May 14-19, 2017 in Krasnoyarsk - "Library Capital of Russia 2017" - was held All-Russian Library Congress: XXII Annual Conference of the Russian library association .

The Congress, organized with the support of the Government of the Krasnoyarsk Territory, became the largest in terms of the number of participants throughout the history of the RBA Annual Conferences: about 1350 specialists from more than 60 regions of Russia took part in its work.

Among the participants: practitioners and theorists of librarianship - managers and specialists of libraries of various types and territorial levels; teachers of specialized universities; representatives of authorities; specialists of publishing houses, bookselling and book distribution organizations, archives, museums, institutions of science, culture and education; companies producing equipment for libraries, representatives public organizations, MASS MEDIA; writers and other guests.

The program of the Congress, which was dedicated common theme "The Role of Libraries in the Cultural Policy of Russia", was rich and varied not only in terms of the range of issues discussed, but also in the form of events.

The program included 2 plenary sessions, 13 joint sessions of the sections, 30 sessions of the Sections and round tables RBA in areas of activity and types of libraries, 11 special events, 2 pre-session meetings (“School of the picker” and “School of the library blogger”), as well as the XVIII Exhibition of publishing products, new information technologies, goods and services; 2 meetings of the Board of the RBA, a seminar for the heads of RBA Sections and Round Tables, professional visits to the libraries of Krasnoyarsk.

The Congress events were hosted by the largest cultural and educational institutions of the region: the Krasnoyarsk Regional Philharmonic, the State Universal Scientific Library of the Krasnoyarsk Territory, the Scientific Library and the Military Engineering Institute of the Siberian federal university, Krasnoyarsk Regional Youth Library, Krasnoyarsk Regional Special Library - Center for Social and Cultural Rehabilitation of the Visually Impaired, Scientific Library of the Siberian State Aerospace University, Scientific Library of the Krasnoyarsk State Pedagogical University them. The grand opening of the All-Russian Library Congress: XXII Annual Conference of the Russian Library Association took place on May 15, 2017 in the Krasnoyarsk Regional Philharmonic. To mark the beginning of the Congress, the President of the RBA Vladimir Rufinovich Firsov presented the sign "Krasnoyarsk - the Library Capital of Russia in 2017" and a special gift from the RLA to the First Deputy Governor of the Krasnoyarsk Territory, Chairman of the Regional Government Viktor Petrovich Tomenko.

Greetings were heard from the stage, which were addressed to the participants of the Congress from:

  • cultural adviser to the President of the Russian Federation Vladimir Ilyich Tolstoy ;
  • Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Ivanovna Matvienko ;
  • Chairman of the Committee on Culture of the State Duma of the Russian Federation Stanislav Sergeevich Govorukhin ;
  • Minister of Culture of the Russian Federation Vladimir Rostislavovich Medinsky .

The plenary session was chaired by Minister of Culture of the Krasnoyarsk Territory Elena Nikolaevna Mironenko, President of the RBA Vladimir Rufinovich Firsov, Director of the State Universal Scientific Library of the Krasnoyarsk Territory Tatyana Lukinichna Savelyeva, Executive Director of the RBA Irina Aleksandrovna Trushina.

RLA President V. R. Firsov at the plenary session spoke about the key results of the work of the Russian Library Association over the past three years.

The debates of candidates for the post of President of the Russian Library Association for 2017-2020 took place at the plenary session: Mikhail Dmitrievich Afanasiev, Director of the State Public Historical Library of Russia and Evgeny Ivanovich Kuzmin, President of the Interregional Center for Library Cooperation. Each of them presented his vision of the main tasks and prospects for the development of the RBA and answered questions from the audience. The elections of the president and members of the Board of the RBA took place immediately after the debates.

At the end of the Plenary session, it was announced that Mikhail Dmitrievich Afanasiev, Director of the State Public Historical Library of Russia, was elected President of the RBA.

The next day of the Congress, May 16, began with the opening of the XVIII Exhibition of Publishing Products, New Information Technologies, Goods and Services, which worked for three days not only for the Congress participants, but also for residents and guests of Krasnoyarsk.

More than 45 organizations became exhibitors of the Exhibition: publishing and bookselling companies; firms engaged in information services; manufacturers of equipment and software for libraries. The traditional stand of the Russian Library Association with publications of Russian libraries was presented.

On May 16 and 17, the work of the Congress continued at the meetings of the Sections and Round Tables of the RBA, as well as special events. The participants of the meetings focused on a wide range of issues: from the prospects for the development of libraries in Russia in the context of the state cultural policy to key achievements and the most important activities of libraries at various levels.

All-Russian Library Congress: XXIII Annual Conference of the Russian Library Association. The forum was held in the city of Vladimir from 12 to 18 May 2018.

The holding of the congress in Vladimir and Suzdal made it possible for all participants not only to replenish their professional knowledge, but also to get to know the ancient Russian cities included in the Golden Ring, to refresh their historical memory, to feel your involvement in the events of centuries ago. It is no coincidence that the main theme of the 2018 Congress was stated in this way: “Based on the past, we are building the future. The role of cultural heritage in the transformation of librarianship in Russia”.

From the Ryazan Regional Universal Scientific Library named after Gorky, 10 people took part in the congress, 9 reports were prepared. We worked at various sections and round tables, including the section of the central libraries of the constituent entities of the Russian Federation, the youth section, the section on library services for young people, the section on the history of libraries, "Library services for the multicultural population", joint meetings of the section on the formation of library funds, sections of public libraries, sections on publishing and book distribution, sections on automation, formats and cataloging, sections of the Presidential Library named after B.N. Yeltsin.

As always, our youth showed activity. In addition to reports at the sections, young employees of the ROUNB named after. Gorky took part in the preparation of a "meeting without a tie" with the President of the Russian Library Association, Director of the State Public Historical Library Mikhail Dmitrievich Afanasyev. He answered "100 Questions about Miscellaneous".

In recent years, many young people have joined the staff of the Gorky Library. Thanks to the constant support of director N.N. Grishina, young employees find their place, grow professionally and are fixed in the library. We are pleased that at the congress Natalya Nikolaevna was awarded certificate of honor Russian Library Association "For contribution to the development of the youth library movement in Russia."

On May 15, within the framework of the RBA Annual Conference, a discussion took place on the topic “Library education today: it cannot be destroyed. Where to put a comma?

The moderators were Alexander Sergeevich Turgaev, Ph.D. PhD, Professor, Rector of St. Petersburg state institution culture, and Irina Borisovna Mikhnova, Ph.D., Director of the Russian State Library for Youth, Vice-President of the RBA. Mikhail Dmitrievich Afanasyev, President of the RBA, Director of the State Historical Library, took part in the discussion.

The following issues were discussed:

What young specialist is a graduate library school- do libraries need today?

What is unique about professional library education?

How can practitioners be included in the training of specialists?

Which applicant comes to study as a librarian?

A heated discussion was caused by a dispute about the need for special bibliographic knowledge for employees of reader service departments. Opposite points of view were expressed:

“Only librarians should work in the library. Otherwise, we lose three years to train workers with a different, even humanitarian, education.” (Bryansk, regional universal scientific library)

“As a matter of principle, I don’t hire graduates of the library department to work in the library.” (Tomsk, director of the scientific library of the university).

As a result, the conclusion was made: library education, of course, must be preserved. Secondary specialized library education is the base that allows you to work successfully; mission higher education- formation of professional consciousness, understanding of the meaning of work, intrinsic value of the library profession; learning to work with library technologies.

I.B. Mikhnova shared her research experience:

1. “Advice from an outsider” involves the work of a librarian in a pair with a person who is not related to our profession. As a result, the "outsider" expresses his proposals, gives assessments, etc.

2. Study of the quality of work in groups (for example, 5 young librarians; 5 older and 5 young specialists with other education).

The weaknesses of today's library education and library activities were noted:

1. Today, universities do not even enroll every year (the professional environment for teachers and future specialists is being destroyed).

2. “Multi-station” of an amateur librarian (typical for small libraries).

3. Young (new) employees are aimed not at vertical, but at horizontal career lifts.

4. Inside the university, the context is lost, the number of departments is reduced, the possibility of choice is lost.

5. Already at school, a lack of humanitarian knowledge is formed.

6. There is no standard for library education.

7. It is necessary to change the program and teaching methods, to introduce familiarity with practice throughout the entire course of study.

Natalya Viktorovna Lopatina, Head of the Department of Library Science and Book Science at the Moscow State Institute of Culture, emphasized that “raising the question that caused the discussion speaks of a crisis in the profession,” and added that “it is necessary to teach ahead of time so that a specialist feels in demand not only today, but and in 10-20 years.

What specialist is needed?

With a good stock of humanitarian knowledge, able to communicate at the proper level.

With the presence of industry knowledge (the librarian must speak the same language as the reader).

The specialist must be proficient in the technique of searching through various sources, understand the direction in which technologies are developing.

The specialist must have communication skills, project activities, be good at speaking.

The specialist must have general idea about library technology.







The theme of the session of the section "Library Services for the Multicultural Population" was formulated as follows: "Library - a space for interethnic cooperation".

Librarians from St. Petersburg, Yekaterinburg, the Sakhalin Region, Ryazan, Vladimir and Vladimir region discussed the problems of popularization cultural heritage peoples of Russia, fostering a culture of interethnic relations, working with fiction as a means of interethnic dialogue, interethnic relations in the electronic environment.

Section leader I.V. Chadnova introduced the IFLA/UNESCO Manifesto on Multicultural Libraries to the conference participants.

May 15 in Vladimirskaya regional library for children and youth there was a meeting of the youth section of the Russian Library Association.

The participants were greeted by Irina Kolesnikova, chairman of the Youth Council at the Department of Culture of the Administration of the Vladimir Region, organizer of the poetry festival "Constellation WORD" and Polina Kasatkina, chairman of the Youth Duma, head of the Literary Province project.

This year, the section celebrated two anniversaries: 25 years of the youth library movement and the 15th anniversary of the magazine "Young in Library Science". She spoke about the youth library movement Chief Editor and magazine founder Tatyana Makarenko.

Young librarians from different parts of Russia spoke about their projects. Natalia Bushkovskaya spoke about the experience of the Ryazan region, she represented educational project"Cultural monopoly".

The president of the Russian Library Association, the director of the State Public Historical Library, Mikhail Dmitrievich Afanasyev, came to the evening - informal - part (the so-called meeting "without a tie") to the youth. He answered "100 Questions about Miscellaneous".

Mikhail Dmitrievich Afanasiev said:

“The future of the library is in the hands of young librarians. And it is gratifying that the youth section, with its active work, makes us look into this future with optimism. The "no tie" meeting is a great example of the young people's creative approach to serious topics; it was a 100% success. It was also interesting for me, because the questions were unexpected and talking about a serious attitude to the chosen profession, and I think my answers were interesting and useful to the audience.”












The meeting of the youth library service section was held at the Vladimir Regional Library for Children and Youth. The theme of the meeting: "Library and youth: successful models of interaction."

Librarians from Russian regions discussed best practics. We identified areas of work with youth, among which the priority ones are:

1. Youth volunteering in libraries.

2. Scientific and technical creativity.

3. Work with the family, with family archives.



Within the framework of the All-Russian Library Congress, a conference of ALIS users "OPAC-Global" was held, in which the library staff took part. It was held from 17 to 18 May at the Vladimir Regional Scientific Library.

The conference considered global trends in the development of libraries in the light of new advances in information technology. An Agreement on Scientific and Technical Cooperation was signed, which provides libraries with the opportunity to more successfully and more economically solve their information tasks in modern society, and for developers to take into account the needs of libraries more accurately.



On May 15, within the framework of the RBA Congress, the Section on Automation, Formats and Cataloging worked. Presidential Library named after B.N. Yeltsin. A.A. Vorobyov, director of the Presidential Library (PB) for external relations, speaking with the report “Creation, support and development of the CCC: main tasks”, outlined the issues of developing a common network of PB representative offices in the regions.

A.V. Zaitsev, Deputy Chief Technologist of the PB, in his speech described the technological features of the functioning of the PB portal.

SOUTH. Selivanova, Head of the Department of Linguistic and Software and Technological Support of the Presidential Library, touched upon the issues of replenishing the PB collections, searching and using resources, as well as developing a search interface designed to significantly improve the mechanism for searching for materials in the PB collections.

On May 16, a round table "Twenty years in the service of legal education: from results to prospects" was held with the participation of employees of the PCLI of the Russian State Library and the central libraries of the regions: Bryansk, Novgorod, Ryazan, Samara, Sverdlovsk, Smolensk, Tver and other regions, the Republic of Chuvashia.

The event emphasized the importance of the state project for the organization of public legal information centers and the value of the modern activities of the PCLI, coordinating the work of public and state structures, to provide legal information for members of society.




In 2014, Ryazan became the 2014 Library Capital of Russia. From May 18 to May 23, the city hosted the All-Russian Library Congress: XIX Annual Conference of the Russian Library Association, in which employees of the Pskov Central Library Library took part (Burova N.G., head of the innovation and methodological department of the Central City Library and Kopanitskaya N.I., head of the Library "Dialogue").

The theme of the 2014 Congress is "Libraries in the Year of Culture".

The annual RLA Conference, which has the status of the All-Russian Library Congress since 2007, is the largest forum of Russian library specialists, both in terms of the number of participants and a wide range of discussed problems of modern librarianship.

So, on the opening day of the congress, 580 participants from 67 regions of Russia (including two new subjects of the Russian Federation Crimea and Sevastopol) were registered, in addition, this year the composition of the RBA was replenished with 12 new participants (as noted, this is a record number of newcomers). It should be noted that the libraries of the Crimea officially entered the all-Russian library space: a separate section worked at the congress, dedicated to libraries Crimea, repeatedly sounded an invitation to everyone to cooperate!

The holding of the RLA Congress in the Library Capital of Russia is the main event of the year, both for the entire library community of the country and for the host region. Each such Congress is a significant, bright and unique page both in the history of librarianship in Russia and in the annals of cultural events in the respective region.

Ryazan was chosen as the host city of the All-Russian Congress and the “Library Capital of Russia” not by chance. V.R. Firsov (the current president of the RBA) noted two main reasons: firstly, it is a city with classical historical, spiritual and cultural traditions, and secondly, it is a city that vividly demonstrates good examples of library services (a strong professional community, understanding the role of libraries in modern world).

The 2014 Congress was held with the support of the Ministry of Culture of the Russian Federation and the Government of the Ryazan Region and was open to representatives of all libraries, library and information organizations and institutions, as well as their partners, regardless of membership in the RBA. Closer to the finals of the congress, according to media reports, there were already much more than 600 participants

The grand opening of the Congress took place on May 19 in the building of the Ryazan Regional Philharmonic, meetings of the main sections were held in the Regional Scientific Library named after. Gorky.

The congress participants were greeted by the leading creative team of the region, the Ryazan Russian Academic Folk Choir. E. Popov, who performed the Russian anthem a little later (by the way, it is the Ryazan land that is the birthplace of Alexander Alexandrov, the author of the music for the Russian anthem).

In his speech, O.I. Kovalev demonstrated a good knowledge and understanding of librarianship and its development, his words sounded a conscious pride in Ryazan's libraries and their role in society. He stressed that the library today is no longer a point of issue of books, but a center of society, intellectual leisure, where the population is provided with access to up-to-date information, services for the provision of electronic resources operate, projects are created and implemented for all sectors of society. He noted local history as one of the most important areas of library work - after all, a person is then a patriot when he knows the history of his region.

He paid special attention to the issues of strengthening the material base of libraries (for example, the opening in 2011 of a new building of the ROUNL named after Gorky), raising the professional level of librarians and the prestige of the profession, as well as holding professional forums and the annual presentation of the L.N. Gladkova 10 best librarians of the year.

O.I. Kovalyov promised that he would do everything to ensure that libraries continue to develop, because it is libraries that play a decisive role in the development of society, and it is in them that important human behavioral attitudes are laid.

G.P. Ivliev stressed that librarianship is part of the state cultural policy of the country, and the congress is an important cultural event that indicates solutions professional problems and influencing the adoption of some decisions at the level of the Ministry of Culture.

V.R. Firsov noted that each congress is unique, and the peculiarity of this congress is the expected turn in the social and cultural policy of the state, which directly affects libraries (May decrees of the President of 2012 and the draft document "Fundamentals of the state cultural policy"). The project "Fundamentals of State Cultural Policy" has 11 provisions, while the question of reading is in 3rd place! On May 27, the project will be discussed at the Public Council under the Ministry of Culture of the Russian Federation.

RBA President V.R. Firsov presented the governor of the Ryazan region O.I. Kovalev badge "Ryazan - the library capital of Russia - 2014".

The congress participants were shown a video about the RLA: “We are the voice of the library community. We select and publish the best and relevant works. Our task is to make the exchange of experience and ideas accessible, everyone can take part in a professional discussion. One of the priorities is to attract talented young people to the profession. It is important to promote the values ​​of the profession and draw attention to the role of libraries. The RBA is an incentive for development, this is what unites us! 20 years together!”

Elections of the President of the RBA were held at the congress. President of the RBA for the period of 2014-2017. Vladimir Rufinovich Firsov was elected (V.R. Firsov won 308 votes, Ya.L. Shraiberg - 269 votes).

Vice President of the Russian Book Union O.E. Novikov presented a new and important project "Cultural Map of Russia", aimed at increasing the culture of reading and the opportunity to make the book more accessible. Novikov said that in terms of the number of titles produced, Russia is one of the five developed countries, and the majority of Russians continue to read - mainly in major cities. In the regions, the situation is different, in particular, because the reading infrastructure is worse developed there. He spoke about the large-scale all-Russian study "Cultural Map of Russia", which is being implemented by the Russian Book Union together with the Russian Library Association. During this project, the availability of reading infrastructure will be identified: bookstores, libraries, online stores, etc., readers' preferences, and a rating of regions will be compiled. According to O.E. Novikov, the heterogeneity of the infrastructure creates an imbalance, due to which a significant part of the Russian population stops reading. Based on the study, specific recommendations for each region will be developed.

Shraiberg Ya.L. presented the project "Map of Russian Science", which collects all the information about Russian scientists and publications.

G.P. Ivliev spoke about the problems of the National Electronic Library project, which today is a priority in the field of librarianship of the Russian Ministry of Culture. The project has greatly evolved towards public accessibility, but is still in its infancy and requires the solution of many issues - in particular, duplication during digitization, the lack of uniform standards for technological requirements, etc. He emphasized that the implementation of this project is the implementation of the constitutional rights of citizens to access to information. Ultimately, this will raise the status of libraries in the community.

Presenter of the section "Library Management and Marketing" E.N. Guseva (MK RF) noted that the section is one of the most important sections of the RLA, since library management and marketing is the basis of all library processes. The quorum was exceeded, more than 70 people came to the section meeting.

At the section, it was once again emphasized that a serious event is coming: the draft “Fundamentals of State Cultural Policy” prepared for discussion will determine the conceptual foundations and management tasks for libraries. For details, see the presentation by E. Guseva. The speech was permeated with the idea that we are on the verge of a most serious reform of the entire field of culture.

Khakhaleva N.I. (RSL) noted the problems existing in statistics and emphasized that the existing forms do not reflect the rich activities of libraries by 20-30% and need to be improved. This year we will report in the old form, but changes are already being made, which are presented in the document.

The round table "Libraries and social media" touched upon the issues and problems of contact and interaction between libraries and social media, which are becoming more and more popular in society. Russia has the highest rate of social media usage in the world, so modern man it is necessary not so much to teach as to guide in these flows of information, to instill the basics of media information literacy. One of the reports was devoted to the ecological approach to the use of the Internet space.

How does social media affect libraries? How and why can librarians use the information space of the network? The participants of the round table shared their experience in creating and using social media platforms.

Burova N.G. made a speech at the round table. (Head of the Innovation and Methodological Department of the Central City Hospital of Pskov) “Virtual space for children! Interactive reading platforms and children's local history blog "Know your native land".

Thanks to social media, as the participants of the round table emphasized, the library circle does not close within the city, a library is created and grows. social network, a prompt exchange of up-to-date information and experience is being established. Within the framework of the section of children's and school libraries, a training seminar "Constructor of library sites" was held, dedicated to the creation of a site on a platform adapted to the needs of libraries www.bibl.systema.ru.

The section on library services for young people was devoted to the specifics of serving young readers. I.B. Mikhnova in her speech emphasized that young people are such a group of readers that require specialized services, even if there are no specialized departments in the library structure. S.G. Matlina noted that the youth library today should understand its functions in a new way: this is not the creation of manuals, but the creation and testing of an optimal model for serving young people, creating a space that attracts young people to the library.

President of the Russian Library Association Vladimir Firsov read out the final resolution of the congress, which outlined the opinion of the community on the draft "Fundamentals of State Cultural Policy". “We support its adoption, since it lists the support of reading and libraries as the number three strategic task of the state cultural policy. A strategic understanding of the activities of libraries should contribute to their worthy funding and support both at the federal, subject, and municipal levels,” Firsov said.

Firsov also presented RBA medals "For Contribution to the Development of Libraries". Minister of Culture and Tourism of the region Vitaly Popov noted that every year ten people become its owners, who worthily proved themselves in their professional activities. “This is indeed a very high award,” he said. “The names of the award winners are inscribed in gold letters in the history of the development of librarianship and the culture of our region.”

Within the framework of the congress, the participants got acquainted with the experience of the Ryazan Regional Universal Scientific Library. Gorky and the CBS of Ryazan, as well as within the framework of the cultural program, got acquainted with the city and the Ryazan Kremlin.

May 14-19, 2017 in Krasnoyarsk - "Library Capital of Russia 2017" - was held All-Russian Library Congress: XXII Annual Conference of the Russian Library Association.

The Congress, organized with the support of the Government of the Krasnoyarsk Territory, became the largest in terms of the number of participants throughout the history of the RBA Annual Conferences: about 1350 specialists from more than 60 regions of Russia took part in its work. Among the participants: practitioners and theorists of librarianship - managers and specialists of libraries of various types and territorial levels; teachers of specialized universities; representatives of authorities; specialists of publishing houses, bookselling and book distribution organizations, archives, museums, institutions of science, culture and education; companies producing equipment for libraries, representatives of public organizations, the media; writers and other guests.

The program of the Congress, which was dedicated to a common theme "The Role of Libraries in the Cultural Policy of Russia", was rich and varied not only in terms of the range of issues discussed, but also in the form of events. The grand opening of the All-Russian Library Congress: XXII Annual Conference of the Russian Library Association took place on May 15, 2017 in the Krasnoyarsk Regional Philharmonic. To mark the beginning of the Congress, the President of the RBA Vladimir Rufinovich Firsov presented the badge "Krasnoyarsk - the Library Capital of Russia in 2017" and a special gift from the RLA to the First Deputy Governor of the Krasnoyarsk Territory, Chairman of the Regional Government Viktor Petrovich Tomenko. RLA President V. R. Firsov at the plenary session spoke about the key results of the work of the Russian Library Association over the past three years, in particular, drawing attention to the following facts:

  • Representatives of the RBA actively and effectively took part in the preparation of such documents as “Fundamentals of State Cultural Policy”, “Model Standard for the Activities of a Public Library”, Laws “On Amendments to 77-FZ “On Mandatory Copy of Documents””, “On Amendments to the Federal Law “On librarianship” in terms of the creation of a federal state information system“National digital library”, the draft law “On Culture in the Russian Federation” and others.
  • within the framework of the Consolidated Plan, more than 400 events were held with the support of the RBA or with the organizational participation of the Sections / Round Tables;
  • The annual conferences of the Russian Library Association approved five normative and recommendatory documents;
  • the second, third and fourth All-Russian competitions “Librarian of the Year”, founded by the Russian Library Association and the Ministry of Culture of the Russian Federation, were attended by 612 employees of public municipal libraries in Russia from almost 60 regions - and this is only one of the competitions organized with the participation of the RBA;
  • the structure of the Russian Library Association is expanding: in particular, preparatory work on the creation of the Round Table of Military Libraries and the Round Table of Railway Libraries;

According to V. R. Firsov, “For all the diversity of its functions, the RLA is, first of all, an institution for the formation, promotion and support of leaders in the library sector” . Summing up his work as President of the RBA, he thanked the members of the Board, the heads of sections and round tables, the winners of the largest industry competitions, “which showed what our professionals are capable of,” and representatives of government agencies who were ready to cooperate.

The Minister of Culture of the Krasnoyarsk Territory, E. N. Mironenko, presented an extensive overview of the main achievements in the cultural sphere of the region. Speaking about libraries, she drew attention to the support of the sphere: since 2015, with the support of the governor, 50 million rubles have been allocated annually for the modernization of libraries within the framework of the regional program (12 libraries have been updated), the Mikhail Prokhorov Foundation annually allocates over 10 million rubles for the acquisition of libraries in the region. In total, there are 1163 libraries in the Krasnoyarsk Territory (including 4 regional ones). According to E. N. Mironenko, 80% (456.6 thousand) of children, 60% (347.1 thousand) of the youth of the region use the services of libraries, in general - 45% of the inhabitants of the Krasnoyarsk Territory.

At the plenary session, debates of candidates for the post of President of the Russian Library Association for 2017-2020 took place: Mikhail Dmitrievich Afanasiev, Director of the State Public Historical Library of Russia and Evgeny Ivanovich Kuzmin, President of the Interregional Center for Library Cooperation. Each of them presented his vision of the main tasks and prospects for the development of the RBA and answered questions from the audience.

On May 16 and 17, the work of the Congress continued at the meetings of the Sections and Round Tables of the RBA, as well as special events. The meeting participants focused on a wide range of issues: from the prospects for the development of Russian libraries in the context of state cultural policy to key achievements and the most important areas of activity for libraries of various levels. On May 18, 2017, the Krasnoyarsk Regional Philharmonic Society hosted the final plenary session and the solemn closing ceremony of the All-Russian Library Congress: XXII Annual Conference of the RBA.

The plenary session was chaired by the President of the RBA Vladimir Rufinovich Firsov, executive director of the RBA Irina Alexandrovna Trushina and Director of the State Universal Scientific Library of the Krasnoyarsk Territory Tatyana Lukinichna Savelyeva.

Summing up, V. R. Nadezhda Petrovna Rozhkova, director of the Belgorod State Universal Scientific Library, on behalf of the library community, presented "Instructions to the new president" following the discussion at the Round Table of the same name. As president of the RBA today, I see my main mission as being a link between the library community and government agencies.

Agreeing with many of the orders, M. D. Afanasiev listed specific practical steps that, in his opinion, should be taken in the very near future. Among them: the preparation of the Concept for the Development of Libraries with a clearly formulated mission of the modern library; maximum expansion of membership in the RBA; establishing a prompt response to problems that libraries face throughout the country (monitoring, creation of a legal service); building partnerships with other industry associations; expanding the circle of partners, including among government agencies, etc. It is also planned to create new structures under the RBA, including: a professional expert committee, a committee on problems of library education and advanced training, an information pool of journalists, a fundraising and interaction committee with commercial structures.

The President of the RBA invited the chairmen of the sections and the heads of the round tables to formulate the main problems in the areas of their work, which need to be addressed today at federal level, and think about the revision of the current regulatory framework.

“All of these tasks cannot be solved by one person. I very much hope that RBA members will become more active and responsible, and I count on your support, this is an important support for me. And then we will be proud of our common victories,” summed up M. D. Afanasiev.
