1. These Rules govern, in accordance with paragraph one of clause 2 of Article 19 of the Federal Law "On the Status of Military Personnel", issues related to the exercise of the right of officers undergoing military service under a contract (hereinafter referred to as officers) to study in civilian professional educational organizations or civilian educational organizations of higher education and at the preparatory departments of such educational organizations of higher education with the development of educational programs for part-time or part-time education.

2. A document confirming the right of officers to study holidays and other social guarantees for passing entrance examinations upon admission to training and during the period of study in educational organizations (hereinafter referred to as study holidays and other social guarantees) is a certificate-call giving the right to provide guarantees and compensations to employees who combine work with education, in the form approved by the Ministry of Science and Higher Education of the Russian Federation in agreement with the Ministry of Education of the Russian Federation.

3. Educational leave and other social guarantees are provided to officers upon receiving education at the appropriate level for the first time, as well as to officers sent for training by the federal executive body (federal state body) in which federal law provided military service.

4. Officers are granted study leave for passing:

a) entrance examinations for admission to civil professional educational organizations - 10 calendar days;

b) entrance examinations for admission to civil educational organizations of higher education - 15 calendar days;

c) final certification at the preparatory departments of civil educational organizations of higher education - 15 calendar days.

5. Officers who successfully master educational programs of secondary vocational education in part-time and part-time correspondence forms training, study holidays are provided for passing:

b) state final certification - up to 2 months in accordance with curriculum mastered educational program of secondary vocational education.

6. Officers who have entered civil educational institutions of higher education for undergraduate, specialist or master's programs in part-time and part-time forms of study and successfully mastering these programs are provided with educational leave for passing:

a) intermediate attestation in the first and second years - 40 calendar days, in each subsequent course - 50 calendar days (when mastering educational programs of higher education in a shortened time in the second year - 50 calendar days);

b) state final certification - up to 4 months in accordance with the curriculum of the higher education educational program being mastered.

7. Officers who are simultaneously studying in 2 or more educational organizations are provided with educational leave and other social guarantees only in connection with training in one of the educational organizations (at the choice of the officer).

8. If it is impossible for an officer to arrive on time to undergo an intermediate or final certification in connection with his participation in exercises, ship cruises and other events, the list of which is determined by the heads of the federal executive bodies (federal state bodies), in which the federal law provides for military service, educational the organization provides the officer with the opportunity to pass certification at another time.

The basis for postponing the time for passing the intermediate or final certification is a certificate confirming the participation of the officer in these events, issued by the commander of the military unit (military prosecutor, head of the military investigative body Investigative Committee Russian Federation), in which the officer is serving in the military.

9. In the event that an officer studying in an educational organization is sent on a business trip lasting more than 3 months, including for participation in peacekeeping and counter-terrorism operations, he is provided with academic leave on the basis of a personal application and a certificate issued by the commander of the military unit (military prosecutor, head of the military investigative body of the Investigative Committee of the Russian Federation), in which the officer is serving in the military.
