Who is eligible for the scholarship. How to apply for a social scholarship. Useful information for students

State in our country is highly relevant. After all, there are a huge number of different categories of the population that need material support. And students are no exception. That is why now I want to talk about who is entitled to a social scholarship.

Terminology

Initially, you need to understand the basic terminology that will be used in this article. Thus, a student scholarship is a state payment to a student for his success. Only those who study well and who have a high GPA receive such assistance. This is a great motivation for every student. But at the same time, it should be noted that the state is also trying to help those students who do not have a livelihood. It is in this case that the state can be appointed. It is paid to those students who are considered low-income or in whose life unforeseen difficulties arise. But even here it is important to make an amendment: this assistance is allocated from the federal budget. So only those students who study on a free, that is, state basis, can apply for it.

Payment terms

It should be noted that this type of scholarship can be awarded for the entire period of study. Payments can be stopped for special reasons or at the end of the student's studies at this educational institution. However, universities and colleges often suspend payments in case of poor attendance or poor academic performance. In this case, they can recover after the student corrects the situation. It is important to remember that for the entire period of non-payment, the money is returned to the student in full.

About categories of citizens

Be sure to also tell about who is entitled to a social scholarship. So there is a list of citizens who can apply for it:

  • Upon presentation of a certificate - disabled people of groups I and II.
  • Low-income students, which must also be confirmed by certificates.
  • Orphans or equivalent categories. In this case, the scholarship can only be paid up to the age of 23.
  • Students who served in the ranks Russian army on a contract basis for at least 3 years.

Additional categories

The categories of the population provided by the state are listed above. However, it should be noted that faculties or even universities can supplement this list at their discretion. So, who is entitled to a social scholarship in this case? There can be a huge number of options, but most often these are:

  • Married couples who raise children.
  • Students from among large families or
  • Students who care for disabled parents or seriously ill relatives.

About the amount

Many are interested in knowing the size of the social scholarship. How much can a student get in this case? The numbers may vary. Generally speaking, at the end of 2015, university students received a little more than 2,000 rubles, and secondary students general educational institutions, technical schools, colleges - about 700 rubles of social scholarship. It is also important to note that the dean's office may increase payments at its discretion. However, the maximum should not exceed the amount of 15 thousand rubles.

At the same time, it should be noted that in the case of academic leave or maternity leave, such payments are not canceled. This does not depend on the desire of the leadership of the educational institution, which is clearly stated in the law. Another important nuance: the student's social scholarship is indexed annually and increased by a certain amount.

About the appointment of a social scholarship

Having figured out who is entitled to a social scholarship, I also want to tell you more about what is the procedure for obtaining it. Each educational institution prescribes all the nuances in its Regulations. It is this document that regulates the deadlines for submission, the categories of students who may qualify for payments, the time of payments, the frequency and other important points. However, all these nuances should not go against the law. In addition to the above payments, the student may also be entitled to the usual or increased scholarships(depending on performance).

About Documents

No one will argue with the fact that the student will need a certificate for a social scholarship. What documents will have to be collected in this case? It all depends primarily on which category of the population the student belongs to. For example, if the student is disabled, you will need a certificate from the medical and labor expert commission, if he is one of the orphans, an extract about this from In addition, you will need to take a paper from the dean's office about which faculty, in which group and in which university student is studying. If a citizen belonging to the category of low-income requires help, he will need to take a certificate of family composition and income of all its members over the past six months. You will also need a certificate of inspection of housing conditions. If the student belongs to a certain category of citizens, for example, Chernobyl, you will need to bring a copy of the certificate confirming this fact.

Scholarship process

You should also talk about how, Initially, the student collects all the necessary documents and goes to the social security authorities. It is precisely for this institution that a certificate from the place of study is needed. In the department of social services, the student will have to write a statement. After that, a complete set of documents is submitted to the commission for consideration. Based on the results of its meeting, its members pass a verdict on each individual case: to allow or refuse to appoint a social stipend.

It should be noted that today the largest number of applicants for such payments are low-income citizens. If, during the calculations, the amount received exceeds the subsistence minimum by at least one ruble, you can forget about the social scholarship. You also need to remember that in this case you will have to update the documents regularly, submitting new certificates of income of all family members. Be sure to track exactly in your region, because it may differ, and the desired payments to the student depend on this.

After the student has received confirmation that a social scholarship has been assigned to him by the Department of Social Protection, with this certificate he goes to the leadership of the university and gives a package of documents already in place. Payments will be calculated by the accounting department of the educational institution where the citizen is studying.

Legal nuances

If a student has a regular or increased scholarship, he can still receive a social one. These two types of payments are independent of each other. It should also be noted that the student will receive a social scholarship regardless of academic performance. However, university authorities may suspend its payments as a result of low attendance or poor performance.

A social scholarship is assigned to a student not from the moment of the resolution of the social commission, but from the moment of application. The Regulations of universities may prescribe the deadline for submitting documents for such payments. So you need to be aware of this as well.

The essence of social scholarship is not to motivate the student to study well. Its main goal is to support a citizen of the country in a difficult time for him. However, with low academic performance, such payments can be frozen indefinitely, although no one has the right to suspend them completely. After “defrosting”, the student will receive all the money that he was owed.

And as noted above, in addition to the social scholarship, the student can also receive the usual academic or increased. But he can also calmly and without a twinge of conscience apply for a personal name if he has certain merits to the educational institution.

Each person must receive the entire package social assistance, which he is entitled to at a certain time. There is nothing wrong with this and there is nothing to be ashamed of.

And academic. It is paid to students who study full-time only. Of course, the size of both types of scholarships is very small, and students cannot live on one scholarship. But it can be considered as an additional pleasant compensation for one's strength for training.

This type of training payment does not depend on the success of the student's education. The purpose of its payment is connected with the individual position of a teenager in society. It is eligible for non-full-time college students who have the status of:

  • disability;
  • orphans;
  • from unsecured families in which the income for each family member is less than the subsistence level;
  • victims of radiation emergencies;
  • who served in the military units of Russia for more than 3 years;
  • children with children of their own.
In 2019, the amount of the social scholarship is established by law in the amount of 730 rubles. This payment does not depend on the success of training, but it is affected by the timeliness of passing exams and tests. If a student does not show up for a session, the college has the right to withhold tuition payments until the student receives positive marks and successfully completes the semester.

Persons studying on a commercial basis cannot count on these funds.

The established minimum payment of 730 rubles is not a prohibition of the college to set a higher payment. What kind of scholarship will be paid at a particular college depends on the institution itself.

The procedure for applying for a social scholarship

If a student, under certain circumstances, is entitled to receive such a tuition fee, he must complete the necessary documents in the prescribed manner:

  1. Get a certificate from the college stating that he is a student of this educational institution.
  2. Surrender all debt for an open session.
  3. Get a certificate of family composition in the passport office.
  4. Documents confirming the family income in the amount per family member is less than the subsistence minimum. Such documents include: 2-NDFL certificates for the last 6 months, work books of non-working family members.
  5. Get a certificate from the college accounting department for the last three months about the tuition payments that were issued to the student.
  6. Collect other necessary documents confirming the student's right to receive social education benefits.
  7. Issue a certificate from social authorities about living in a socially unprotected family and submit it to the college.

In addition to the collected certificates, when submitting an application, a teenager must have originals and copies of:

  • student ID;
  • certificate of student status;
  • passport.

How to fill out an application

An application is an official document on the basis of which a payment is made. Therefore, it must be completed in accordance with legal regulations. Filling order:

  1. In the upper right corner is the name of the rector of the college to whom this document is being submitted. And also the full name of the educational institution is prescribed.
  2. The following is the personal data of the student, including his passport data and registration.
  3. Document's name.
  4. Next, a petition is written for the issuance of a social scholarship and the basis for receiving it is indicated.
  5. Date and signature of the applicant.

Based on this document and all attached papers, a monthly payment is assigned for the duration of one semester. After its completion, you must repeat the procedure for submitting papers again.

Academic Scholarship

This type of tuition fee directly depends on the success of the student's education. To receive it, the student must study full-time. In 2019, its size is 487 rubles. It is paid monthly. Commercially educated individuals are not eligible to claim government benefits from the college.

All newly enrolled applicants receive this payment from the educational institution in the first semester. Further receipt of scholarships directly depends on the success of the first session.

In the first year, students can only receive the minimum specified by law. In subsequent years of study, the management of the educational institution has the right to motivate students more high level payments for special successes in learning.

In order to apply for a scholarship in the first year, you must indicate your current account along with the documents that are submitted upon admission to college. In the future, funds will be transferred to it. It can also be issued from the cash desk in cash.

The order for the accrual of an academic scholarship is issued before the session. In the future, this order includes those students who passed the previous session on time and successfully. Students do not need to fill out additional documents and applications.

Also, regardless of the success of the training, the management of the educational institution may include in the order for the calculation of tuition fees students who accept Active participation in sports or other activities.

If a teenager is excluded from the order for tuition payments, he can correct this situation only in the next semester by successfully passing all exams and tests.

Of course, with the help of a scholarship, an educational institution can easily motivate its students to successful learning and participation in various events.

Quite often, students think about how to apply for a social scholarship. This question interests many. After all, all payments are peculiar from the state. Students will find it very helpful. However, not everyone is eligible for scholarships. social type. Who can receive it? And in what order? Understanding all this is not as difficult as it seems. The main thing is to know the basic nuances of the process.

What is this payment

How to apply for a social scholarship? To sort out this issue, you need to understand what kind of payment we are talking about. It has already been said that not all categories of students are eligible for such financial support.

social scholarship- monthly payment of fixed amounts, which is issued to certain university students. To do this, the student must be enrolled in full-time education. Direction, specialty do not play a role. It is assigned only when studying on a "budget". Suspension of payment is possible only when a certain status is removed or after graduation from a university.

But how to apply for a social scholarship? This is not as difficult to do as it seems. But you will have to worry about the availability of certain documents in advance. In fact, everything is easier than it seems.

Who has the right

It has already been emphasized that not everyone is entitled to a social stipend. Which students are eligible for this privilege? Today in Russia, the following categories of persons can apply for a scholarship under study:

  1. Children left without care. That is, orphans, as well as those who do not have guardians. Thus, if the student's parents were restricted in their rights, he has the right to receive the study payment until the age of 23.
  2. Disabled students. People with or disabled childhood can think about how to apply for a social scholarship at a university.
  3. People affected by radiation at the Chernobyl nuclear power plant and during other accidents.
  4. Citizens who served for 3 years in the Ministry of Internal Affairs or the armed forces of the country, who received a disability or serious injury during this period.
  5. Poor students. The most common category of citizens who make out social payments in universities.

Now it is clear which people can receive a social type scholarship. The question is, how exactly is it done? What does that require? Each case is individual, but there is a general list of papers provided to a particular organization for the purpose of making payments.

Where to go

Interested in social scholarship? Where to issue it in this or that case? On this moment citizens should apply only to 2 institutions to bring the idea to life. Of course, in the presence of a complete list of documents.

Where exactly to apply?

Allocate:

  • social services;
  • the dean's office of the university where the student is enrolled.

There is no corresponding payment anywhere else. First, with a certain package of papers, a citizen comes to the social security authorities, then to the university. In the latter body, the payment to the student is assigned. But this will require certain conditions to be met.

Conditions

What do you need to apply for a social scholarship? If a citizen belongs to one of the categories of recipients, then you will have to check compliance with the remaining requirements. Some have already been mentioned.

The thing is that you can receive a social type scholarship only if the following requirements are met:

  • full-time education on a budgetary basis;
  • belonging to one of the categories of recipients;
  • age limit - usually up to 23 years old inclusive.

There are no other significant restrictions. If all the requirements are met, then you can think about how to apply for a social scholarship. Nonresident student or not - it does not matter. The principle remains the same. What documents are required most often?

Information about the composition of the family

So, the first step is to pay a visit to the social security authorities at the place of registration (or temporary registration). There, when providing a certain list of papers, employees will issue a certificate to the student, which will be needed at the university for the appointment of a scholarship, about belonging to one or another category of recipients. Accordingly, this point requires special attention.

What documents are needed to apply for a social scholarship? The first paper is a certificate of family composition. It is taken in the Housing Office or the Criminal Code at the place of registration. You can get this certificate at the passport office. It lists everyone living in the apartment. The document is valid for 10 days. This fact must be taken into account when collecting other papers. Otherwise, you will have to re-take a certificate of family composition in the passport office.

Income

What do you need to apply for a social scholarship? The next document that is requested from the social service is income statements. Required from all family members who live with the student. How long does it take to bring the relevant papers?

The period for which income should be reflected is 3 months. That is, you will have to present certificates of family income for the last 90 days from the date of contacting the social service. Not only earnings are taken into account, but also scholarships, pensions and other benefits. You need to take certificates of income either from the social service (for benefits), or from the pension fund, or at work.

Important: sometimes the student's parents are registered at different addresses. How to apply for a social scholarship in this situation? Income statements are required from both parents. This is important to remember. Otherwise, you can forget about the possibility of receiving social benefits at the university.

Help about learning

What's next? How to apply for a social scholarship? In order for a citizen to be issued an appropriate permit by the social service, it is imperative to order the so-called student certificate at the university. It proves that a citizen is really studying in a higher educational institution. In addition, it will spell out the course of study, the age of the citizen and his date of birth. For social protection, only 2 points are important: belonging to a particular university, as well as the age of the student.

The student's certificate is ordered at the dean's office of the university. Or you can take it in some cases in the accounting or contract department. It all depends on what rules apply at the university. It is advisable to bring a license and accreditation of an educational institution with you. Will fit Only the student's certificate must be in the original.

Identification

How can I get a social scholarship? In order to obtain the relevant certificate from the social protection authorities, citizens must attach a copy of it to the previously listed document. A temporary passport (or rather, a certificate of the appropriate type) is also suitable. But, as a rule, the social security authorities require a passport from the student. How to apply for a social scholarship for a student?

There is nothing difficult in this. If a citizen has a certificate of a member of a large family or then these documents are required to be attached when applying for a certificate from social protection.

Additionally

But that is not all! How can I get a social scholarship? Additionally, a citizen may be asked (especially if a person changed personal data or got married / divorced during training) some papers. These include:

  • birth certificates of children;
  • documents indicating marriage/divorce;
  • the birth certificate of the citizen who applies for the scholarship;
  • the applicant;
  • disability documents;
  • extracts on the passage of contract service or work in the Ministry of Internal Affairs;
  • medical reports on the state of health of a citizen.

This is a legal requirement. Especially if you plan to recognize Now it is clear what documents are needed to apply for a social scholarship. Failure to provide these papers can cause a lot of trouble. Indeed, in social protection they are able to refuse to issue a certificate of belonging to candidates for a social type scholarship due to insufficient information about a particular family.

At the university

When can I apply for a social scholarship? After the entire previously listed list of papers is assigned to the social service, you can wait for the production of a certificate from this body. In it, as already mentioned, it will be written about the citizen's belonging to one or another category of recipients of monthly payments.

As soon as the relevant certificate is in hand, it is necessary to write an application of the established form to the university and attach to it:

  • identification;
  • certificate from social security;
  • documents that were previously provided to social protection (not required, but desirable).

Additionally, they may be required to attach account details for the scholarship. Nothing else is needed. It will take some time for the application to be considered. Non-residents will have to attach mandatory certificates indicating the residence of a citizen outside a particular locality.

A social scholarship is issued, as a rule, until the end of September of the year in which the payment will be assigned. Therefore, after entering the university, it is recommended to do paperwork as soon as possible. There is nothing difficult in this. From now on, it is clear how to apply for a social scholarship for a student.

Students who have encountered financial difficulties or are endowed with benefits can count on receiving a social scholarship. It does not replace the basic scholarship, but is paid additionally. We will talk further about the procedure for obtaining and the amount of a social scholarship for students in 2019, who can receive it and what needs to be done for this.

Who is entitled to a social scholarship?

The issues of payment of social stipends are regulated by the following regulatory framework:

  • Federal Law of December 29, 2012 N 273 "On Education in the Russian Federation";
  • RF GD dated 12/17/2016 N 1390 (as amended on 04/21/2018) "On the formation of a scholarship fund";
  • RF GD dated July 2, 2012 N 679 “On increasing scholarships ...”;
  • Order of the Ministry of Education and Science of the Russian Federation of December 27, 2016 No. 1663 "On approval of the appointment procedure ...".

According to the provisions of these NLAs, the state social scholarship is paid only to full-time students. Students absentee form training, such assistance is not awarded, even if their candidacy falls into the categories indicated below.

The following can apply for the scholarship:

  1. Orphans and those who were deprived of parental care. The latter include minors whose parents:
    • were deprived of parental rights or restricted in them;
    • disappeared without a trace;
    • serving a sentence in prison;
    • unknown;
    • incompetent.

    This category also includes students for whom the court has established the absence of parental care. Usually they enjoy benefits until the age of 18, but if they enter full-time education, then the grace period is extended to 23 years.

  2. Disabled people. However, not everyone with a disability will be able to apply for a social scholarship. For example, disabled people of the 3rd group, by law, cannot count on receiving it. Potential recipients are:
    • children with disabilities, that is, persons with disabilities who are under 18 years of age;
    • disabled since childhood, that is, persons over 18 years of age who received disability in childhood;
    • disabled persons of groups 1 and 2 - persons over 18 years of age who have passed the MSEC and received a disability of the corresponding group.

    The moment of receiving the disability does not matter. You can apply for a scholarship even the next day after receiving a disability in the middle school year.

  3. Affected from radiation at the Chernobyl nuclear power plant, tests at the Semipalatinsk test site and other radiation disasters.
  4. Students who have completed at least 3 years of service in the troops of the Ministry of Internal Affairs, the Federal Security Service of the Russian Federation, under the executive authorities, as well as those who became disabled due to illness or injury received during the service.
  5. The poor. This category refers to persons whose average per capita income in the family is below the subsistence level. However, if it rises, the recipient of funds will have to inform the dean's office about this, since the basis for paying the scholarship will disappear.

This is a list approved by federal level. However, for some categories of vulnerable segments of the population that are not included in this list, social stipends may be awarded by the decision of the authorities at the local level. In particular, such persons include disabled people of the 2nd group, members large families, children brought up in single-parent families (there is only a mother or only a father), students caring for sick relatives or the disabled, married student couples, combat veterans. It is better to check with the dean's office about who is entitled to a social scholarship at your university.

How to get a social scholarship?

The provision of this kind of assistance from the state is declarative in nature. Even if you belong to one of the above candidates, this does not mean that you will automatically receive a social stipend on your card or account. It is necessary to collect documents for receipt, as well as contact the competent authorities. The sequential algorithm of actions is described below.

STEP 1. Visit to social security at the place of registration. Here they will tell you whether you meet the conditions for receiving a payment, and also what documents are needed for a social scholarship specifically in your situation. Usually this is a certificate of family composition, income (for each family member), education and scholarships, disability (or other document confirming the basis for awarding a scholarship).

STEP 2. Issuance of a 2-NDFL certificate at the place of work (study) or on the official website of the Federal Tax Service, in personal account taxpayer (you need to register in your personal account). This form must be taken from the place of work (order a certificate via the Internet) by each family member (pensioners - in the pension fund, unemployed - in the Employment Center). This also applies to cases where the student's parents are registered at different addresses, but are not divorced.

STEP 3. Contacting the dean's office. Here you need to get 2 references:

  • that the student is studying in this institution;
  • about the scholarship for the last 3 months.

STEP 4. Obtaining a certificate of family composition. It can be obtained in several ways:

  • at the MFC;
  • order on the website of public services;
  • in the passport office (UFMS);
  • at BTI;
  • in a homeowners association (HOA).

It is valid for only 10 days, after which the document will have to be issued again. For its registration, you need a passport, a house book and a title document for housing.

STEP 5. Submission of a package of documents and applications to social security. The collected documents must be submitted to the social security, where a certificate for receiving a social scholarship will be issued.

STEP 6. Submission of an application and a certificate from social security to the dean's office. The application for a social scholarship does not have a strictly established form, but, as a rule, in each university, students are offered a ready-made sample for writing. It looks something like this:

Starting from 2017, new rules for the appointment of social scholarships are in force. For several years now, the decision on whether to assign this type of assistance to a student or not has been decided by the leadership of the educational institution at a meeting of a special commission. Until 2017, the solution of this issue was within the competence of the social security authorities.

Social scholarship during academic leave

Even if a student takes an academician, he will continue to receive a social scholarship (as opposed to a regular scholarship!). This is discussed in paragraph 23 of the Order of the Ministry of Education and Science of the Russian Federation dated December 27, 2016 No. 1663. According to its provisions, finding a student in academic leave is not a basis for terminating the payment (appointment) of the state social scholarship.

Do session debts affect the payment of social stipends?

The state social scholarship is not an encouragement for the successful development of an educational program by a student. It acts as a measure of material support for students who find themselves in an unfavorable financial situation.

The condition for awarding a scholarship is one of the grounds, an exhaustive list of which is specified in Art. 36 of the Federal Law "On Education in the Russian Federation". Item like " successful delivery session" or "no debt" in the article. Also, the university cannot prescribe such a condition in the local act.

Payment procedure

The stipend is paid every month. Every year, a student needs to confirm the existence of grounds for receiving it, that is, before the start of the academic year, they need to re-collect documents and submit an application along with a certificate to the dean's office.

Payments are terminated only in case of loss of the basis for its appointment, as well as the expulsion of the student from the educational institution.

If a student has taken an academician, maternity leave, as well as parental leave, the payment of social scholarships does not stop.

According to Article 36 of the Federal Law "On Education in the Russian Federation", a state social scholarship is assigned from the date of submission to the dean's office of a document confirming the appointment of state social assistance, for one year from the date of assignment of the specified state social assistance.

This means that the stipend will be paid on the day the certificate of social stipend is submitted, and it will be paid within a calendar year from the date of submission to the day on which the certificate is dated.

Example. Kolomoitsev T.G. On February 18, 2017, he brought to the dean's office a document confirming the appointment of state social assistance. The issue date is January 21, 2017. Thus, the scholarship will be paid to him from February 18, 2017 to January 21, 2018.

Question answer

Question:
Can an arrest be imposed on a card on which a social stipend is accrued?

The bailiffs have the right to freeze the accounts of the debtor if there is an enforcement proceeding against him. However, the arrest can be lifted if you prove to the bailiff that the funds received into the account are not income, but are social benefits.

Question:
Will I lose my social scholarship if I get married?

It depends on what basis it was assigned to you. Marriage in itself is not a reason to terminate the payment of a social stipend. But if you received it as a poor person, then the data of each of your family members were taken into account in the calculation of the average per capita income. Accordingly, from the moment of marriage, you will create a new family, which means that the level of income will have to be confirmed again. If it turns out to be higher than the subsistence level, then you will lose the social stipend.

Question:
Is it true that if my parents are unemployed, I will not be able to apply for a social scholarship?

Today, there is no labor service in our state, so parents do not have to work without fail. Another thing is that when applying for a scholarship, you will have to confirm their income in some way. Employed people can take a certificate from the place of work. Non-working - a certificate from the Employment Center. But if the parents are unemployed and not registered with the Employment Center, then it is not possible to confirm their income. And, therefore, the student will not be able to provide the necessary package of documents, on the basis of which he may be denied the appointment of a social scholarship.

Question:
Social Security does not provide a certificate. What to do?

If you are not given a certificate of the appointment of a social scholarship, require written explanations for the refusal. You are required to provide them. If the reasons for refusal are motivated and comply with current legislation, you will have to put up with it. In case of unlawful refusal to protect your rights, you can apply to the prosecutor's office or the court.
