A child in additional education comprehends the most important thing in life, looking for the meaning of life and the opportunity to be. And, of course, with the opening of each new educational institution of additional education for children, the space of children's well-being expands (the ecological space for the life of children increases). The children themselves are more and more assertive about their rights, interests, needs; and not only declare, but also find ways to satisfy them. At the same time, children note the aggravation of contradictions between different age categories, draw the attention of adults to the fact that they do not live well in a situation of general cynicism, aggression, and cruelty.

Quite prosperous, at first glance, modern children they are afraid of their future, they are afraid to become adults, they painfully endure deceit, betrayal, loneliness, they mainly rely only on themselves and partially on their parents; do not trust political leaders; have own opinion about the reorganization of society; they want to earn money in order to have a “secured” rear when they enter adulthood; uphold the right to early economic independence; express a desire to engage in art, business; do not consider it necessary for themselves to serve in the army; aware of their powerless position in society; recognize a fight as a completely civilized way of fighting for their rights.

And in this regard, the role of additional education of children is increasing. Additional education forms a child's self-awareness, a sense of the value of his own personality, here the child can get rid of the habit of acting only on prompting. He satisfies his creative needs, develops interests, assimilates knowledge at the pace and volume that his individual abilities allow him.

It is known that the Law of the Russian Federation "On Education" does not define additional education for children as operating within the framework of standards. The content of additional education is not standardized - it is boundless: working with a child in accordance with his interests, his choice, we can go both in breadth, and up, and in depth.

But the effect of the Law of the Russian Federation “On Education” also applies to additional education, and, therefore, requirements must be defined, certain rules that guide employees of additional education, from a teacher to a leader. One of the main questions for us: to what extent the city system of additional education for children in Moscow is ready to obey general requirements to the education system? What should be our educational program? What should our curriculum look like?

Today we can say that the past eight years have not been in vain, as a result of experimental activities, or even by trial and error, we have found grounds for building an educational program, which can change attitudes towards the content of additional education for children.

The main value for us is personal. We are dealing with the free resource of the child. Formed in accordance with the Law of the Russian Federation "On Education", the system of additional education for children in Moscow is adequate to the requirements for this type of education at the federal level.

Additional education in Moscow is available to all children and every child. Its quality is guaranteed educational programs, the implementation of which is monitored by the district departments of education and the Moscow Committee of Education. The educational process is organized in accordance with the requirements built in a pedagogically expedient logic and is aimed at developing children's motivation for learning and creativity.

The Education Committee, together with district administrations and educational institutions of the city, is consistently working to develop the city's system of additional education for children.

The experience of organizing the process of formation and development of the Moscow city system of additional education for children allows us to recognize that the measures taken by the Moscow Committee of Education for the purposeful design of various pedagogical initiatives to use the processes of raising and educating Moscow children in the interests of the individual, society and the state educational system provided positive results. It was possible not only to preserve the material basis of the system of additional education, but also to significantly increase the intellectual-creative and program-methodological potential, capable, under certain conditions, of solving, in interconnection and interdependence, the tasks of educating and educating Moscow children. As of January 1, 2001, the main indicators characterizing the state of the system of additional education for children did not undergo negative changes in comparison with 1995. The stability of the network, the contingent of students, the number of associations for the main types of activities in the system of additional education confirms the demand for this type of education, its current status, as well as the correctness of the actions taken by the Moscow Committee of Education.

The issues of developing the system of additional education for children (“Innovative activity of the Moscow City Palace of Creativity for Children and Youth in the context of the implementation of the program “Metropolitan Education” (1995), “On the results of the audit of institutions of additional education for children” (1999)), were considered at the Boards of the Committee, the city inspection , control and audit department, in the course of comprehensive inspections of the district departments of education.

The largest number of students in Moscow is engaged in institutions of additional education for children of the Eastern, North-Eastern, South-Eastern, Central, Southern educational districts. More than 3,000 additional education programs are being implemented in 121 educational institutions of additional education for children.

The educational process is equipped with multi-level educational programs. In order to further rationalize the network of educational institutions by the 2000/2001 academic year, additional education institutions for children were opened in the Northern, Southwestern, and Northeastern districts. An analysis of the contingent of students in institutions of additional education shows that, to a greater extent, the services of institutions of this type adolescents aged 11-15 use it (in institutions of urban subordination - 51.8%).

Classes in institutions are held mainly in the afternoon. More than 60% of children are engaged in the main buildings. In an effort to provide a wider range of services, institutions open associations on the basis of other educational institutions, bringing them as close as possible to the place of residence of children.

The organizers of the work of city creative associations are institutions of additional education of city subordination - the Moscow City Children and Youth Center (A.I. Selyunin), the Moscow City Palace of Creativity for Children and Youth (N.I. Klyatova), the Kuzminki Creativity Center (O.N. .Kolot).

The advanced training of workers in the system of additional education is carried out by the Center for Socialization and Methods of Additional Education of the Ministry of Education and Science of the Russian Federation (G.P. Budanova). For 2 years, 716 people completed the course. More than 15 educational and thematic plans have been developed for various categories of pedagogical workers: heads of institutions, methodologists, teachers of additional education. Particular attention was paid to specialists who do not have teacher education(choreographers, musicians, engineers, etc.). For this category of students, a special course “Psychological, pedagogical and methodological problems professional activity additional education teacher” (72 and 108 hours).

An analysis of the state of the material and technical base of institutions of additional education indicates that positive changes are taking place in this direction. Institutions are allocated additional premises (Southern, Northern, North-Western, South-Western districts), the material base is being strengthened.

Currently, most of the institutions of city subordination perform social functions on the territory of district administrations. The problem of organizing children's free time at the place of residence is also dealt with by various territorial institutions, each of which implements its own plans and programs. Practice shows that the main coordinator of this work on the territory of the district should be an institution of additional education for children, which has the necessary human resources, methodological base, and implements comprehensive educational programs. At the same time, the difficult socio-economic situation, the lack of funding for the system of additional education have had a negative impact in the past five years on the development of a network of institutions for additional education of children, especially profile ones. The central problem hindering the development of the system of additional education for children is the reduction of budget funding from year to year. Lack of guaranteed funding for the system of city events with students and participation in federal events undermine traditions in the system of additional education for children, destroy the motivation of students and teachers to improve in educational activities, negatively affect the development of the content of activities.

In recent years, institutions of additional education for children in Moscow have received from 40% to 80% of the minimum required for their activities.

Of particular concern is the technical condition of the buildings in which there are institutions of additional education for children. Currently, some buildings require major and ongoing repairs. The reasons for this situation are not only in the lack of funds, but also in the manifestation of a residual principle in relation to the system of additional education for children.

The material and technical equipment clearly does not satisfy modern requirements to the system of additional education for children.

These circumstances affect the growth in the number of parents of children who pay for classes in institutions of additional education for children.

The lack of funding for the purchase of teaching aids in institutions of additional education for children forces the administration to attract funds from parents, which amounts to 20 to 60% of the costs of the educational process for various types of educational activities. The normative and legal support of the system of additional education for children needs to be improved. The insufficiency and inconsistency of the existing legal framework do not ensure the social status of the system of additional education for children, do not guarantee its preservation and protection, limit the possibilities for its development. There is a need for a law “On Supplementary Education” designed to become a legal foundation, to guarantee the preservation and development of the system of additional education for children, which will objectively improve their situation, and hence the social security of the family.

The absence of a unified interdepartmental program for the development of the system of additional education for children leads to parallelism in the work of various committees and organizations, which in their activities do not take into account established traditions, and in some cases, pedagogical principles.

With this in mind, and also in order to further develop the urban system of additional education for children in Moscow, the Education Committee is developing an interdepartmental program for the development of this system for 2001-2005.

The goals and objectives of such a program are built in the logic of preventing the deintellectualization of the children's population of Moscow and the growth of social deviations in the children's environment during the transition of education to a new financial and economic mechanism.

The program is aimed at:

Bridging the gap between globalism and personalization modern education;

Purposeful formation spaces of socially positive socialization of children in Moscow, the formation of stability in opposition to negative social influences;

Ensuring accessibility quality education different levels to all children and each child at an individual pace, reality and feasibility of children's rights to free self-determination in the unlimited space of educational and socio-cultural opportunities of the city - metropolis;

Satisfying the age-related need for personal identification, determining life strategies and acquiring the skills to implement them;

Preservation and cultivation of the uniqueness of the personality of minor citizens of Moscow in the reformed Russia, creation of conditions favorable for the development of the creative individuality of the individual, his social, spiritual, moral and professional development;

Identification of problems and difficulties of children, assistance in their resolution; creation of a support system for children when entering the globalized world of adult life by meeting educational needs and developing motivation for learning and creativity;

Development and implementation of educational programs for additional education of children with handicapped, with increased motivation for learning, creatively gifted children;

Development of innovative forms of additional education for children in educational institutions different types;

Creation of conditions for the implementation of the principle of continuity in education;

Updating the regulatory, logistical, financial, economic and personnel base in the field of additional education for children;

Formation of requirements for the content of the educational process organized by institutions of additional education for children;

Definition of general and special in the activities of institutions of additional education for children different types taking into account the diversity of the functions assigned to them;

Achievement of the strategic goals of education and training provided for by the national doctrine of education in the Russian Federation for all groups and categories of children in Moscow. Informal in terms of the degree of freedom of the individual in choosing the content and form of education, additional education for children in Moscow is a sufficiently formalized sustainable educational process aimed at ensuring the upbringing and education of children in their free time.

The interdepartmental city program for the development of the sphere of additional education for children will be able to provide real protection for children from the petty guardianship of adults, the suppression of creative individuality, insulting dignity by forming the experience of personally socially safe behavior.

TO priority areas development of additional education, it is logical to attribute the joint actions of all subjects - organizers of additional education for children to:

Ensuring the accessibility of this area for children of various groups and categories;

Mobilization of all resources for its development and ensuring their targeted use in the interests of the children of Moscow;

Updating the content based on a theoretically substantiated and verified concept in the consequences;

Creation of children's leisure industry;

Modernizations organizational structure and control systems;

Formation and implementation of personnel policy;

Formation of infrastructure for the sphere of additional education of children in Moscow;

Creation of conditions for the development and implementation of network, infrastructure and system projects aimed at the positive socialization of children in Moscow;

Program-methodical, educational-technological, material and technical support of the sphere of additional education of children;

Legal regulation educational processes in the field of additional education of children;

Modeling quality standards for additional education for children;

Modernization of the economic foundations, ensuring stable financing in accordance with the educational programs adopted by the founder for implementation. Additional education in Moscow has every reason to be recognized by the world community as a prosperous, safe and promising childhood.
