The department was founded in 1991. by decision of the Academic Council of the University in order to train highly qualified specialists in the field of psychology and municipal government. The founder of the department is Doctor of Philosophy Professor Ivanova Valentina Fedorovna.

On March 6, 2019, the work of the Joint Section "Modern educational technologies in the training of the personnel reserve of the state and municipal service" of the Third Interuniversity Student Scientific and Practical Conference "Social and Humanitarian Knowledge: the View of Young Researchers" of the Institute of Social and Humanitarian Education of the Moscow State Pedagogical University took place.

November 24, 2018 at the Department of State and Municipal Administration of the Institute of Social and Humanitarian Education of the Moscow State Pedagogical University, the International Student Scientific and Practical Conference "State and Municipal Administration in the 21st Century: Theory, Methodology, Practice, VII Round" was held.

The Department of State and Municipal Administration was established in 1932 as the Department of Economics and Organization of Urban Economy and is one of the oldest departments of the University.
