carried out in the manner and within the time limits established by Chapter VIII of these Rules.
99. Enrollment of foreign citizens entering on the basis of referrals is carried out within the time limits determined by the Ministry of Education and Science of the Russian Federation.
100. Enrollment of foreign citizens for training under contracts with payment of tuition fees by individuals and (or) legal entities is carried out during the academic year.
101. All questions not reflected in these Rules are considered on an individual basis at a meeting of the selection committee, the decision of which is final.
