In 1986 she graduated with honors from the Faculty of Economics of the Perm University, then postgraduate studies in the specialty "Economics, management organization national economy and its industries.

Since 2008, he has been the head of the Department of World and Regional Economics (until 2009 - the Department of Political Economy).

In 2009 she defended her dissertation for the degree of Doctor of Economics.

Since January 2013 - Head of the Department of World Economy and Economic Theory (created by merging two departments: world and regional economics and economic theory and industry markets); in January 2014 it was renamed into the Department of World and Regional Economics, Economic Theory.

The vice-speakers and chairmen of the committees developed and introduced a draft resolution, which proposed to allocate an additional rate with an appropriate remuneration. No one hid that this rate was for Tatyana Mirolyubova, chairman of the committee on industry, economic policy and taxes, who previously worked in parliament on a voluntary basis. However, the draft resolution was unexpectedly withdrawn, purged from all electronic bases and forgotten.

By gender quota
The document was withdrawn, but the sediment remained. Indeed, on the eve of Tatyana Mirolyubova managed to be a newsmaker, leaving the post of dean of the Faculty of Economics of the Perm National Research University and telling reporters that she decided to focus on lawmaking. And although Tatyana Vasilyevna left the university department behind herself, it seems that now the sphere of her career interests is political activity.

Let's just say that this is what it was all about. After all, when Governor Viktor Basargin formed a pool of candidates for deputies of the regional Legislative Assembly from the United Russia party two years ago, the top three within the “gender quota” were looking for a figure of the level of Irina Ivenskikh, who in the last convocation went to work in the regional government. Since the majority of women parliamentarians previously represented the field of education, they did not experiment and went along educational institutions. There, at the State University, they found Tatyana Mirolyubova. Ambitious, stylish, professor, economist, dean.

After the elections, Tatyana Vasilyevna was easily made chairman of the parliamentary committee on industry, economic policy and taxes, pushing in candidates from among the oil and gas workers. And it is strange that even then she did not leave the post of dean of the Faculty of Economics of Perm State National Research University and did not find a job on a professional basis in parliament. After all, few people know that everything is not going smoothly at the university. The post of dean, as it were, was inherited from her husband, Yuri Mirolyubov, who was seventeen years older than her and died five years ago. And some teachers still believe that she has taken the wrong place.

War of ambition
The desire to grow and nurture ambitions in order to use the platform of the Legislative Assembly as a social elevator and apply for ministerial portfolios, positions of heads of state structures or rector's positions is normal. Parliament has always been a personnel bench for status vacancies. Therefore, Speaker Valery Sukhikh asked his deputies and committee chairmen to sign an initiative to change the number of deputies working on a permanent basis. After all, there are no free rates today, and Tatyana Mirolyubova needs official employment and a salary.

But speaker Valery Sukhikh and secretary of the United Russia regional branch Nikolai Dyomkin began to forget how two years ago, immediately after the elections, they punished the opposition for criticizing them: they reduced the number of seats for work on a permanent basis from 50 percent of the number of deputies to 35, that is, from 30 to 21 people. It is clear that all interested deputies from the United Russia faction received their salaries and offices. And the rest were set limits, as a result of which the Liberal Democratic Party received two rates, two - the Communist Party, and one - "Fair Russia". And no matter how much the opposition factions tried to raise this topic, and there are only 7-8 people who want to get paid there, the speaker and the main United Russia party remained adamant.

Now, when the leadership of the Legislative Assembly itself needed to open an additional headquarters, it turned out that this was not easy to do. In accordance with the current method of limiting seats, the vacancy will be filled by a deputy from A Just Russia. And if United Russia wants to employ Tatyana Mirolyubova, a member of their faction, then they need to negotiate with the opposition. Give at the rate to all factions, as a result of which the deputies Daria Eisfeld (SR), Vladimir Chuloshnikov (KPRF) and Igor Orlov (LDPR) will switch to a professional basis. All those whom Sukhikh and Dyomkin, to put it mildly, dislike.

One ambition stumbled upon another. The value of punishing the opposition turned out to be higher than the interests of the colleague. The draft resolution was withdrawn. The employment of Tatyana Mirolyubova did not take place. Even though she left the dean’s position, it’s good that she didn’t leave the post of head of the department. Otherwise, instead of a promising political figure, she would have turned into a banal unemployed person.

Quarry deflated stats
Political projects are always a venture. And for women, this is a venture in the square, because there are very few positive examples. Sometimes this choice is predetermined. As it happened, for example, with Elena Gilyazova and Elena Zyryanova, who were brought into politics from their business by Oleg Chirkunov. Both first worked in the executive branch, and then were delegated to the parliament through the lists of United Russia as committee heads. And it was clear that with the change of leadership in the region they would be replaced. However, Elena Zyryanova was still able to be re-elected and continues to lead the budget committee. And Elena Gilyazova, after ten years of service in government, works as a vice president at the Perm Chamber of Commerce and Industry.

But not everyone is in demand. Especially those who were elected to parliament on the basis of gender quotas, having got into the seats of the party lists. For example, in the last convocation, Lilia Shiryaeva, the former vice-mayor of Perm, was elected to parliament on the lists of the Just Russia party. She became vice-speaker, gained her authority as one of the best lawmakers, but she could not be elected to the new convocation. Also in the last convocation, Olga Rogozhnikova, the deputy head physician of the regional psychiatric hospital, who "starred" in the social committee, became a deputy-list from the Liberal Democratic Party. At the end of the convocation, she was invited to the post of Deputy Minister of Health. But there she worked for a very short time. The change in the regional leadership forced her to return to real medicine.

In the last convocation, Berezniki speech therapist Ksenia Aitakova was elected from the Communist Party of the Russian Federation. She could not be elected to the new convocation, but she did not want to return to Verkhnekamye either. Therefore, she got a job as an assistant to the regional deputy from the Communist Party, retired Admiral Vladimir Komoyedov. And even appeared at the right time in right place during a corporate conflict, when the secretary of the regional committee, Vladimir Korsun, resigned. Now Ksenia Aitakova leads the Kama Communists, but she has little chance of returning to politics.

But no one equals outsiders. No one keeps statistics on blown careers. Although this indicator goes with a clear advantage in relation to success. After all, of those few female deputies who took advantage of the parliamentary social lift, everything is going well only with Irina Ivensky. Having changed her deputy chair to the post of vice-premier of the regional government, she successfully survived the rotation of the regional leadership. But she only serves three years. And at any moment it can lose everything.

The main scientific provisions formulated by the author on the basis of the research:

  1. Management of the region's economy by regional government bodies occurs on the basis of the division of powers between the federal center and the regions. At the same time, the management decisions of regional government bodies are based on the focus on creating a viable, effective regional socio-economic space. It seems that the main result of the activities of the executive bodies of state power in the region should be considered the achievement of certain socio-economic results.
  2. The paper analyzes the concept of "region" that exists in various sciences, taking into account the officially adopted approach in Russia to the regions as subjects of the Federation. This allowed the author to form a new approach to the state division in the Russian Federation, which implies the need and possibility of effective management of economic development based on clustering. The new approach to regional division in Russia should be based on the principle of enlargement of the subjects of the Federation, which makes it possible to use the limited economic resources economic entities of the region, and to more effectively manage economic development by regional government bodies.

    The study of the processes of formation and development of clusters in foreign countries gave the author the opportunity to determine the limits of applicability and the possibility of adapting the best foreign experience in public management of the development process and the formation of economic clusters.

    The results of the analysis of the development of the region's economy performed in the work will be the starting point for making managerial decisions in the economic sphere by the executive bodies of state power in the region. They allow diagnosing problems and "failures" that exist in the market regional economy and require their adjustment by the regional government.

    The cluster structure of the economy must correspond to an adequate model of the public administration system. To establish the necessary directions of transformations in the economy of the region, it is necessary to conduct a macroeconomic analysis of the region. This means that it is necessary to study a set of macro-indicators that characterize all components of the region's economy as a socio-economic subsystem of the national economy.

  3. Comprehensively substantiated by the conducted research and proposed by the author, the model of effective state management of the development of the region's economy consists of a set of elements
  4. In the work, on the example of the Perm Territory, possible options economic development of the region, based on the possibilities of state management of the region's economy identified by the author.

    The author of the work proposes a methodology for planning the activities of the executive bodies of state power of the region (OGV), based on an indicative strategic plan for the socio-economic development of the region.

    The starting point in the clustering methodology is the definition of the "core" of the cluster. The paper substantiates that to identify the core of the cluster, it is possible to use the regional index of revealed comparative advantages (RCA). The method of determining the regional RCA index justified by the author makes it possible to single out clusters both at the level of high aggregation in accordance with commodity groups, and at the level of low aggregation in accordance with goods.
