The Department of State and Municipal Administration was established in 1932 as the Department of Economics and Organization of Urban Economy and is one of the oldest departments of the University. Own modern name the department received in 1999 in connection with the transition to the release of specialists in the specialty "State and municipal management" with the qualification "manager".
The staff of the department is actively involved in the improvement educational process and introduction of innovative methods of education. The department pays great attention to the development of new forms of education, including distance learning. Teaching the majority academic disciplines is based on the author's developments of teachers, among which the textbook "The System of Municipal Administration" should be noted, which received the Government Prize in 2007 Russian Federation in the field of education.

The department was founded in 1991. by decision of the Academic Council of the University in order to train highly qualified specialists in the field of psychology and municipal government. The founder of the department is Doctor of Philosophy Professor Ivanova Valentina Fedorovna.
