Goals and objectives of practice Educational practice (practice for obtaining primary professional skills) is aimed at ensuring the continuity, consistency and comprehensiveness of students' mastery of professional activities, allows them to gain practical knowledge and skills of working in the profession, and contributes to the consolidation of theoretical knowledge. The main goal of educational practice (practice for obtaining primary professional skills and abilities) is to gain an understanding of state and municipal government as a field of practical activity. The objectives of educational practice (practice for obtaining primary professional skills) are: deepening and consolidating theoretical knowledge, skills and abilities acquired during the first, second and third years of study; acquisition of skills future profession; development of professional consciousness of students; getting skills independent work in the library with professional literature; using the possibilities of obtaining information via the Internet; preparation of literary reviews. The tasks of educational practice (practice for obtaining primary professional skills and abilities) are: the study of the main regulatory legal documents used in professional activities on the basis of educational practice (practice for obtaining primary professional skills and abilities); development of the knowledge, abilities and skills of working with a personal computer at a high user level, as well as the basics of working with scientific and educational and methodical literature and documentation on the training profile; demonstration of the ability to use, summarize and analyze information, set goals and find ways to achieve them in the conditions of the formation and development of the information society; demonstration of the ability to use in the course of educational practice (practice for obtaining primary professional skills and abilities) the knowledge, skills and abilities acquired by students in the process of the first, second and third years of study. 2. Goals and objectives of the practice In accordance with the Federal State Educational Standards of Higher Education, the direction of training State and municipal management (bachelor's level) the focus (profile) of training "Regional management" section of the educational program of the bachelor's degree "Production practice" "Pre-diploma practice" is mandatory and is a type of training directly focused on professional and practical training of students. The purpose of undergraduate practice is to form and develop professional knowledge in the field of the chosen professional activity, the ability to formulate and solve problems that arise in the course of professional activity, as well as to process the obtained statistical and theoretical results for the preparation of the final qualifying work. ORGANIZATION OF PRACTICE

3.1 Requirements for the organization of practice are determined by the Federal State Educational Standard of VO. The organization of educational and industrial practices at all stages of training should be aimed at:

Ensuring the continuity and consistency of students mastering professional activities in accordance with the requirements for the level and content of graduate training;

Formation of general cultural, general professional, professional and professionally applied competencies.



3.2 Training practice can be carried out in the structural divisions of the university, as well as in organizations. Industrial and pre-diploma practice of students are carried out mainly in organizations.

3.3 To manage the practice of students in the structural divisions of the university, the head (leaders) of the practice is appointed. To manage the practice of students in organizations, the leader (leaders) of the practice from the university and from the organization is appointed.

3.4 As a rule, teachers of graduating departments are appointed as leaders of educational practice from the university. In cases where educational practice is a continuation of the study of disciplines, it is carried out by teachers of the relevant academic disciplines. The teachers of the corresponding graduating departments are appointed as the heads of the production and undergraduate practice from the university.

3.5 Ten days before the start of the practice, an orientation conference on the practice is held, at which the students are explained the goals, objectives, content, forms of organization of the practice, the procedure for passing it, reporting on the results of the practice, an assignment for the practice is issued, and labor protection is instructed. Confirmation of the student's awareness of the rules for organizing the practice and receiving the task for the practice is his personal signature and the date in the Journal of introductory briefing on the organization of the practice. A sample of the design of a sheet of such a journal is given in Appendix No. 1 of this Regulation.

3.6 Practice in organizations is carried out on the basis of agreements, according to which organizations are obliged to provide places for students to practice. In the agreement, the university and the organization regulate all issues related to the practice. The contract should provide for the appointment of a practice leader from the organization (usually one of the organization's leading specialists).

3.7 When undergoing internships involving the performance of work, during the performance of which mandatory preliminary and periodic medical examinations (examinations) are carried out, students undergo appropriate medical examinations (examinations) in the manner prescribed by the guidelines of the Ministry of Health and social development RF. (Order No. 302n dated April 12, 2011, as amended on December 5, 2014, “On Approval of Lists of Harmful and (or) Hazardous Production Factors and Works, During the Performance of which Mandatory Preliminary and Periodic Medical Examinations (Examinations) Are Conducted, and the Procedure for Conducting mandatory preliminary and periodic medical examinations(examinations) of workers engaged in hard work and work with harmful and (or) dangerous working conditions”).

3.8 If there are vacancies, students can be enrolled in the staff of the organization if the work meets the requirements of the practice program. It is allowed to conduct practice as part of specialized seasonal or student volunteer teams and in the order of individual training from specialists profiled in their specialty, who have passed attestation and have the appropriate licenses.

3.9 For the possibility of conducting practice as part of student volunteer teams, a list of the main types of volunteer activities is determined that correspond to the direction of student training and allow students to master the competencies required by practice programs.

3.10 The results of participation in volunteer activities can be credited as passing, as a rule, educational or industrial practice, at the student's personal request. In this case, the base of practice for students is the Forward Volunteer Training Center. The labor intensity of participating in volunteer activities for crediting hours of practice must be equivalent to the labor intensity of practice in one week - 54 hours (1.5 z). Only the hours of participation in volunteer activities that correspond to the profile of the training direction are counted.

3.11 Recalculation of practice based on the results of volunteer activities is carried out in accordance with the Regulations contained in Appendix No. 2 of these Regulations.

3.12 Students who have signed a contract with future employers, industrial and undergraduate practice are in these organizations.

3.13 The timing and content of each practice are determined by the working curricula and basic educational programs. Educational and production practices can be carried out both in a continuous cycle and by alternating with theoretical classes by days (weeks), provided that the connection between the content of the practice and theoretical training is ensured.

3.14 Students with experience in the field of training, by decision of the relevant departments on the basis of attestation, can be credited with educational and industrial practice. They are sent to undergraduate practice in the prescribed manner.

3.15 The duration of the working day of students during internships in organizations is:

For students aged 15 to 16, no more than 24 hours a week (Article 91 of the Labor Code of the Russian Federation);

For students aged 16 to 18, no more than 36 hours per week (Article 92 of the Labor Code of the Russian Federation);

For students aged 18 and over, no more than 40 hours per week (Article 91 of the Labor Code of the Russian Federation).

3.16 From the moment students are enrolled during the period of practice as interns at the workplace, they are subject to labor protection rules and internal regulations of the organization, with which they must be familiarized in the prescribed manner.

Carries out general control over the conduct and observance of the terms of the practice;

Annually sums up and develops measures to improve the organization and conduct of students' practice.

3.21 Educational and methodological guidance is carried out by the relevant departments of the university.

Department head:

In accordance with the established procedure, annually forms the bases of practice for the upcoming academic year in accordance with the schedule of the educational process;

Appoints practice leaders from among the most experienced teachers of the department;

Organizes the issuance of an order for the university to conduct an internship;

Provides practice leaders and student trainees with practice programs;

Carries out control over the practice of students;

Ensures that all organizational activities are carried out before students leave for practice (conducting briefings on the procedure for passing practice and safety precautions, preparing cover letters and other necessary documentation);

Provides a competent approach of managers to the practice;

Organizes the defense of reports on practice by students;

Annually provides the Department of Organization of Practice, Employment and Employment with information about contracts for practice, enterprises where students had practice, copies of reviews, characteristics for students based on the results of the practice.

3.22 Head of practice from the university:

Together with the heads of practice from the organization makes work program conducting practice;

Develops the topics of assignments and practice schedules (Appendix No. 3);

Takes part in the distribution of students by jobs or moving them by type of work;

Together with the leaders of the practice from the organization, monitors the observance of safety rules by students;

Monitors compliance with the terms of the practice and its content;

Provides methodological assistance to students in the performance of individual assignments and the collection of materials for course design, diploma papers (projects), final qualification papers, contributes to the formation of students' competencies during practice;

Analyzes the reporting documentation of students in practice (the quality of the execution of reporting documentation by the student, the completeness of the assignment in practice);

Conducts interim certification based on the results of practice;

Compiles a report on the practice, evaluates the results of the students' implementation of the practice program (Appendix No. 4).

3.23 Head of practice base

Introduces trainees to duties, features of activity planning, methods and techniques of work

· Provides the necessary conditions for the successful implementation of the practice, provides general management of it.

· Responsible for the timely familiarization of university students with the internal regulations of the institution, safety rules.

· Takes part in the distribution of students in places or their movement according to the types of work in accordance with the program of practice of the PLO.

· Carries out constant control over the work of students and their performance of the types of work determined by the program of practice of the PLO.

· Provides methodological assistance to students in the selection of materials for the implementation of an individual assignment, practice report, final qualifying work.

· Supervises the work of specialists of this institution with trainees.

· Evaluates the quality of students' work during the period of internship, compiles a review on the implementation of practical work reflecting the degree of competence formation, sums up the results of internship in the institution (Appendix No. 5).

3.24 Rights and obligations of student interns

The student has the right:

For timely familiarization with the internship program and legal acts regulating the work of interns;

For methodological assistance in preparing for the internship, in performing individual tasks and collecting materials for the internship report and for the final (qualification) work;

For advice on the content and organization of the practice.

Student trainee must:

Obey the internal labor regulations in force in the organization, institution or enterprise that is the base of practice, orders of the administration of the base of practice and practice leaders , be an example of organization, discipline, courtesy and diligence , in the process of work must show his professional competence and culture ;

Comply with the rules of safety and labor protection;

Timely perform all types of work provided for by the internship program, carefully prepare for their implementation ;

Participate in practice conferences, meetings and methodical lessons conducted by practice leaders;

Complete the task and schedule of the practice;

In due time, report on the work done to the heads of the practice to prepare reporting documentation , provided by the practice program.

In case of non-compliance with the requirements for a trainee, he may be removed from practice. A student suspended from practice is considered not to have completed the practice program and has academic debt.

MATERIAL SUPPORT

2.7. The remuneration of students, if they are enrolled in the staff of the organization, is carried out in the manner prescribed by the current legislation for organizations in the relevant industry, as well as in accordance with agreements concluded by the university with organizations of various organizational and legal forms.

2.8. Students studying in full-time, for the period of passing all types of practice related to leaving Sochi, daily allowances are paid in the amount of 50% of the daily allowance established by the current legislation to reimburse additional expenses associated with business trips of employees of organizations for each day, including being on the way to the place of practice and back.

The travel of full-time students to the place of internship and back is paid at the expense of the university in full.

2.9. For students enrolled in organizations for positions, applies Labor Code Russian Federation, and they are subject to state social insurance on an equal basis with all employees.

If the student practice is carried out in the structural subdivisions of the university located in Sochi, daily allowances are not paid.

2.10. During the period of production practice, regardless of the receipt of wages by students at the place of internship, they retain the right to receive scholarships on a general basis.

2.11. Payment to teachers per diem, for travel to the place of practice outside the city of Sochi and back, as well as reimbursement of expenses for renting housing is made in accordance with the current legislation of the Russian Federation on payment for business trips.

2.12. The remuneration of labor for practice leaders from organizations that are on budget financing is made in accordance with Decree of the Government of the Russian Federation dated 08/05/2008 N 583 (as amended on 05/16/2012 with amendments that entered into force on 05/31/2012) "On the introduction of new wage systems for employees of federal budgetary and state institutions and federal state bodies, as well as civilian personnel military units institutions and subdivisions of the federal executive authorities, in which the law provides for military and equivalent service, the remuneration of which is currently carried out on the basis of a single tariff scale for the remuneration of employees of federal state institutions.

SUMMING UP THE PRACTICE

2.13. At the end of the internship, the student, within ten days, provides the head of the internship from the university with the following documents:

Internship report (Appendix No. 5);

Practice diary (Appendix No. 6);

Review of the internship by the signed internship leader from the organization (Appendix No. 7).

2.14. The student's internship report is defended by a commission appointed by the head of the department, which necessarily includes the head of internship from the university and, if possible, a representative of the internship base.

2.15. In the final part of the practice report, the student must demonstrate the elements of competence formed during the assignment.

2.16. The results of the internship are determined by conducting an intermediate certification with grading "excellent", "good", "satisfactory", "unsatisfactory".

2.17. If the practice report includes a report on the profile of training, a report on the direction of training (for example, in pedagogy, psychology) and for any of the listed reports the student received the mark "unsatisfactory", then he has the right to retake this report once, in the deadlines set by the dean's office, before the start of the interim attestation.

2.18. Students who have not completed the practice program for a good reason are sent to practice again, in their free time from study.

2.19. Students who did not complete the internship program for an unexcused reason or received an “unsatisfactory” rating during the interim attestation in practice are considered to have academic debt, the elimination of which is carried out in the prescribed manner.

PRACTICE EVALUATION

Based on the results of attestation of practice, a differentiated assessment is given.

"ABOUT excellent» - the student is fluent in the material, shows high creativity and originality of solutions, freely, consistently, systematically presents the material. Submits a high-quality, neatly designed report in accordance with the approved structure within the established time frame.

« Fine» - the student owns the material, knows how to reason logically, the tasks are completely solved with a small number of errors. When completing a task and defending a report, he shows elements of an independent creative approach, systemic skills, and is not creative enough. Submits a high-quality, neatly designed report on time, corresponding to the approved structure, with minor inaccuracies in the design.

« Satisfactorily» - the student owns the material partially at the minimum acceptable level, there is no systemic knowledge, makes attempts to logical reasoning, to generalize the material, however, is not able to highlight the main thing, the tasks are completely solved, but mistakes are made. Submits a report in accordance with the approved structure, with inaccuracies in formatting, on time.

« unsatisfactory» - the student does not own the material or owns fragmentary, disparate, fragmentary knowledge, answers a smaller part of the questions. The main goal has not been achieved, the tasks of the practice have not been fulfilled, the conclusions of the report have not been comprehended. Makes gross mistakes when defending the report, demonstrates a complete misunderstanding of the topic and the report. Does not submit reports on time.

1. Regulations on the practice of students mastering the main professional educational programs of higher education (hereinafter referred to as the Regulations), determines the procedure for organizing and conducting the practice of students (students (cadets), graduate students, adjuncts, residents, assistant trainees) mastering the main professional educational programs of higher education education (hereinafter - OBEP VO), forms and methods of its implementation, as well as types of practice of students.

This Regulation applies to educational organizations that carry out educational activities in the OBEP HE (hereinafter referred to as the educational organization) in accordance with the federal state educational standards of higher education, and (or) federal state educational standards of higher professional education, and (or) state educational standards of higher professional education (hereinafter together - standards).

2. Practice programs are developed and approved educational organization, which implements the OBOR VO, independently and are integral part OPOP VO, which ensures the implementation of standards.

3. The educational organization ensures the conduct of the practice and establishes in the OBEP VO:

volume of practice (in credit units);

requirements for the content and results of mastering the practice;

features of the practice when mastering the educational program by students using e-learning and distance educational technologies.

4. Practice for persons with handicapped health and disabled people is carried out taking into account the peculiarities of their psychophysical development, individual capabilities and health status.

5. The types of practice of students mastering the OBEP HE are: educational practice and work practice (including pre-diploma practice) (hereinafter together - practices).

6. If the standard provides for the defense of the final qualifying work, then as part of the production practice, pre-diploma practice is mandatory.

7. The main types of educational practice are:

For bachelor's programs, specialist's programs, master's programs - practice in obtaining primary professional skills and abilities, including primary skills and abilities of research activities; clinical practice; performing practice; creative practice; technological practice.

The main types of work experience are:

For bachelor's programs, specialist's programs, master's programs - practice in obtaining professional skills and professional experience; technological practice; teaching practice; creative practice; performing practice; design practice; research work;

For programs for the training of scientific and pedagogical personnel in graduate school (adjuncture) - practice in obtaining professional skills and experience in professional activities; teaching practice;

For residency programs - clinical practice; research work;

For internship assistant programs - performing practice, creative practice; teaching practice; research work.

An educational organization has the right to provide for other types of practices in the OBEP HE in addition to those established by the standard.

8. Ways of conducting practice:

Stationary;

Visiting.

Stationary practice is carried out in an educational organization in which students master the OBEP HE, or in other organizations located on the territory of the settlement in which the educational organization is located.

Field practice is carried out if the place of its conduct is located outside the locality in which the educational organization is located. Field practice can be carried out in the field if it is necessary to create special conditions for its implementation.

Specific methods of conducting practices are established by the educational organization independently, taking into account the requirements of the standard.

9. Practice is carried out:

a) continuously - by allocating a continuous period of study time in the calendar study schedule for conducting all types of practices provided for by the OBEP HE;

B) discretely:

by types of practice - by allocating a continuous period of study time in the calendar training schedule for each type (set of types) of practice;

by periods of practice - by alternating in the calendar study schedule periods of study time for conducting practices with periods of study time for conducting theoretical classes.

It is possible to combine discrete practices according to their types and periods of their implementation.

10. The organization of the practice provided for by the OBEP HE is carried out by educational organizations on the basis of agreements with organizations operating in educational programs of the relevant profile (hereinafter referred to as the organization), the content of which corresponds to the professional competencies mastered within the framework of the OBEP HE.

11. To manage the practice conducted in educational organizations, the head (leaders) of the practice from the educational organization from among the persons belonging to the teaching staff of this educational organization is appointed.

To manage the practice conducted in the organization, the head (heads) of the practice are appointed from among the persons belonging to the teaching staff of the educational organization organizing the practice (hereinafter referred to as the head of the practice from the educational organization), and the head (heads) of the practice from among the employees of the organization (hereinafter - the head of practice from the organization).

12. Head of practice from an educational organization:

draws up a work schedule (plan) for conducting an internship (if a head of practice is appointed from an organization, a joint work schedule (plan) for conducting an internship is drawn up);

develops individual tasks for students, performed during the period of practice;

participates in the distribution of students by jobs and types of work in the organization;

exercises control over the observance of the terms of the practice and the compliance of its content with the requirements established by the OBOR VO;

provides methodological assistance to students in the performance of individual tasks, as well as in the collection of materials for the final qualifying work in the course of pre-diploma practice;

evaluates the results of the internship by students.

13. Head of practice from the organization:

coordinates individual tasks, content and planned results of the practice;

provides jobs for students;

provides a safe environment for students to practice, meeting sanitary rules and labor protection requirements;

instructs students on familiarization with the requirements of labor protection, safety, fire safety, as well as the rules of internal labor regulations.

If the organization has vacant position where the work meets the requirements for the content of the practice, a fixed-term employment contract can be concluded with the student to fill such a position.

14. The referral to practice is formalized by an administrative act of the head of the educational organization or another official authorized by him, indicating the assignment of each student to the educational organization or organization, as well as indicating the type and duration of the practice.

15. Students who combine education with work activities have the right to undergo educational, industrial, including pre-diploma practice, in organizations at the place of work in cases where professional activity, carried out by them in these organizations, meets the requirements for the content of the practice.

16. Students who master the OBEP VO during the period of internship in organizations:

perform individual tasks stipulated by the practice programs;

comply with the rules of labor regulations in force in organizations;

comply with the requirements of labor protection and fire safety.

17. When undergoing internships involving the performance of work, during the performance of which mandatory preliminary and periodic medical examinations (examinations) are carried out, students undergo appropriate medical examinations (examinations) in the manner established by the order of the Ministry of Health and Social Development of the Russian Federation dated April 12, 2011. 302n "On approval of the lists of harmful and (or) hazardous production factors and work, during the performance of which mandatory preliminary and periodic medical examinations (examinations) are carried out, and the Procedure for conducting mandatory preliminary and periodic medical examinations (examinations) of workers engaged in heavy work and at work with harmful and (or) dangerous working conditions” (registered by the Ministry of Justice of the Russian Federation on October 21

18. The form, type and procedure for reporting students on internship to the educational organization that sent the student to practice are determined by the local normative act educational organization.

13. Head of practice from the relevant organization:

coordinates individual tasks, content and planned results of the practice;

provides jobs for students;

provides safe conditions for students to practice, which meet sanitary rules and labor protection requirements;

instructs students on familiarization with the requirements of labor protection, safety, fire safety, as well as the rules of internal labor regulations.

14. When conducting an internship in a profile organization, the head of practice from the organization and the head of practice from the profile organization draw up a joint work schedule (plan) for conducting the practice.

15. If there is a vacant position in the organization, the work in which meets the requirements for the content of the practice, a fixed-term employment contract can be concluded with the student to fill such a position.

19. The results of the internship are evaluated and taken into account in the manner established by the organization.

20. When undergoing internships involving the performance of work, during the performance of which mandatory preliminary and periodic medical examinations (examinations) are carried out, students undergo appropriate medical examinations (examinations) in accordance with the Procedure for conducting mandatory preliminary and periodic medical examinations (examinations) of employees employed at heavy work and work with harmful and (or) dangerous working conditions, approved by order of the Ministry of Health and Social Development of the Russian Federation of April 12, 2011 No. 302n (registered by the Ministry of Justice of the Russian Federation on October 21, 2011, registration No. 22111), as amended , introduced by orders of the Ministry of Health of the Russian Federation dated May 15, 2013 No. 296n (registered by the Ministry of Justice of the Russian Federation on July 3, 2013, registration No. 28970) and dated December 5, 2014 No. 801n (registered by the Ministry of Justice of the Russian Federation on February 3, 2015 ., registration number 35848).

21. Features of organizing the practice of persons studying in the OBEP HE in the field of medical or pharmaceutical education, in the field of arts and in the field of physical culture and sports, are determined in accordance with part 8 of article 82, parts 19 and 20 of article 83 and part 9 of article 84 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation".

22. When conducting field practice for students, the procedure for paying for travel to the place of practice and back, as well as additional costs associated with living outside the place of permanent residence (per diem), for each day of practice, including being on the way to the place of practice and back, are established local regulation of the organization.

When passing a stationary practice, travel to the place of practice and back is not paid, additional expenses associated with living outside the place of permanent residence (daily allowance) are not reimbursed.

The former regulation of 2003 was declared invalid.
