With the advent of more stringent requirements for electronic library resources in universities, namely the requirement to provide access to the electronic library system, a number of technological and organizational issues How can these requirements be met? Last time, based on the report from the conference "Management of University Libraries", we touched upon the topic of external electronic library systems. Today I would like to dwell on the creation of our own electronic library system at the university. Note that this will be an internal ELS, based, as a rule, on the electronic library of the university, on already accumulated electronic publications, but at the same time owned by the library and, as an external ELS, meets all the requirements of the Federal State Educational Standard of Higher Professional Education. Besides, this problem I'm going to cover at the next conference in Yekaterinburg "University Library: Responding to the Challenges of the Times". Therefore, this post is of a general nature, providing general information and main features. In turn, I would like to hear from readers as many questions as possible regarding this topic. So the study of the issue will be deeper, and we will be able to combine online with offline, bringing communication into both communication formats.

All work on creating your own electronic library system comes down to three complementary areas: organizational, content And technological.

Organizational part includes, first of all, the provision of registration requirements. This includes registration electronic means mass media And material database registration. The first problem is minimal. Registration is carried out in the Federal Service for Supervision in the Sphere of Communications, information technologies and mass communications. A package of documents is being prepared. Along with the application, about 5 documents are typed, which are sent to RosKomNadzor. In this case, a website is registered as a media. The main difficulties can arise only when filling out an application. The database is registered federal Service Intellectual Property, Patents and Trademarks. You also need to collect about 4 different documents. However, an interesting nuance arises here, which one of the readers of our community has already noticed. More about it in the comments to the post. It is obvious that the database is created on the basis of the works of teachers: books, teaching aids and other educational methodical literature. This is the content side of the issue, we will touch on it separately. Also, in the registration requirements, one should not forget about software that ensures the operation of the EBS. In fact, this is the software of the electronic library. If this is a university's own development, then such a program should be registered in the same way as the database (registration of the database and computer programs are considered jointly in RosPatent). And it is worth paying attention that any open source programs cannot be registered. And now many electronic libraries of universities often use just free software, such as DSpace. If proprietary software is used, then there must be an appropriate license to use it.

Content part- the most important component, because we are going to support the educational process with the electronic library system, and educational materials are its main link. Unfortunately, the formal requirements have reached here as well. In its own ELS, the content is primarily the works of university teachers. Moreover, according to the requirements, they should cover all the main disciplines studied. This is an important point that should not be forgotten. It is curious that the specific number of publications for each discipline is not indicated in the requirements, the main thing is that there should be at least something. However, there are restrictions on the "freshness" of literature - 5 or 10 years, depending on its profile. Another important point is the correct registration of rights to educational literature. Not all universities have this process. Here it is necessary to pay attention either to the conclusion of agreements with the authors, or to the alignment of the correct policies regarding the service work. You can also use external content in the electronic library system. However, here you need to be careful when buying it. One of the requirements for ELS is to provide access to each edition of 25% of students. Accordingly, at the time of purchase, this should be taken into account.

Technological part consists of providing your EBS with a software and hardware complex. In the registration part, we touched upon the point regarding the software for EBS. So, this software should also cover some requirements, namely, that your ELS be accessed via the Internet and the ELS can withstand the load of simultaneous individual access of 25% of students. It all relates directly to requirements. From a practical point of view, the developed system should be understandable and accessible to users. All basic functions - adding a new book, editing metadata, searches, etc. - should not cause difficulties. The system must necessarily interact with the ABIS, borrow / transfer something somewhere; the user, browsing the catalog, must know whether the given book is in in electronic format or not. Of course, the selected software must have the potential for development, i. a scalable solution that the library can invest in and that can be continuously improved should be chosen. Plus, there must be some free server capacity for the deployed system.

Creating your own ELS undoubtedly has a number of objective advantages for the library and the end user. Something of their own is being created, the university electronic educational material, already existing developments in the field of electronic libraries are used. But all these advantages require careful work and a set process, which must be taken into account when deciding on an EBS.

To the start of a new school year the university, and along with it the publishing sphere of activity, was faced with a problem, the essence of which is conveyed by the order of the Ministry of Education and Science of Russia (No. 588 of June 7, 2010). We are talking about changes in the form of a certificate of the availability of educational, educational and methodical literature and other library and information resources and means of support educational process, the fourth section of which is set out as follows: “Providing the educational process with an electronic library system necessary for the implementation of educational programs declared for licensing”1. The following are specific requirements for electronic library systems (ELS). It was the latter that caused excitement among universities and university libraries, on whose shoulders the creation of ELS is assigned, and among specialists involved in the creation of electronic libraries (DL), electronic resources (ER), and now electronic library systems.

Disputes are disputes, but in a letter from the Deputy Minister of the Ministry of Education and Science of Russia dated December 16, 2009, it is clearly defined: “During 2010, universities must ensure that all the requirements established by the Federal State Educational Standards of Higher Professional Education, including the specified requirement to provide students with access to ELS”2. Leaving aside the emotional and terminological side of the heated discussion that has arisen, let us dwell on the real state of affairs in the modern market of electronic technologies, publications and resources.

The modern market of electronic resources offers various options solving the problem of providing university libraries with access to ELS, but, one way or another, all of them can be reduced to three main ones:

  1. creation of own EBS;
  2. registration of a subscription to a ready-made ELS from third-party organizations (aggregators);
  3. creation of interuniversity electronic libraries.

Let's try to consider in more detail each of the proposed options.

The first option involves the formation at the university of its own ELS, which meets the requirements of state bodies and the immediate needs of the university, hosted on its own server and used at its own discretion. At first glance, this option offers undoubted advantages: all educational and methodological material has been put in order, digitized, posted online, and there is access. But this is an apparent advantage, since the creation and maintenance of your own ELS entails serious costs, sometimes significantly exceeding, for example, the costs of subscribing to external electronic resources.

But this is not the only problem. Here are a few more questions that the university will have to face:

  • according to the requirements of the Civil Code of the Russian Federation, part 4, license agreements with copyright holders must be concluded in writing;
  • list of scientific and teaching materials, published by the university and protected by copyright, in most cases is very voluminous;
  • the essence of the license agreement is quite complex, and in some cases not always defined (for example, service works);
  • even created and signed license agreements require maintenance, maintenance of the full life cycle (accounting statements, mutual settlements with authors, etc.).

In this section, we deliberately do not touch upon the issue of the content itself, since the university’s own collection of electronic full-text documents may simply not contain educational and methodological literature on some of the disciplines taught at the university. And this already means that the specified EBS does not meet the requirements of the Ministry of Education and Science of the Russian Federation.

The second option seems to be the easiest. Today, there are many content aggregators on the market offering their services in the form of subscriptions to thematic collections of books and archives of periodicals in electronic form. However, in practice it turns out that it is not so easy to find an offer in which the price / quality ratio of filling the resource would be optimal. Currently, the cost of access to electronic full-text databases is quite high. It consists of the costs of scanning text, describing and indexing documents, etc. But the most time-consuming, and, accordingly, the most expensive, are the processes associated with the legalization of content (contractual work with authors) and technological (systems for collecting, storing content and organizing access systems). Carrying out this work, the costs, in the end, the aggregator shifts to the university. Moreover, a subscription to these resources is issued, as a rule, for a year, and with its termination, access to documents also ceases.

The third option involves the integration of electronic collections of several universities into a single ELS. Each of the participants, uploading their collection to a corporate product, gets access to the collections of partner universities, thereby closing the missing positions of their own. At the same time, the costs of maintaining the system are also divided between the participants. But, unfortunately, this option does not solve all the problems. In particular, the issue of working with copyright holders remains open, since each of the collections must be formed on the basis of direct contracts with the latter.

Also, the issue of parity in the participation of universities in this project is not ruled out: one university can give 10 rare documents, and the other - say, 5 thousand service documents. In addition, this type of cooperation implies financial relations between the participants, which can complicate partnerships.

Of course, all three models have a number of undeniable advantages. But none of them in isolation is optimal.

Until recently, none of the ELS developers could respond to the needs of the market with an adequate proposal that could combine positive sides all three models. To solve this problem, in 2008 the Contextum consortium was organized, the founders of which are the Central Collector of Libraries "BIBCOM", the agency "Kniga-Service" and the Agency for the Distribution of Foreign Publications (ARZI). Within the framework of the consortium, the information system (IS) "Contextum" was developed and implemented, the operation of which began in May 2010.

The goal that the developers set for themselves was to provide universities with a technology designed to create an electronic library system that meets the requirements of the Federal State Educational Standard of Higher Professional Education and the Civil Code of the Russian Federation. At the same time, this system should combine all the positive properties of the three previously described models for creating an ELS and minimize the resulting problems. negative factors. So what is the proposed technology?

The technological solution for accessing the system is organized through a Web interface. This means that each member of the system gets access to it from any place where the Internet is available. This means that one of the requirements of the Ministry of Education and Science for EBS has been met.

The new technology makes it possible to create direct written license agreements with authors and, on their basis, form a legitimate university ES, including uploading electronic documents into it. The entire information array is located on remote servers, which eliminates the university's costs for technical support related to content storage, access and protection of content and communications.

How is the possibility of combining three models of creating an ELS implemented in the system? By becoming a partner of the IS "Contextum", the university gets the opportunity to create its own DL, can place in it works, the rights to which belong to the university, as well as works owned by the employees of the university, and works of "external" authors, if they have the appropriate license agreements .

As a result, an array of data is formed, consisting of EBs from different universities. And this implies both thematic breadth of coverage and the possibility of sharing these materials. That is, each participant has free access to his own digital library and, if desired, can subscribe to the digital library of other universities. The convenience lies in the fact that the university library gets access to its own DL and to the one it subscribed to on the same resource. In addition to universities, large copyright holders (publishing houses and editorial offices of periodic media), content aggregators (traditional and digital libraries), as well as individual authors are also participating in the project. An electronic full-text database created on a similar basis makes it possible to form thematic collections, which can be searched by various parameters: subject matter, rubricators, publishers, authors, year of creation of the work. A significant part of the content included in the information array of the IS "Contextum" is in free (free) access and is provided to university libraries as an additional service.

What additional benefits does the university receive by working in the information system "Contextum"?

  • Participation in the project is free for universities.
  • All EPDs enter the system only on the basis of direct license agreements with right holders.
  • All forms of contracts concluded with copyright holders comply with the requirements of the Russian Federation legislation in the field of protection of copyright and related rights.
  • The generated legitimate content can be used both for educational and commercial purposes.
  • The system is equipped with its own billing system, providing all financial settlements with copyright holders and mutual settlements between project participants.

Below is a diagram of the interaction of the structures of the university with information system"Context" when creating an ELS. Thus, by forming the legitimate content of their own DL in the Contextum system, the university or its employees retain all copyrights and get the opportunity to legally dispose of this content, including receiving remuneration for its commercial use.

It should be added that IS "Contextum" fully complies with the requirements of federal state educational standards of the third generation in relation to electronic library systems3. At the same time, IS "Contextum" is responsible and additional requirements to EBS4, ​​namely: registration of electronic media; registration of software used to create ELS; registration of the used database of EBS materials.

When choosing an EBS supplier, the main selection criteria for us are, first of all, compliance with the requirements of the order of the Ministry of Education and Science dated 07.06.2010 No. 588, then the price and completeness of the assortment in accordance with the areas of study of university students.

The question of the price should be addressed to the founder who finances the work of the university and, in particular, the library. A reasonable price would be about 50% of the funds allocated to the university for the acquisition of the library fund. Today, the ratio of prices on the market and funding of libraries is such that the average university has to choose between signing an agreement with ELS and buying textbooks on paper.

The purchase of content is more preferable for the library when choosing an ELS. Acquisition of access requires significant annual financial costs. At the same time, the resource of the library is not increased. The library loses autonomy and becomes dependent on ELS providers in the conditions of an unsettled service market. Order of the Ministry of Education and Science of 07.06.2010 No. 588, naturally, encourages the university to connect to one of the existing EBS.

Unfortunately, the filling capacity of the EBS presented on the market does not meet the requirements of this order. A significant disadvantage is the high price, the fullness of obsolete publications, the practical absence of literature with the stamps of UMO and NMS, the poor representation of classical educational publications used in educational process and recommended by the UMO for studying at the university.

The educational process uses modern textbooks from different publishers, which, as a rule, do not transfer their publishing rights to various aggregators. Acquiring content from publishers completely is expensive and unjustified, the entire range will not be in demand.

Our library will require additional technical equipment for the implementation of ELS.

The most acute are, first of all, the problems of financing.

The legislator needs to soften the requirements for EBS. The requirement of simultaneous access to each publication included in the electronic library system for at least 25% of students in each of the forms of education seems to be redundant. Aggregators and content producers need to create low-cost universal ELS and specialized ELS, taking into account educational programs and the focus of training specialists (classical university, engineering, medical, Teacher Education etc.).

It is necessary to provide the university with the opportunity to carry out the formation of content itself, so as not to force the university to connect to an expensive ELS with a huge amount of non-core literature, for example, on medicine, veterinary medicine, books for the training of engineers.

The main criteria for us are the quality of the content and the completeness of the coverage of the subject area or areas necessary for our university. We need at least 70% of the content to be interesting for our users. A necessary condition is the replenishment of the resource with new content, the prompt replenishment of full-text periodicals is especially important. The EBS interface itself is also important (friendliness, ease of use, etc.) and, of course, the number of services offered to users. It is desirable that the pricing policy of companies representing EBS on the market correspond to the content they offer, and not be clearly overpriced, as is the case in a number of cases.

The price should be determined by the quality of the ELS itself (interface/features/content). And if all these criteria satisfy our users, which is determined by the statistics of using the resource during test access, then the resource will be interesting and important for our university. Then the administration will decide to allocate funds for its acquisition.

Online access to resources is preferable with the subsequent transfer of the archive to the permanent use of the university (the term is usually specified in the contract).

In principle, all the main producers of Russian-language educational resources - eLIBRARY.RU, EastView, University Library Online, Libraries, IQLib - comply with the main provisions of order No. 588. Their products include licensed pure content in the main disciplines, they provide access to all readers, without limiting the number of workplaces and simultaneous connections to documents. MGUA them. O.E. Kutafina has been successfully cooperating with the producers of these resources for several years. We annually acquire access to several electronic full-text and bibliographic resources and plan to further develop this area of ​​work.

One of the shortcomings that exist today is that not all EBS have the ability to provide remote access to the full content of their resource and the necessary registration certificates. But I think that these problems will be solved by companies in the near future.

We plan to increase computerized places for our users in the reading rooms, as well as the use of Wi-Fi technologies to create a Wi-Fi zone on the territory of the Academy, so that our users are not limited geographically to the library premises. The main problem is that there are not always enough material and technical means to carry out what is planned.

I think that all interested parties need to engage in a constructive dialogue on any issue related to problems and proposals for information support educational and scientific and educational activities. Today, this task can be solved only through joint efforts and mutually beneficial cooperation. This will give universities the opportunity to assess and increase their scientific and educational potential, take a strong position and become more competitive in the domestic and international market of educational services.

When choosing an EBS supplier, the main criteria for us are the completeness of the assortment and the price. For our university, we consider about 60,000 rubles a half-year for a certain collection to be an acceptable price. It is most preferable for us to provide access to online viewing.

One of the main criteria when choosing an ELS supplier is the optimization of expenses for the acquisition of educational and educational literature. The most expensive in terms of book supply are general humanitarian, socio-economic, mathematical and natural science disciplines. And, first of all, it is necessary to choose an EBS, which, in terms of the completeness of the assortment, would correspond to the list of recommended textbooks and teaching aids in these disciplines at the university. Another condition that must be met by order of the Ministry of Education and Science of the Russian Federation is the relevance of educational literature. Educational literature on general humanitarian and socio-economic disciplines must be published within the last 5 years, on general mathematical and natural sciences. scientific disciplines- for the last 10 years. I think this criterion will remain for electronic educational literature.

Price when choosing an ELS supplier remains a rather difficult problem for the library. There will always be a transitional stage when introducing new technologies to provide students with electronic educational literature. The library will learn how to optimally redistribute financial resources for the purchase of textbooks in printed and electronic forms. But before developing a price criterion when choosing an EBS supplier, it will be necessary to answer the following questions. How many students would prefer an electronic textbook to a printed textbook? How many titles of electronic textbooks will the teacher include in the list of recommended literature for the discipline? How many items does this or that EBS include in its assortment? How much does it cost to provide access to an e-textbook per year? How many years do you need an electronic textbook to use? The most preferred format for working with content is providing access to online viewing with conditions of convenience and ease of use, the possibility of unlimited access for students and teachers to all books of the selected ELS, at any time, from any workstation of the university and home computers via the Internet.

It can be stated that a new product has appeared on the Russian book market (in the broadest sense) - electronic library systems. The transition to the EBS environment is due to scientific and technological progress and is irreversible. This is a huge layer of work that libraries have to do - to develop criteria for selecting suppliers of ELS and within two to three years to move into this environment with the most complete coverage of the range of ELS and rational use Money. Of course we will buy. Thoughtfulness and precise calculation are the main rules when introducing something new.

The choice of providing content through access to online viewing of the resources of the electronic library system will not require additional technical equipment for the Scientific Library of Tomsk State University.

ELS at Tomsk State University began to be created in 2005 and includes a sufficient number of electronic educational publications of our authors. The main problems are the speed of replenishment with new electronic editions and copyright issues.

If you start work on choosing ELS suppliers, then you need to start, as I think, with cooperation with the publishers themselves, which produce both printed and electronic versions of educational and educational publications for higher educational institutions, such as "Academy", "Lan ”, “Infra-M”, “Alpina Business”, etc. This will ensure the gradual and deliberate transition to the EBS environment, the systematic nature of the work. I think that the publisher that publishes a large number of names of educational and educational literature, it is necessary to create your own EBS. This is a promising and, most importantly, controlled business. But the process of creating an EBS should not be expensive. To do this, legislators need to develop guidelines to create a publishing ELS or to take as a basis the already existing promising software and distribute among Russian publishers free of charge. It is necessary to define the term "Electronic library systems". I recommend legislators to synchronize the order of the Ministry of Education and Science of the Russian Federation dated 07.06.2010 No. 588 with the allocation of sufficient funding for universities to purchase such an information resource as EBS.

In connection with the assignment by the Decree of the President of the Russian Federation of a special status to the St. Petersburg state university Orders of the Ministry of Education and Science are advisory for St Petersburg University. - The main criteria for choosing a resource are the following: the Russian language, the quality of the content (compliance with the requirements of the Federal State Educational Standards and educational programs university), the possibility of partial copying, quoting.

As practice shows, aggregators and users have very different ideas about the “reasonableness” of the price. University libraries live in conditions of constant lack of funding, and therefore the acquisition of access to the resource is accompanied by a big "bargaining".

Basically, the price can be reduced by limiting the period (time) of the subscription, or truncation of the amount of available content. Nevertheless, even under this condition, the price of access is very high. From the experience of communicating with the KnigaFond company, it is not at all clear to me where such prices for services come from, who has the opportunity to purchase them? The assertion of KnigaFond that “it will cover all acquisitions” is somehow not convincing, and the price of 1.5-2.75 million rubles is simply unrealistic for a university library, with all other questions to this organization.

Much can be said about innovative technologies in the library, but at the same time remember that no one has canceled the traditional paper book. Therefore, in my opinion, it is very important in this matter to adhere to the principles of reasonableness and gradualness in changing the current acquisition of library collections. As experience shows, it is impossible to go along with regulatory documents to the detriment of quality and accessibility, since basically access to resources is carried out by IP addresses, i.e. within the subscriber's organization, but this is clearly not enough to ensure the educational process, and especially for independent work student outside the university. The provided service, as a rule, allows you to work with the resource for 1-2 hours, since purely physiologically the user cannot fully work on the computer for longer, and we are invited to fully or partially provide the student with electronic texts. There are a lot of questions: both on the interface of the presented content, and on the possibilities of working with it. I think this topic requires separate consideration and discussion with resource providers.

We do not need additional technical equipment, the academy is well equipped.

When creating an ELS, I do not see any big problems when it comes to the electronic library of the university in its former sense. But legislators, aggregators and other market participants need to listen to the people and not put the cart before the horse.


"University Library Online" is an electronic library system containing publications on the main subjects studied and formed on the basis of direct agreements with the copyright holders of educational, methodological and scientific literature.

Registration of organizations

After the conclusion of the License Agreement for providing access to the ELS "University Library Online", the registration procedure of the university takes place. The university must submit an application by e-mail: [email protected] for the registration procedure, indicating:

  2. IP addresses (range of IP addresses).
  3. Full name of the contact person from the library and his e-mail.
  4. Phone number of the contact person.

ELS "University Library Online" creates an account for this university and issues a login and password to the main user of the university. From the IP addresses of the university, all students can log into the system. Users can independently register on the site from the computer of the university or from another point where there is Internet access (if registration of remote users is allowed). The registration procedure is mandatory for all users who want to work with the resource from any computer with Internet access (for example, from home) and use the additional features of the system.

Access to the ELS "University Library Online" is carried out in two ways:

  • unlimited access;
  • limited access mode.

Unlimited Access provided to university research libraries and public libraries. The library receives unlimited access for one year (12 months) to the core collection

The use of publications of the resource occurs through paging online.

ELS "University Library Online" provides individual access for each student from any point where there is access to the Internet, on individual subscriptions, or individual access is organized independently through a proxy server or a specialized program (EZProxy).

When using the materials of the "University Library Online" from the IP addresses of the Organization, the sections to which the Organization subscribes become available to users automatically (without registration and authorization on the site) and are highlighted in color.

How remote access works

In addition to connecting to computers on the local network, members of the organization can access the library materials from any point where there is Internet access.

Responsibility and confidentiality

  5. Users of the "University Library Online" can copy fragments of the text of the work for informational, scientific, educational or cultural purposes in an amount justified by the purpose of quoting.
