The procedure for organizing and implementing educational activities for the main general educational programs - educational programs of primary general, basic general and secondary general education

I. General provisions

1. The procedure for organizing and carrying out educational activities in the main general education programs - educational programs of primary general, basic general and secondary general education (hereinafter referred to as the Procedure) regulates the organization and implementation of educational activities in the main general education programs - educational programs of primary general, basic general and secondary general education, including the features of the organization of educational activities for students with handicapped health.

2. This Procedure is mandatory for organizations engaged in educational activities, including for educational organizations with special names "cadet school", "cadet (marine cadet) corps" and "Cossack cadet corps", and implementing the main general educational programs - educational programs of primary general, basic general and secondary general education (hereinafter - general education programs), including adapted basic educational programs, including individual entrepreneurs (hereinafter - educational organizations).

II. Organization and implementation of educational activities

3. General education can be obtained in organizations engaged in educational activities, as well as outside organizations - in the form of family education and self-education.

The form of obtaining general education and the form of education for a specific general education program are determined by the parents (legal representatives) of a minor student. When parents (legal representatives) of a minor student choose the form of general education and the form of education, the opinion of the child is taken into account 1 .

When parents (legal representatives) of children choose a form of general education in the form of family education, parents (legal representatives) inform the authority about this choice. local government municipal district or the city district where they live 2 .

Education in the form of family education and self-education is carried out with the right to subsequently pass an intermediate and state final certification in educational organizations 3 .

4. The forms of education in general education programs are determined by the relevant federal state educational standards, unless otherwise established by Federal Law No. 273-FZ of December 29, 2012 "On Education in the Russian Federation" 4 .

A combination of various forms of education and forms of education is allowed 5 .

5. Education according to an individual curriculum, including accelerated education, within the framework of mastered general educational programs is carried out in the manner established by local regulations educational organization.

When undergoing training in accordance with an individual curriculum, its duration can be changed by an educational organization, taking into account the characteristics and educational needs of a particular student.

6. The terms for obtaining primary general, basic general and secondary general education are established by the federal state educational standards of general education 6 .

8. Requirements for the structure, volume, conditions for implementation and the results of mastering general educational programs are determined by the relevant federal state educational standards.

9. General educational programs are independently developed and approved by educational organizations.

Educational organizations that carry out educational activities according to state-accredited general education programs develop these educational programs in accordance with federal state educational standards and taking into account the relevant exemplary basic educational programs 7 .

10. The general education program includes a curriculum, a calendar study schedule, work programs subjects, courses, disciplines (modules), evaluation and teaching materials, as well as other components that ensure the education and training of students, pupils (hereinafter - students).

The curriculum of the general education program determines the list, labor intensity, sequence and distribution by periods of study of subjects, courses, disciplines (modules), practice, other types learning activities students and forms of their intermediate certification.

11. When implementing general educational programs, various educational technologies are used, including distance learning technologies, e-learning 8 .

12. General educational programs are implemented by an educational organization both independently and through network forms of their implementation 9 .

To organize the implementation of general educational programs using the network form of their implementation by several organizations engaged in educational activities, such organizations also jointly develop and approve educational programs, including programs that provide correction of developmental disorders and social adaptation, and also determine the type, level and (or ) the orientation of the educational program (part of the educational program of a certain level, type and focus), implemented using the network form for the implementation of general educational programs.

13. When implementing general education programs, an educational organization may apply a form of organizing educational activities based on the modular principle of presenting the content of a general education program and building curricula, using appropriate educational technologies 10 .

14. In educational organizations, educational activities are carried out in the state language of the Russian Federation.

In state and municipal educational institutions located on the territory of the republics of the Russian Federation, teaching and learning of the state languages ​​of the republics of the Russian Federation may be introduced in accordance with the legislation of the republics of the Russian Federation. Teaching and studying the state languages ​​of the republics of the Russian Federation should not be carried out to the detriment of teaching and learning state language Russian Federation 11 .

General education can be obtained at foreign language in accordance with the general education program and in the manner prescribed by the legislation on education and local regulations of the educational organization 12 .

15. An educational organization creates conditions for the implementation of general educational programs.

An educational organization may create conditions for students to live in a boarding school 13 .

16. Educational activities in general educational programs, including adapted basic educational programs, are organized in accordance with the schedule training sessions, which is determined by the educational organization.

17. The academic year in educational organizations begins on September 1 and ends in accordance with the curriculum of the relevant general education program. Start school year can be transferred by an educational organization when implementing a general education program in full-time in absentia training for no more than one month, in correspondence form of training - no more than three months.

In the process of mastering general education programs, students are provided with vacations. The start and end dates of vacations are determined by the educational organization independently.

18. Class occupancy, with the exception of compensatory education classes, should not exceed 25 people 14 .

19. The development of the general education program, including a separate part or the entire volume of the subject, course, discipline (module) of the general education program, is accompanied by ongoing monitoring of progress and intermediate certification of students. Forms, frequency and procedure current control progress and intermediate certification of students are determined by the educational organization independently 15 .

20. Mastering the basic educational programs of basic general and secondary general education by students ends with final certification, which is mandatory.

Persons mastering an educational program in the form of family education or self-education, or who have studied under an educational program of basic general or secondary general education that does not have state accreditation, have the right to externally pass an intermediate and state final certification in an educational organization for educational programs of basic general and secondary general education that have state accreditation for free. When passing the specified attestation, external students enjoy the academic rights of students according to the relevant educational program.

Students who have fully mastered the corresponding educational program of the academic year are transferred to the next class.

Students who, at the end of the academic year, have an academic debt in one academic subject can be conditionally transferred to the next grade.

Responsibility for liquidation by students academic debt during the next academic year is assigned to their parents (legal representatives).

Students in an educational organization on general education programs who have not liquidated their academic debt within the established time frame from the moment of its formation, at the discretion of their parents (legal representatives), are left for re-education, transferred to training in adapted basic educational programs in accordance with the recommendations of the psychological, medical and pedagogical commission or for training according to an individual curriculum.

Persons who have successfully passed the state final certification for educational programs of basic general and secondary general education are issued a certificate of basic general or secondary general education, confirming the receipt of general education of the appropriate level.

Persons who have successfully passed the final certification are issued documents on education and (or) qualifications, samples of which are independently established by educational organizations 16 .

Persons who have not passed the final attestation or who have received unsatisfactory results at the final attestation, as well as persons who have mastered part of the educational program of basic general and secondary general education and (or) expelled from an educational organization, are issued a certificate of study or of the period of study according to a model independently established educational organization 17 .

III. Features of the organization of educational activities for persons with disabilities

23. In educational organizations that carry out educational activities on adapted educational programs of primary general, basic general and secondary general education, special conditions are created for the education of students with disabilities:

a) for students with visual impairments:

adaptation of the official websites of educational organizations on the Internet, taking into account the special needs of the visually impaired, bringing them to the international standard for the accessibility of web content and web services (WCAG);

placement in accessible places for students who are blind or visually impaired, and in an adapted form (taking into account their special needs) background information on the schedule of lectures, training sessions (should be done large (height capital letters not less than 7.5 cm) in relief-contrasting type (on a white or yellow background) and duplicated in Braille);

the presence of an assistant providing the student with the necessary assistance;

providing alternative formats for printed materials (large print) or audio files;

providing access for a student who is blind and using a guide dog to the building of an educational organization that has a place to accommodate a guide dog during the student's training hours;

b) for students with hearing disabilities:

duplication of sound reference information about the schedule of visual lessons (installation of monitors with the ability to broadcast subtitles (monitors, their size and number must be determined taking into account the size of the room);

providing appropriate sound means of reproducing information;

ensuring the receipt of information using Russian sign language (sign language translation, typhlo sign language translation);

c) for students with disorders of the musculoskeletal system:

ensuring unhindered access of students to classrooms, canteens, toilets and other premises of an educational organization, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, local lowering of barriers to a height of no more than 0.8 m; availability of special chairs and other devices).

24. To receive without discrimination quality education persons with disabilities are created:

necessary conditions for the correction of developmental disorders and social adaptation, the provision of early corrective assistance based on special pedagogical approaches and the most suitable languages, methods and means of communication for these persons;

conditions that are most conducive to obtaining an education of a certain level and certain direction, as well as the social development of these people, including through the organization of inclusive education for people with disabilities 19 .

25. In educational organizations that carry out educational activities according to adapted educational programs for hearing-impaired students (having partial hearing loss and varying degrees of speech underdevelopment) and late deaf students (those who became deaf in preschool or school age, but kept independent speech), two branches are created:

1 department - for students with mild speech underdevelopment due to hearing impairment;

2nd department - for students with profound underdevelopment of speech due to hearing impairment.

26. In an educational organization that carries out educational activities according to adapted educational programs, joint education of blind and visually impaired students, as well as students with low vision, suffering from amblyopia and strabismus and in need of ophthalmological support, is allowed.

Braille is the basis for teaching blind students.

27. In educational organizations that carry out educational activities on adapted educational programs for students with severe speech impairments, two departments are created:

1 department - for students with general underdevelopment severe speech (alalia, dysarthria, rhinolalia, aphasia), as well as students with general underdevelopment of speech, accompanied by stuttering;

2nd department - for students with a severe form of stuttering with normal development of speech.

As part of the 1st and 2nd departments, classes (groups) of students with the same type of forms are completed speech pathology, with the obligatory consideration of the level of their speech development.

28. In the event that students complete the development of adapted basic educational programs of basic general education before reaching the age of majority and cannot be employed, classes (groups) are opened for them with in-depth study of individual academic subjects, subject areas of the corresponding educational program.

29. In an educational organization carrying out educational activities according to adapted educational programs, it is allowed:

co-education of students with delay mental development and students with an autism spectrum disorder whose intellectual development is comparable to mental retardation;

joint education in educational programs for students with mental retardation and students with an autism spectrum disorder whose intellectual development is comparable to mental retardation (no more than one child in one class).

Students with an autism spectrum disorder, whose intellectual development is comparable to mental retardation, are provided with special support for the period of adaptation to being in an educational organization (from six months to 1 year).

For the successful adaptation of students with autism spectrum disorders in group classes, in addition to the teacher, there is an educator (tutor), organized individual sessions with a teacher-psychologist to develop communication skills, support emotional and social development such children at the rate of 5-8 students with an autism spectrum disorder per one position of a teacher-psychologist.

30. The implementation of adapted basic educational programs in terms of labor training is carried out on the basis of regional conditions focused on the need for workers, and taking into account individual features psychophysical development, health, opportunities, as well as the interests of students with disabilities and their parents (legal representatives) based on the choice of work profile, which includes preparing the student for individual labor activity.

Classes (groups) with in-depth study of individual subjects, subject areas of the relevant educational program are accepted by students who have completed grade 9 (10). Qualification categories for graduates are assigned only by the administration of the interested enterprise or organization vocational education. Students who have not received a qualification category are issued a certificate of training and a reference listing a list of jobs that they are able to perform independently.

31. In educational organizations that carry out educational activities according to adapted basic educational programs for students with mental retardation, classes (groups) are created for students with moderate and severe mental retardation.

Classes (groups), extended day groups for students with moderate and severe mental retardation accept children who do not have medical contraindications for staying in an educational organization, who possess elementary self-service skills.

32. When organizing educational activities according to an adapted basic educational program, conditions are created for medical and rehabilitation work, organizing educational activities and remedial classes, taking into account the characteristics of students based on one staff unit:

teacher-defectologist (deaf teacher, typhlopedagogue) for every 6-12 students with disabilities;

a speech pathologist for every 6-12 students with disabilities;

a teacher-psychologist for every 20 students with disabilities;

tutor, assistant (assistant) for every 1-6 students with disabilities.

33. For students in need of long-term treatment, disabled children who, for health reasons, cannot attend educational organizations, based on the conclusion of a medical organization and a written request from parents (legal representatives), general education programs are organized at home or in medical organizations 20.

The procedure for regulating and formalizing relations between a state and municipal educational organization and parents (legal representatives) of students in need of long-term treatment, as well as children with disabilities in terms of organizing training in general educational programs at home or in medical organizations is determined by the regulatory legal act authorized body of state power of the subject of the Russian Federation 21 .

I. General provisions

1. The procedure for organizing and carrying out educational activities in the main general education programs - educational programs of primary general, basic general and secondary general education (hereinafter referred to as the Procedure) regulates the organization and implementation of educational activities in the main general education programs - educational programs of primary general, basic general and secondary general education, including the features of the organization of educational activities for students with disabilities.

II. Organization and implementation of educational activities

The curriculum of the general education program determines the list, labor intensity, sequence and distribution of academic subjects, courses, disciplines (modules), practice, other types of educational activities of students and forms of their intermediate certification by periods of study.

10.1. The organization of educational activities in general educational programs can be based on the differentiation of content, taking into account the educational needs and interests of students, providing in-depth study of individual subjects, subject areas of the corresponding educational program ( specialized training)<1>. 11. When implementing general educational programs, various educational technologies are used, including distance learning technologies, e-learning<1>.

The beginning of the academic year may be postponed by an educational organization when implementing a general education program in part-time and part-time education for no more than one month, in part-time education - for no more than three months.

18. Class occupancy, with the exception of compensatory education classes, should not exceed 25 people<1>.

19. The development of the general education program, including a separate part or the entire volume of the subject, course, discipline (module) of the general education program, is accompanied by ongoing monitoring of progress and intermediate certification of students. The forms, frequency and procedure for conducting ongoing monitoring of progress and intermediate certification of students are determined by the educational organization independently.<1>

19.1. When implementing the approved work programs of educational subjects, courses, disciplines (modules) of the general education program, it must be taken into account that the amount of homework (for all academic subjects) should be such that the time spent on its implementation does not exceed (in astronomical hours): in 2 - 3 classes - 1.5 hours, in 4 - 5 classes - 2 hours, in 6 - 8 classes - 2.5 hours, in 9 - 11 classes - up to 3.5 hours. Subjects, courses, disciplines (modules) of the educational program that require a lot of time to complete homework, should not be grouped on the same day. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of July 17, 2015 N 734)

In the first grade, training is carried out without scoring students' knowledge and homework<1>.

20. Mastering the basic educational programs of basic general and secondary general education by students ends with final certification, which is mandatory.

Persons who have not passed the final attestation or who have received unsatisfactory results at the final attestation, as well as persons who have mastered part of the educational program of basic general and secondary general education and (or) expelled from an educational organization, are issued a certificate of study or of the period of study according to a model independently established educational organization<1>.

Students who have mastered the educational programs of basic general education and received unsatisfactory results at the state final certification, at the discretion of their parents (legal representatives) are left for re-education, except for persons with legal capacity by virtue of the articles and the Civil Code of the Russian Federation (Collected Legislation of the Russian Federation, 1994 , N 32, item 3301). III. Features of the organization of educational activities for persons with disabilities

21. The content of general education and the conditions for organizing the education of students with disabilities are determined by an adapted general education program, and for disabled people also in accordance with an individual program for the rehabilitation of a disabled person.<1> (As amended by the Order of the Ministry of Education and Science of the Russian Federation of July 17, 2015 N 734)

22. Based on the category of students with disabilities, their number in a class (group) should not exceed 15 people.

23. In educational organizations that carry out educational activities according to adapted general educational programs, special conditions are created for students with disabilities to receive education: (As amended by the Order of the Ministry of Education and Science of the Russian Federation of July 17, 2015 N 734)

a) for students with visual impairments:

adaptation of the official websites of educational organizations on the Internet, taking into account the special needs of the visually impaired, bringing them to the international standard for the accessibility of web content and web services (WCAG);

placement in accessible places for students who are blind or visually impaired, and in an adapted form (taking into account their special needs) reference information about the schedule of lectures, training sessions (should be done in large (height of capital letters not less than 7.5 cm) relief-contrasting type (on a white or yellow background) and duplicated in Braille);

the presence of an assistant providing the student with the necessary assistance;

providing alternative formats for printed materials (large print) or audio files;

providing access for a student who is blind and using a guide dog to the building of an educational organization that has a place to accommodate a guide dog during the student's training hours;

b) for students with hearing disabilities:

duplication of audio reference information about the schedule of training sessions visual (installation of monitors with the ability to broadcast subtitles (monitors, their size and number must be determined taking into account the size of the room));

providing appropriate sound means of reproducing information;

ensuring the receipt of information using Russian sign language (sign language translation, typhlo sign language translation);

c) for students with disorders of the musculoskeletal system:

ensuring unhindered access of students to classrooms, canteens, toilets and other premises of an educational organization, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, local lowering of barriers to a height of no more than 0.8 m; availability of special chairs and other devices).

24. In order to receive quality education without discrimination, persons with disabilities are created:

the necessary conditions for the correction of developmental disorders and social adaptation, the provision of early corrective assistance based on special pedagogical approaches and the most suitable languages, methods and ways of communication for these individuals;

conditions that contribute to the maximum extent to obtaining education of a certain level and a certain focus, as well as the social development of these people, including through the organization of inclusive education for people with disabilities<1>.

25. In educational organizations that carry out educational activities according to adapted general educational programs for hearing-impaired students (having partial hearing loss and varying degrees of speech underdevelopment) and late deaf students (deaf at preschool or school age, but retaining independent speech), two departments are created: (As amended by the Order of the Ministry of Education and Science of the Russian Federation of July 17, 2015 N 734)

1 department - for students with mild speech underdevelopment due to hearing impairment;

2nd department - for students with profound underdevelopment of speech due to hearing impairment.

26. In an educational organization that carries out educational activities according to adapted general educational programs, joint education of blind and visually impaired students, as well as students with low vision, suffering from amblyopia and strabismus and in need of ophthalmological support, is allowed. Braille is the basis for teaching blind students.

27. In educational organizations that carry out educational activities on adapted general educational programs for students with severe speech impairments, two departments are created: (As amended by the Order of the Ministry of Education and Science of the Russian Federation of July 17, 2015 N 734)

1st department - for students with severe general underdevelopment of speech (alalia, dysarthria, rhinolalia, aphasia), as well as students with general underdevelopment of speech, accompanied by stuttering;

2nd department - for students with a severe form of stuttering with normal development of speech.

As part of the 1st and 2nd departments, classes (groups) of students with the same type of speech pathology are completed, with the obligatory consideration of the level of their speech development.

28. In the event that students complete the development of adapted general education programs of basic general education before reaching the age of majority and cannot be employed, classes (groups) are opened for them with in-depth study of individual academic subjects, subject areas of the corresponding educational program. 29. In an educational organization carrying out educational activities according to adapted general educational programs, it is allowed: (As amended by the Order of the Ministry of Education and Science of the Russian Federation of July 17, 2015 N 734)

co-education of students with mental retardation and students with autism spectrum disorder, whose intellectual development is comparable to mental retardation;

joint education in educational programs for students with mental retardation and students with an autism spectrum disorder whose intellectual development is comparable to mental retardation (no more than one child in one class).

Students with an autism spectrum disorder, whose intellectual development is comparable to mental retardation, are provided with special support for the period of adaptation to being in an educational organization (from six months to 1 year).

For the successful adaptation of students with autism spectrum disorders in group classes, in addition to the teacher, there is an educator (tutor), individual classes are organized with a teacher-psychologist to develop communication skills, support the emotional and social development of such children at the rate of 5-8 students with autism spectrum disorder per one position of a teacher-psychologist.

30. The implementation of adapted general educational programs in terms of labor training is carried out on the basis of regional conditions focused on the need for workers, and taking into account the individual characteristics of psychophysical development, health, opportunities, as well as the interests of students with disabilities and their parents (legal representatives) based on the choice of labor profile, which includes the preparation of the student for individual labor activity. Classes (groups) with in-depth study of individual subjects, subject areas of the relevant educational program are accepted by students who have completed grade 9 (10). Qualification ranks for graduates are assigned only by the administration of the enterprise concerned or by a vocational education organization. Students who have not received a qualification category are issued a certificate of training and a reference listing a list of jobs that they are able to perform independently.

31. In educational organizations that carry out educational activities according to adapted general educational programs for students with mental retardation, classes (groups) are created for students with moderate and severe mental retardation. Classes (groups), extended day groups for students with moderate and severe mental retardation accept children who do not have medical contraindications for staying in an educational organization, who possess elementary self-service skills.

32. When organizing educational activities according to an adapted general educational program, conditions are created for medical and rehabilitation work, organizing educational activities and remedial classes, taking into account the characteristics of students based on one staff unit: (As amended by the Order of the Ministry of Education and Science of the Russian Federation of July 17, 2015 N 734)

teacher-defectologist (deaf teacher, typhlopedagogue) for every 6 - 12 students with disabilities;

a speech pathologist for every 6 to 12 students with disabilities;

a teacher-psychologist for every 20 students with disabilities;

tutor, assistant (assistant) for every 1 - 6 students with disabilities.

33. For students in need of long-term treatment, disabled children who, for health reasons, cannot attend educational organizations, on the basis of the conclusion of a medical organization and a written request from parents (legal representatives), training in general educational programs is organized at home or in medical organizations<1>.

The procedure for the organization and implementation of educational activities for the main programs of primary, basic and secondary general education has been approved. It, among other things, establishes the features of the organization of educational activities for students with disabilities.

The procedure is mandatory for organizations engaged in educational activities (including for cadet schools, cadet (marine cadet) corps, Cossack cadet corps) and implementing these programs (including adapted ones), including individual entrepreneurs.

General education can be obtained in organizations that carry out educational activities, as well as in the forms of family education and self-education.

The forms of education and training in a specific program are determined by the parents (legal representatives) of a minor student, taking into account his opinion.

When choosing a family education, parents (legal representatives) inform the local self-government body of the municipal district or city district in which they live about this.

Education in the forms of family education and self-education is carried out with the right to subsequently pass an intermediate and state final certification in educational organizations.

It is allowed to combine various forms of education and training.

Application

I. General provisions

1. The procedure for organizing and carrying out educational activities in the main general education programs - educational programs of primary general, basic general and secondary general education (hereinafter referred to as the Procedure) regulates the organization and implementation of educational activities in the main general education programs - educational programs of primary general, basic general and secondary general education, including the features of the organization of educational activities for students with disabilities.

2. This Procedure is mandatory for organizations engaged in educational activities, including for educational organizations with special names "cadet school", "cadet (marine cadet) corps" and "Cossack cadet corps", and implementing the main general educational programs - educational programs primary general, basic general and secondary general education (hereinafter - general education programs), including adapted general education programs, including individual entrepreneurs (hereinafter - educational organizations).

II. Organization and implementation of educational activities

3. General education can be obtained in organizations engaged in educational activities, as well as outside organizations - in the form of family education and self-education.

The form of obtaining general education and the form of education for a specific general education program are determined by the parents (legal representatives) of a minor student. When parents (legal representatives) of a minor student choose the form of general education and the form of education, the opinion of the child is taken into account.

6. The terms for obtaining primary general, basic general and secondary general education are established by the federal state educational standards of general education.

8. Requirements for the structure, volume, conditions for implementation and the results of mastering general educational programs are determined by the relevant federal state educational standards.

9. General educational programs are independently developed and approved by educational organizations.

Educational organizations that carry out educational activities according to state-accredited general education programs develop these educational programs in accordance with federal state educational standards and taking into account the relevant exemplary basic educational programs.

10. The general education program includes a curriculum, a calendar curriculum, work programs for subjects, courses, disciplines (modules), assessment and methodological materials, as well as other components that ensure the education and training of students, pupils (hereinafter referred to as students).

The curriculum of the general education program determines the list, labor intensity, sequence and distribution of academic subjects, courses, disciplines (modules), practice, other types of educational activities of students and forms of their intermediate certification by periods of study.

10.1. The organization of educational activities in general educational programs can be based on the differentiation of content, taking into account the educational needs and interests of students, providing in-depth study of individual subjects, subject areas of the corresponding educational program (professional education).

14. In educational organizations, educational activities are carried out in the state language of the Russian Federation.

In state and municipal educational institutions located on the territory of the republics of the Russian Federation, teaching and learning of the state languages ​​of the republics of the Russian Federation may be introduced in accordance with the legislation of the republics of the Russian Federation. 16. Educational activities in general education programs, including adapted general education programs, are organized in accordance with the schedule of classes, which is determined by the educational organization.

17. The academic year in educational organizations begins on September 1 and ends in accordance with the curriculum of the relevant general education program. The beginning of the academic year may be postponed by an educational organization when implementing a general education program in part-time and part-time education for no more than one month, in part-time education - for no more than three months.

In the process of mastering general education programs, students are provided with vacations. The start and end dates of vacations are determined by the educational organization independently.

18. Class occupancy, with the exception of compensatory education classes, should not exceed 25 people.

18.1. If there are necessary conditions (personnel, financial, logistical and other conditions), it is possible to divide classes into groups during training sessions, courses, disciplines (modules).

If there is a need to study several native languages ​​from among the languages ​​of the peoples of the Russian Federation, the class may be divided into two or more groups.

When conducting training sessions, it is allowed to unite in groups of students from several classes.

19. The development of the general education program, including a separate part or the entire volume of the subject, course, discipline (module) of the general education program, is accompanied by ongoing monitoring of progress and intermediate certification of students. The forms, frequency and procedure for conducting ongoing monitoring of progress and intermediate certification of students are determined by the educational organization independently.

19.1. When implementing the approved work programs of educational subjects, courses, disciplines (modules) of the general education program, it must be taken into account that the volume of homework assignments (for all academic subjects) should be such that the time spent on its implementation does not exceed (in astronomical hours): in 2- 3 classes - 1.5 hours, in 4-5 classes - 2 hours, in 6-8 classes - 2.5 hours, in 9-11 classes - up to 3.5 hours.

Subjects, courses, disciplines (modules) of the educational program that require a lot of time to do homework should not be grouped on the same day.

In the first grade, training is conducted without scoring students' knowledge and homework.

20. Mastering the basic educational programs of basic general and secondary general education by students ends with final certification, which is mandatory.

Persons mastering an educational program in the form of family education or self-education, or who have studied under an educational program of basic general or secondary general education that does not have state accreditation, have the right to externally pass an intermediate and state final certification in an educational organization for educational programs of basic general and secondary general education that have state accreditation for free. When passing the specified attestation, external students enjoy the academic rights of students according to the relevant educational program.

Students who have fully mastered the corresponding educational program of the academic year are transferred to the next class.

Students who fail midterm assessments for valid reasons or who have academic debts are promoted to the next grade on a conditional basis.

Responsibility for the elimination of academic debt by students during the next academic year rests with their parents (legal representatives).

Students in an educational organization on general education programs who have not liquidated their academic debt within the established timeframe since its formation, at the discretion of their parents (legal representatives), are left for re-education, transferred to training according to adapted general education programs in accordance with the recommendations of the psychological, medical and pedagogical commission or to study according to an individual curriculum.

Persons who have successfully passed the state final certification for educational programs of basic general and secondary general education are issued a certificate of basic general or secondary general education, confirming the receipt of general education of the appropriate level.

Persons who have successfully passed the final certification are issued documents on education and (or) qualifications, samples of which are independently established by educational organizations.

Persons who have not passed the final attestation or who have received unsatisfactory results at the final attestation, as well as persons who have mastered part of the educational program of basic general and secondary general education and (or) expelled from an educational organization, are issued a certificate of study or of the period of study according to a model independently established educational organization.

Students who have mastered the educational programs of basic general education and received unsatisfactory results at the state final certification, at the discretion of their parents (legal representatives) are left for re-education, except for persons with legal capacity by virtue of Articles 21 and 27 of the Civil Code of the Russian Federation (Collection of Legislation of the Russian Federation , 1994, N 32, article 3301).

III. Features of the organization of educational activities for persons with disabilities

21. The content of general education and the conditions for organizing the education of students with disabilities are determined by an adapted general education program, and for disabled people also in accordance with an individual program for the rehabilitation of a disabled person.

23. In educational organizations that carry out educational activities according to adapted general educational programs, special conditions are created for students with disabilities to receive education:

a) for students with visual impairments:

adaptation of the official websites of educational organizations on the Internet, taking into account the special needs of the visually impaired, bringing them to the international standard for the accessibility of web content and web services (WCAG);

placement in accessible places for students who are blind or visually impaired, and in an adapted form (taking into account their special needs) reference information about the schedule of lectures, training sessions (should be done in large (height of capital letters not less than 7.5 cm) relief-contrasting type (on a white or yellow background) and duplicated in Braille);

the presence of an assistant providing the student with the necessary assistance;

providing alternative formats for printed materials (large print) or audio files;

providing access for a student who is blind and using a guide dog to the building of an educational organization that has a place to accommodate a guide dog during the student's training hours;

b) for students with hearing disabilities:

duplication of sound reference information about the schedule of visual lessons (installation of monitors with the ability to broadcast subtitles (monitors, their size and number must be determined taking into account the size of the room);

providing appropriate sound means of reproducing information;

ensuring the receipt of information using Russian sign language (sign language translation, typhlo sign language translation);

c) for students with disorders of the musculoskeletal system:

ensuring unhindered access of students to classrooms, canteens, toilets and other premises of an educational organization, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, local lowering of barriers to a height of no more than 0.8 m; availability of special chairs and other devices).

24. In order to receive, without discrimination, quality education for persons with disabilities, the following are created:

the necessary conditions for the correction of developmental disorders and social adaptation, the provision of early corrective assistance based on special pedagogical approaches and the most suitable languages, methods and ways of communication for these individuals;

conditions that contribute to the maximum extent to obtaining education of a certain level and a certain focus, as well as the social development of these people, including through the organization of inclusive education for people with disabilities.

25. In educational organizations that carry out educational activities according to adapted general educational programs for hearing-impaired students (having partial hearing loss and varying degrees of speech underdevelopment) and late deaf students (deaf at preschool or school age, but retaining independent speech), two departments are created:

1 department - for students with mild speech underdevelopment due to hearing impairment;

2nd department - for students with profound underdevelopment of speech due to hearing impairment.

26. In an educational organization that carries out educational activities according to adapted general educational programs, joint education of blind and visually impaired students, as well as students with low vision, suffering from amblyopia and strabismus and in need of ophthalmological support, is allowed.

Braille is the basis for teaching blind students.

27. In educational organizations that carry out educational activities on adapted general educational programs for students with severe speech impairments, two departments are created:

1st department - for students with severe general underdevelopment of speech (alalia, dysarthria, rhinolalia, aphasia), as well as students with general underdevelopment of speech, accompanied by stuttering;

2nd department - for students with a severe form of stuttering with normal development of speech.

As part of the 1st and 2nd departments, classes (groups) of students with the same type of speech pathology are completed, with the obligatory consideration of the level of their speech development.

28. In the event that students complete the development of adapted general education programs of basic general education before reaching the age of majority and cannot be employed, classes (groups) are opened for them with in-depth study of individual academic subjects, subject areas of the corresponding educational program.

29. In an educational organization carrying out educational activities according to adapted general educational programs, it is allowed:

co-education of students with mental retardation and students with autism spectrum disorder, whose intellectual development is comparable to mental retardation;

joint education in educational programs for students with mental retardation and students with an autism spectrum disorder whose intellectual development is comparable to mental retardation (no more than one child in one class).

Students with an autism spectrum disorder, whose intellectual development is comparable to mental retardation, are provided with special support for the period of adaptation to being in an educational organization (from six months to 1 year).

For the successful adaptation of students with autism spectrum disorders in group classes, in addition to the teacher, there is an educator (tutor), individual classes are organized with a teacher-psychologist to develop communication skills, support the emotional and social development of such children at the rate of 5-8 students with autism spectrum disorder per one position of a teacher-psychologist.

30. The implementation of adapted general educational programs in terms of labor training is carried out on the basis of regional conditions focused on the need for workers, and taking into account the individual characteristics of psychophysical development, health, opportunities, as well as the interests of students with disabilities and their parents (legal representatives) based on the choice of labor profile, which includes the preparation of the student for individual labor activity.

Classes (groups) with in-depth study of individual subjects, subject areas of the relevant educational program are accepted by students who have completed grade 9 (10). Qualification ranks for graduates are assigned only by the administration of the enterprise concerned or by a vocational education organization. Students who have not received a qualification category are issued a certificate of training and a reference listing a list of jobs that they are able to perform independently.

31. In educational organizations that carry out educational activities according to adapted general educational programs for students with mental retardation, classes (groups) are created for students with moderate and severe mental retardation.

Classes (groups), extended day groups for students with moderate and severe mental retardation accept children who do not have medical contraindications for staying in an educational organization, who possess elementary self-service skills.

32. When organizing educational activities according to an adapted general educational program, conditions are created for medical and rehabilitation work, organizing educational activities and remedial classes, taking into account the characteristics of students based on one staff unit:

teacher-defectologist (deaf teacher, typhlopedagogue) for every 6-12 students with disabilities;

a speech pathologist for every 6-12 students with disabilities;

a teacher-psychologist for every 20 students with disabilities;

tutor, assistant (assistant) for every 1-6 students with disabilities.

33. For students in need of long-term treatment, disabled children who, for health reasons, cannot attend educational organizations, on the basis of the conclusion of a medical organization and a written request from parents (legal representatives), general education programs are organized at home or in medical organizations.

The procedure for regulating and formalizing relations between a state and municipal educational organization and parents (legal representatives) of students in need of long-term treatment, as well as disabled children in terms of organizing training in general educational programs at home or in medical organizations is determined by a regulatory legal act of the authorized state authority of the subject Russian Federation.
