Reduction of budget places in universities. In three years, more than a thousand educational institutions ceased to exist. Kai, Khti and Energo fight for High Scorers

For three years, the number of universities and their branches in Russia has decreased by almost half - by 1097 organizations. Thus, the "cleansing" of higher education in Russia, announced by the previous leadership of the Ministry of Education and Science, has actually been completed. It assumed a reduction in the number of universities by 40%, and branches - by 80%. The expert community notes that now the system for assessing the quality of higher education in Russia should focus on inspections only where the risks are highest. Kommersant's interlocutors do not exclude that this issue may be raised in the near future in connection with the "possible change of the cabinet of ministers."


At the disposal of Kommersant was a departmental analytical reference, from which it follows that in 2017 the Federal Service for Control in the Sphere of Education and Science (Rosobrnadzor) suspended the licenses of 35 higher education organizations. In 68 universities and their branches, the admission of applicants was prohibited. 58 universities were deprived of the state license for educational activities. In 125, the state accreditation was suspended (in 70 of them, after the elimination of violations, the license was renewed). By decision of arbitration courts, licenses were annulled in 32 organizations (18 of them in Moscow).

Accreditation confirms the level of educational programs being implemented and the compliance of the content and quality of graduate training with federal state educational standards. The license gives the educational organization the right to carry out educational activities.

Thus, from 2014 to 2017, the number of universities and branches in Russia decreased by 1097 (from 2268 to 1171; data for January 2018). The reduction most of all affected the branches of state and non-state universities: the number of the first decreased from 908 to 428, the second - from 422 to 81. State head universities also suffered losses over three years, they decreased by 83 (from 567 to 484), non-state - by 193 (from 371 to 178). From 2014 to 2017, based on the results of inspections, 2,850 cases of administrative offenses were initiated against legal entities and officials educational organizations, who were fined a total of 48.3 million rubles.

In fact, these indicators correspond to the plans of the Ministry of Education and Science, where they previously announced their intention by the end of 2016 to “complete the cleaning of higher education from universities and branches that do not quality education". As Kommersant reported, in March 2015, Dmitry Livanov, who was then Minister of Education, stated that the concept of the Federal Target Program for the Development of Education for 2016-2020 provides for a reduction in the number of universities by 40%, and their branches - by 80%. “We are talking primarily about the reduction of non-state universities that provide low-quality education,” Mr. Livanov emphasized. “We have about 100-150 good non-state universities. Nothing threatens them, on the contrary, we will help them, including access to state budget places. But everything that concerns low-quality education should go out of our lives. And this is what this means for us to reduce the network of higher educational institutions". According to the minister, the Ministry of Education and Science "declared war" on weak universities.

“Of course, it is impossible to solve all the problems, but I see tangible progress in this area,” Gennady Onishchenko, the first deputy chairman of the State Duma Committee on Education, told Kommersant. “When completely far-fetched faculties or universities are closed, where, in essence, they just buy fake diplomas” . According to the deputy, the problem of assessing the quality of education is now especially relevant in connection with the arrival of business in education: “Rosobrnadzor has taken a serious step towards putting things in order in this area.”

Now the mechanism of control and supervision in higher education in Russia must change, the rector of the Moscow City Pedagogical University Igor Remorenko: “Rosobrnadzor has done a lot within the framework of the existing regulatory framework in the field of higher education, but the university accreditation mechanism itself is outdated, formal requirements are being evaluated that cannot speak about the quality of education in general. Rosobrnadzor understands that a radical restructuring of the assessment system is required.” According to him, the new system for assessing the quality of education must meet the requirements of employers. “I think that this issue should be on the agenda in 2018, especially considering the possible change of the Cabinet of Ministers,” said Mr. Remorenko.

Earlier, Rosobrnadzor reported that a large-scale reform of control and supervision activities is being prepared in Russia, which will also affect higher educational institutions. It is assumed that all universities will fall into one of four categories according to the level of risk in accordance with the violations identified during the audit. The department expects that the transition to new system help “focus on inspections where the risks are highest.” In the university environment, it is noted that new model inspections will “save nerves” for universities with a good reputation and lead to a further reduction in the total number of higher education institutions in Russia (see Kommersant of June 20, 2017). Not so long ago, information appeared in the media that several large higher educational institutions of the Chernozem region lost a significant number of budget places. To date, it is known that changes in the status of student admission have affected the Oryol State University, Tambov and Lipetsk Technical Universities. The government of the listed universities is at a loss, because we are talking about financing a number of technical specialties and master's programs. In addition, the demand for graduates of these institutions is increasing every year among local enterprises. What is the reason for such a decision of officials? Why did such undesirable changes take place right now, and who else was affected by the reduction of budget places at universities for 2019-2020?

This year, the Ministry of Education sent new data on the quotas for the next year's admissions campaign to the universities of the Russian Federation. The result is a reduction in the number of state-funded places at the level of 10%. According to the rector of the Leningrad State Technical University, the enrollment of applicants to the university in 2018-2019 is 1.18 thousand places, while next year this mark will drop to 1 thousand positions. At the same time, the reduction affected not only the humanitarian areas of education. Places were also cut in technical areas, the main one for the university. A possible reason for such an unprecedented decision by the government is the optimization of state funding by the Ministry of Education and Science of the Russian Federation. But in fact, not only the number of budget places allocated to the university, but also its own income will be significantly reduced. Most of the funds go to the “treasury” of universities as a reward for fulfilling the task set by the state - attracting and educating students on a budgetary basis.

So far, most of the places of universities that fell under the reduction of 2019 belong to the magistracy. According to the rectors, these are very serious changes, because the indicated stage of education is the next step towards graduate school, where the personnel required by the educational institutions themselves are trained. The bottom line is that the reduction of places in this direction will sooner or later affect the work of the teachers themselves.

The reason for this decision is the global decline in funding for the master's program (almost 40%).

What will be the further reality of receiving free higher education in Russia is still unknown, but, according to analysts, similar solutions will force modern students to be more diligent about their own education. Contract groups have always been an option for those who did not enter the budget. This year, the cost of education has increased significantly, especially at KFU. If last year the price tag started from 64 thousand rubles a year, then this year from 102 thousand. The maximum cost of education for a bachelor's degree will be 169,000 rubles, for a master's program - 177,000 rubles, and for postgraduate studies - 129,000 rubles.

The information stuffing about the reduction of budget places carries interesting information. It seems that the government decided to test the reaction of society to such a decision. In addition, this makes it possible:

Only one thing can be said with certainty - there is not enough money in the budget, and the state is looking for ways to save money. What forms it will take is not yet clear, but the decision to reduce free study places there are huge downsides.

The government wants to reduce 40% of budget places in universities in 2017 from the level set for this year. The Ministry of Education and Science does not have enough money to pay for the admission of students to the first year. The lack of funds in the budget will also lead to a reduction in student scholarships. The meeting also announced the need for large-scale layoffs among scientists. The reason is the same - the lack of funds for the state program "Development of Science and Technology". The share of the scientific state program in the total budget expenditures will decrease from 0.98% in 2015 to 0.87% in 2019. Therefore, in 2017, it is proposed to dismiss up to 500 people from universities. Big losses are planned at the Academy of Sciences and the Kurchatov Institute.

The Ministry of Education and Science proposes to delete 8.3 thousand researchers from the FASO payroll by 2019 (3.5 thousand people may be fired in 2017). At the Kurchatov Institute, the department is preparing 1,500 people for layoffs next year. The Ministry of Education and Science insists that the limits approved in July will require a proportional reduction in subsidies for state tasks educational institutions all levels.

The tactics of intimidation at the meeting with the prime minister did not bring any results, government sources familiar with the discussion told Gazeta.Ru. In the open part, Prime Minister Dmitry Medvedev acknowledged that under the current conditions, it will be necessary to optimize costs by redistributing funds to the most important areas and reducing inefficient spending.
