The military department features privileges and hardships. Military department and military training centers at the university. What is a military department at a university

Today, many relatives and friends of school graduates recommend that young people enter universities that have their own military department.

The department has a great advantage - if usually young man are called up as a soldier, a university graduate will already have the rank of officer. As a rule, it is not so easy to enter such institutions. Let's try to find out if there is any real benefit from a university/institute with a military department?

The essence of the military department

Not everyone knows that military education in universities in Russia has existed for almost 100 years, it is one of the most glorious domestic army traditions. Approximately in the form in which the department is now organized, it appeared in 1926. The essence of the creation of the military department was the preparation of high-quality officers junior ranks.

At that time, 180 hours of theory were allotted for study, after which 2 months of military training in a specially equipped camp followed. After that, future officers were required to serve in the Armed Forces for 9 months, then they passed exams, and only after that they were included in the reserve officers.

After the Victory in 1945, the tradition of creating military departments only strengthened, the number of higher educational institutions with military departments increased, since actions during the war showed that this system was really effective. Alas, with the collapse of the USSR, military departments were left unattended, in many universities they were simply abolished, not all of them have been restored to this day. At present, the number of higher educational institutions with a military department in the country is 35.

However, in addition to the traditional military departments, special military centers have been created today, after graduating from which students also become junior reserve officers. In other words, after such military training, the military registration and enlistment office will not be able to call up young people on a common basis.

How is the study at the department

Nevertheless, if a university contains departments of military training, this does not mean that absolutely all students will be able to become owners (of a military registration specialty). Firstly, there is a limit on the maximum age - 30 years, and attention is also paid to health. Higher education at the department begins only from the 3rd year of the university, and before that, students are required to undergo a medical examination at the military registration and enlistment office. Only after that they have the right to submit the following documents to the military department:

The results of the medical examination.

    Passport copy.

    Record book.

A certificate that is issued by the dean's office and indicates that the student is actually studying at the university.

Studying at the military department consists of theoretical and practical parts. The theory is taught in the form of regular lectures, it alternates with the study of drill. There are also classes on acquaintance with weapons, fire training, students get acquainted with military equipment. From time to time, students can travel (even to regional cities) for special education to study technology (usually for up to a week).

The rank of sergeant assumes that the student has been trained for at least 24 months. If the period of study at the military department was 30 months, the student can become a reserve officer. However, it is possible to become a private in the reserve if the student's course of study at the department does not exceed 18 months.

Upon completion of training, students go to. Their duration is a month, for which students are taken to a special territory (often located within a military unit). After passing the training camp, students are required to pass an exam, take an oath, after which they are awarded the rank of reserve lieutenant.

Sometimes it happens that in the process of studying or going through training, a student is inclined to believe that he wants to connect his future life with the army. In this case, the state provides him with an opportunity. In such a situation, he is given not only the rank, but also the position of an officer.

In practical terms, this means a pretty good salary. In addition, it is usually easier for a person with a higher education to make a career in the army, so the prospects are quite wide. Moreover, in connection with the recent serious development of almost all branches of the armed forces, the modernization of equipment, the revision of military training and the arrangement of personnel in better side, officers who are technically savvy are quite sought-after personnel.

The very word "army" makes many young men tremble. Not everyone wants to join the army and “spend” their time there, especially if there is a desire to study. Military department- this is a kind of opportunity for young students to prepare for military service. Naturally, whether to use this opportunity or not is a personal matter for everyone, but if a student has not attended a military department, he should be called up for service immediately after graduation. Despite the fact that the military department was in demand, now it has been preserved only in 35 universities of the country, and special military training centers have been created in 33 universities. These lists can be viewed on the official website of the Ministry of Defense. Some universities have retained the faculties of military training, information about which needs to be clarified directly there.

The meaning of training at the military department

If a young man enters a university with the aim of "sloping" from the army for a certain period, he may not need a military department. If the student does not want to have anything to do with the army at all, the military department is a mandatory move, because after attending such training, the army is no longer called up. After graduating from the military department, the student is assigned officer rank(most often a lieutenant) and he is enlisted in the reserve. Due to the fact that you can get into the reserve only after passing through the army, a student cannot be called up for an urgent military service in the status of an ordinary, but can be called up as an officer. Education at the military department involves an additional specialty, which for a man can be very beneficial in life. Now many employers want the men they hire to have military school behind them. And the military specialty, which can be obtained at the military department, allows you to learn not only the main specialty, but also to get a rank.

Interaction between the main and military departments

In order to get into the military department, you must at least enter the university in which this department is supposed. This is quite difficult to do, because she remained only in the most prestigious universities in the country, where the passing score is quite high. In order to enter the military department, it is necessary to collect quite a lot of documents, pass a medical commission, etc. For many young men, the desire to receive a military specialty disappears due to the need to spend time on this, but later they can be called up and spend more time on the army.

If we talk about the relationship between the military department and the main department, one cannot but say that the student, of course, may not pay due attention to the military department and, in fact, he will not get anything for it (if everything is within the permissible limits). But if, however, the student does not have time in the main specialty, he can easily be expelled. If a student is expelled from the university, he is also expelled from the military department.

The peculiarity of training at the military department

The military department in many universities can work on a paid basis. Students attend a certain number of classes. They walk in the form, without any remarkable and distinctive moments. You can not wear earrings, long hair, any accessories, etc. For this reason, many young men refuse such training, although everything is much stricter in the army. Young men attend classes according to the charter, and theoretical aspects. Students attending the military department need to have the strongest self-control and be quite disciplined. At the end of the training, students are sent to training camps, where the guys consolidate their knowledge in practice, undergo drill and fire training. After the successful completion of this event, the young men are issued a document stating that they have passed military school and are reserve officers.

The difference between the military department and the military training center

Many young students do not understand the difference between a military department and a military training center. If the military department is an additional specialty at the university after passing, which the young man is not drafted into the army (during peacetime), then the military training center assumes further service. Thus, the features of the training and military center are:

  1. The need to conclude a contract for further military service;
  2. The conclusion of the contract is carried out for at least 3 years (if desired, it can be extended);
  3. The contract can be canceled by writing a written application and paying a certain amount. Which was spent on a young man, during the period of his training.

In this context, it is important to take into account the fact that further, contractual service presupposes the availability of wages. If earning money in the status of a military man is the goal of a student, preference should still be given to a military training center.

Girls and the military department

There is a rather skeptical attitude towards military girls now. Few of the representatives of the weaker sex wish to receive such an additional specialty. However, these girls do exist. If a girl has a desire to master a military specialty, her state of health allows her to do this, and she successfully passes professional and psychological selection - a girl can easily start training. Every student who studies at the military department should have an excellent physical training. In this sense, girls are not given any discounts, because this is their personal choice. Female students have the same opportunity as male students to attend a military training center and later continue their contract service.

The most popular universities with a military department

Based on the number of people enrolled in certain universities, taking into account the presence of a military department there, the most popular and successful universities in Russia were determined:

Due to the fact that the number of military departments has been reduced, there are not so many military training centers either, and there are enough applicants - the competition is quite large. Therefore, if a student has the opportunity to master a military specialty at a university, while not “wasting” time in the army, it is better not to miss this chance. After all, for men this is an additional area of development in which they can prove themselves. As for the girls, they don't owe anything in the context of military service. Therefore, if girls still want to get such a specialty, for them this is an additional opportunity to prove themselves and even earn money.

Some applicants, choosing a federal university for higher education, pay attention to whether the educational institution has a military department. After all, universities with a military department allow full-time students to be trained for military service and receive an additional military specialty without interrupting their main studies.

At the moment, there are 35 universities with military departments in the country, as well as 33 universities with military training centers. Reserve officers are trained at the military department. Military training centers train officers for contract service.

Students under the age of 30 who, for health reasons, are recognized as fit for military service, have the right to study at the military department. Students are recruited for the military department on a competitive basis. With each applicant, the Ministry of Defense concludes an agreement on training under the reserve officer training program.

For two or three courses, students study a military specialty (classes are held once a week), then they undergo military training (one month), pass an exam, and they are awarded the rank of lieutenant of the reserve or senior lieutenant of the reserve. During their studies, such students receive additional scholarships, and after graduation they are not subject to conscription into the army.

Upon admission to military training centers (VTCs), students not older than 24 years old who are fit for military service enter into a contract with the Ministry of Defense, according to which, after graduation, they are required to serve as an officer for three years. In the event of expulsion from the VUC or refusal to serve as an officer, students will have to reimburse the funds spent on his education at the center, as well as serve one year on an equal footing with ordinary conscripts.

While studying at the OUV, young men are paid an additional scholarship.

The Ministry of Defense of Russia has developed a bill,

“The army is changing technically, a modern military equipment and we need trained people who can handle it. It makes no sense to train specialists at military departments who receive, for example, an agricultural specialty, ”said Sergey Zhigarev, First Deputy Chairman of the State Duma Defense Committee.

To begin with, let's figure out what is military department at the university and military training center. What are the differences between them and what is right for you.

the federal law "On military duty and military service" provides citizens studying in higher educational institutions with two opportunities for voluntary preparation for military service. Article 20 The federal law "On military duty and military service" speaks of training under the military training program for reserve officers at the military department. Article 20.1 of the same law speaks of training under the military training program at the military training center at this educational institution. A conscript must clearly understand the difference between studying at a military department and studying at a military training center, since there is a fundamental difference between them in terms of subsequent military service.

When entering a military department or a military training center, each recruit must keep in mind that training both at a military department and at a military training center is voluntary. Talks about it Art. 20 And st. 20.1 Federal Law "On military duty and military service", which say that a citizen has the right to conclude an agreement on training at a military department, or a military training center. This is also evidenced by clause 3 of the Regulations on the training of citizens of the Russian Federation under the training programs for reserve officers at military departments at state, municipal or state-accredited non-state educational institutions of higher education in the relevant areas of training (specialties). vocational education, approved by the Decree of the Government of the Russian Federation of November 14, 1999 No. 1255:

“Education of citizens under the training programs for reserve officers is integral part voluntary preparation of a citizen for military service ...

The training of citizens under the training programs for reserve officers is included in the state educational standards of higher professional education as an additional educational program ... "

Thus, the conscript has the right to both attend and not attend the military department, or the military training center, which in no way deprives him of the right to receive higher education at the university.

There is a very common misconception that the military pulpit has something to do with the reprieve from military service, and many young men go to the military pulpit for fear of being called up for military service. In reality, citizens who study at universities full-time training, have the right to deferment from military service for the duration of training in accordance with paragraph "a" part 2 of Art. 24 of the Federal Law "On military duty and military service". This right has nothing to do with studying at a military department, or at a military training center, and a student can receive a deferral, regardless of whether he is studying at a military department, or at a military training center or not.

In accordance with paragraphs 1 and 2 of Art. 52 of the Federal Law "On Military Duty and Military Service", a citizen who has successfully completed the military training program for reserve officers at the military department is credited to the reserve with the assignment of the military rank of officer. In accordance with paragraph 1 of Art. 22 of the Federal Law "On Military Duty and Military Service", only citizens who are not in the reserve are subject to conscription. Thus, the end of the military department and enrollment in the reserve with the assignment of the military rank of officer exempts the citizen from conscription for military service in peacetime. This citizen can be called up for military service only in wartime when mobilization is announced.

Citizens who have passed training under the military training program at the military training center find themselves in a completely different position. In accordance with paragraph 1 of Art. 20.1 of the Federal Law "On Military Duty and Military Service", a citizen studying at a military training center concludes an agreement not only on training, but also on further military service under the contract after graduation educational institution. In accordance with paragraph 3 of Art. 20.1 of the same law, this citizen is obliged immediately after graduating from the federal state educational institution of higher professional education to conclude a contract for military service. In accordance with paragraphs. "e" p. 3 Art. 38 of the same law, the term of military service of this citizen under the contract should be 3 years. In accordance with paragraph 3 of Art. 20.1 of the same law, in case of refusal to conclude a contract for military service, a citizen is obliged to reimburse the federal budget funds spent on his training at a military training center. At the same time, this citizen is subject to conscription for military service on a general basis.

From the foregoing, it follows that a citizen, making a decision to study at a military training center, actually makes a choice between one year of military service by conscription, and three years of military service by contract. For a citizen who does not want to do military service in principle, studying at a military training center does not provide any advantages.
